A delegation of the Automobile Dealers, headed by Mr. ~eorge Toughy, Manager of the General Truck & Equipment Company, next appeared before the Board relative to the proposed change in the license ordinance, whereby Used Car Dealers would only be required to pay an annual license of $50.OO. Mr. Toughy requested that the 0omm~ss!on defer act!on on reduc!ng the license until after ~he meeting of the Florida Automobile Dealers Association on Oct- ober 2~th and 29th, 19~, so that any add!'t!onal requirements recommended by the Assoc!at~on may be brought to the attention of the Commission. L. F. Boyle, Attorney and H. M. Watson, Administrator for the Estate of V!c~or Check, deceased, next appeared before the Beard relative to the property located at the corner ef French Avenue and Scm!nolo Boulevard owned by the Victor Check Estate and occupied by the Motors Inn, for which the City had agreed to purchase at a price of $9,000.OO and stated that the F!rst Nat!oriel Bank of Atlanta holds a mortgage in the sum of $1,~.35.57 and that they requested that the City amend their offer to purchase at a price of $7,600.00 and assume the aforesaid mortgage. Thereupon Commissioner Carraway moved that the act!on of the Commission of August Z3rd., be resc!nded. Seconded by Comm!ss!oner Xr!der and carried. L. F. Boyle, Attorney for winn & LOVett Grocery Company, requested that the City address a letter to h!s client stating that the 0!tY would agree to issue a Quit Claim Deed releasing the winn & Lovett Grocery company of the reverter clause in the Deed, upon their compliance w!th the condition of the Deed by beginning construction. Mr. James Singletary representing the American .Legion Fair Association, next appeared before the Board and requested permission to operate a Fair, the same as last year and at the same location, opposite the Municipal Ball park, for one week beginning March l~, 1949, and stated that the proceeds would be used for the operation of the American Legion. Matter taken under advisement. Mr. porter Lansing representing the Florida wildlife Federat~°n, next appeared before the Board and requested the City to place an advertisement in the convention issue of ~heir publication. Thereupon after considerable discussion and On motion duly carried the commission autho- rized an expenditure of $100.O0 for an advertisement in the aforesaid publication. Gilbert Williams and LOUIS perides next appeared before the Board relative to the request of Gilbert Williams, to transfer to him the beer and wines license for the business which he purchased from Louis peridom. Mr. per!des stated that he had purchased the business from Bertha spann, but neglected to get the license transferred and that he was willing to sell the business/~lbert williams. Thereupon Commissioner Carraway moved that the beer and wines license be transferred from Bertha Spann to Louis per!des to Gilbert williams. Seconded by 0omm!ssloner Kr~der and carried. Mr. W. M. Hoag of llO W. 15th Street next appeared before the Board and subm!tted~a plat of h!s property and requested that the alley on the West side of hie property be closed, in as much as it is a dead end alley and has been landscaped by the abbut!ng property owners for a number of years. Mr. D. B. Stafford owner of the x-Gel Feed store at Second Street and Sanford Avenue next appeared before the Board and requested a LOading Zone in front of his' place of business, due to the fact that there are parking meters in front of hie store whereas his competitor on the North Side of Second Street does not have parking meters, and consequently customers will stop where there are no meters. The City Manager then advised that there are some parking meters on order and that some would be placed in the 100 Block on Sanford Avenue. Request next received from Mrs. J. C. Jorgensen for a #parking Reservation for Guest" sign in front of the!r Guest Home at 618 park Avenue, due to the fact that the residents in the Apartments in that block and those attending church services, keeps the entire park!ng area in front of their home filled with cars at all times. Thereupon after cons!derable dis- her~h, cuss!on and on motion duly carried Mrs. Jorgensen was author!xed to erect a sign in front of Mr. C. A. Maddy, Supt., of the Fellowship Foundation, next appeared before the Board and stated that he would like to purchase all the property under lease for $250,OOO.00, payable in three years, also the refrigeration plant and laundry. Matter taken under advisement. Mr. Maddy also 'requested to purchase the back portion of the Airport for $50,000.00 payable in twenty-five years. However, the City Manager advised that a sale of th!s property would interfere with drainage of the A~rport. Cone!derat~on was next given to the request of the Lum!no Company, for the City to bear part of the loss on the contract for water proofing the City Hall Bu!ld!ng. commissioner Kr!der then reported that he had met with the City Manager and Mr. Hennessy of The Lum!no Company, and recommended that the'City pay The Lum!ho Company $510.00, which would amount to one-third of the loss. Thereupon Commissioner 0arraway moved that the City pay the Lum!no Company $510.00, as recommended by Commissioner Kr!der. Seconded by commies!char Chase and carried. on motion of Co~!ss!oner Carraway, Seconded by Commissioner Chase and carried, the Comm!ss!on next authorized the Florida power & Light Company to discontinue the overhead light in the old deer pen. Communication next received from A. P. & R. K. Michaels, consult!ng Engineers of Orlando, relative to the proposed concrete block type swimming pool, and same was ordered filed. On motion of Commissioner Chase, Seconded by Commissioner Carraway and cart!ed, the Commission next accepted the res!gDat~on of G. L. Duncan, as City Inspector and Supervisor of Rodent Control project, effective November 1, 194~, and that the City pay h!m two Months salary all expenses up to 150.00 for Mr. Duncan to represent the O!ty at the Southern Bu!ld- Codes congress, Convention in November. on mot!on of Comm!es!oner Carraway, Seconded by Commies!Gnat Chase and carried, the Commission next authorized the salary of Clarence L. Request next rece!ved from Robb,s Bakery for a Load!ng Zone in front of the!r place of bus!ness at 217 E. First Street. No act!on taken. Request next received from the T. B. Association for a parking space for their d~rector Mrs. K~rcher, w!th!n one Block of the!r Office in the Touchton Bu!Id!ng. No Action taken. Applicat!on of Bertha Spann, colored, for a beer and wines license at 1013 W. 13th Street, was next submitted. Thereupon Commissioner Kr!der moved that the aforesa!d application be den!ed due to the fact that there are a suffic!ent number of places selling beer and w!nes along Thirteenth Street at the present time. Seconded by Commissioner Chase and carried. Request next submitted from Mr. Virgil Wright, for the City to close the alley from Geneva Avenue South approximately 300 ft., between French and Laurel Avenues. Matter taken under adv!sement and referred to City Attorney. Communication next received from the Salvat!on Army requesting that the!r appropr!at~on for feeding indigent transients be increased from $200.00 to $600.00 per year. No action taken. Commun!cation next rece!ved from Mr. H. J. Lehman, Manager of the Sanford State Farmers Market, requesting the City to furnish uniforms for the Market policemen. Thereupon .after considerable discussion, Comm!ss!oner Kr!der moved that the aforesa!d request be den!ed. Seconded by Commissioner Carraway a~d carried over the disenting vote of Commissioner Chase. Further consideration was next given to the request of Mr. Fred Pope, that the City do something to keep the water from the Airport from drain!rig over on h!s farm land. The City Manager stated that he had been contacted by the Chairman of the Board of County Commissioners and that they will give Mr. Pope temporary relief by taking their bulldozer and puehing up a levy along a!de of h~s property, provided the City will give the County perm!es!on to come on the C!.ty,s side of the fence in order to accomplish this. Thereupon Commissioner Carraway moved that the City grant the County permission to come on the City's property in order to push up the aforesaid levy. Seconded by Commissioner Kr!der and carried. on motion of Commissioner Chase seconded by Commissioner Kr!der and cart!ed, the Com- mission next authorized the payment to the Fernald-Laughton Memorial Hospital rent for the Welfare Board office in the old hospital building for October, November and December 194E. Consideration was next given to the purchase of a small 1/4 yard dragl!ne and the possibility of trading in some of the City,s surplus equipment to be appl!ed as part payment. Lane, Secretary of the Zoning Board, relat!ve to Lots 40 through 45 First Addition to P!nehurst, advising that the Board recommended that this property be rezoned from R-1 (One single family) to C-1 (Commercial Retail). Thereupon Commissioner ~hase moved that a Public Hearing be held at ~:00 O'clock p. M. October Z~, 191~, to consider the foregoing change in the Zoning Ord!nanoe, and that legal notice of such hearing be published in the Sanford Herald. Seconded by Commissioner Kr!der and carried. Commun!cat!on nex~ received from Edward F. Lane requesting the City to put a sale price on Lots ag, 31, 33, 39 & 40 Lake View Park. Thereupon Commissioner Carraway moved that the matter be referred to the Real Estate Board to put a sales price on the aforesaid property. Seconded by Commissioner Chase and carried. Commun$cat!on next received from Mr. & Mrs. L. H. Narvey of 201W. 15th Street, request- ing the City to cut the curb on the alley adjacent to their property. However, due to the fact that this is private property and not dedicated for public use, the City Manager was !nst~uoted to notify Mr. & Mrs. Harvey that if all the abutting property owners would con- vey to the City a seven foot strip of land for public alley purposes, the City would !nsta11 the necessary fac!l!ties for egress and Ingress. Further consideration was next given to the notice served on H. L. DuHart, owner of the lumber yard at 909 Sanford Avenue. Thereupon Acting Mayor Lesher appointed Commissioners Carraway and Kr!der to confer with H. L. DUHart and to report back to the Commies!on. On motion duly carried, the Commission next authorized Section 6 of the lease with Florida Fashions covering the Supply BUilding No. 9 at the Airport, be amended to include the words #dur!ng reasonable business hours,,. On motion duly carried the Commission next denied the request of Flor!da Fash!ons to delete that portion of Section 2 of their lease relative to the City being the Judge of needed repairs. Application next received from Howard Fav!lle for the position of Building, Electrical and plumbing Inspector, on a part time basis, to fill 'vacancy created by resignation of G. L. Duncan, effective as of November l, 19~8. Thereupon after careful considerat!on,' Commissioner Carraway moved the acceptance of application of Howard Fav!lle as Building, Electr!'cal and plumbing Inspector, on a part time basis, at a salary of $1,500.CO per year, plus reasonable amount for mileage on his personal automobile for transportation. seconded by commissioner Krider and carried. The Clerk next advised of an old unpaid 8tats & county Tax Certificate, sale of July 2, 1928, covering taxes for year 1927 against Lots ?, 8, 9 and lO of Block ~, of Tier l, E. R. Traffords Map, which is held by M. F. Robinson Estate, and that the total cost to redeem same, including interest to date, amount to $1,3OO.81. AlSo, advising that L. F. Boyle, Attorney for winn & Lovett Grocery Co~:~pany, had examined the abstract and title to the aforesaid property and is ready to cons,~,,mate the purchase at price of $14, OOO.OO, upon redemption of this tax certificate by the City. Thereupon Commissioner Carraway moved that the Clerk be authorized to redeem the afore- said 8tats & county Tax Certificate for the sum of $1,3OO.~1. $econded by Commissioner Kr!der and carried. Commissioner Carraway next moved that the Mayor and Clerk be authorized to execute the Deed of Conveyance of the aforesaid property to wlnn & Lovett Grocery company for the sum of $14,OOO.OO Beco-nded by Commissioner Kr!der and carried.
