WHEREAS, the C!ty Comm!ss!on of the C!ty of 8anford deems it exped!ent and adv!sable,
for the best !nterest of the c!t!zens of the

!n sa!d municipal elections shall be preserved as nearly as possible to all such persons !n
the m!l!tary service of the Un, ted States, and to prescribe the means for preserving such

NOW, THEREFORE, BE IT RESOLVED THAT any person engaged ~n the mil! tary service of the
United States whose legal residence !s the City of 8anford, Florida, and who is a registered
qual!f!ed elector there!n, and who by reason of being stationed outs!de the limits of said
C!ty of Sanford shall be absent from said C!ty on the ooo~enoe of any elect~on hereafter r
held by sa!d City, shall be ent!tled to Vote ~n any municipal election, whether primary,
general or special, hereafter held by said C!ty of .Sanford, Florida, in the following manner:
1. 8a!d person shall make written application to the C!ty Clerk of the City of ~anford,
Florida, at any t!me prior to a mun!c!pal election, sett!ng out the fact of h!s being in the
m!l!tary serv!ce of the United States, and of h!s being stationed outs!de the city l~m!ts
of said C!ty of Sanford, Florida, g!v!ng his speo!f!c address, and that he des!res to vote
in such election. No particular formal!ty shall be required for such application and if such
appl!cat!on shall substant!ally comply with provisions hereof, the same shall be deemed
suff!c!ent.
The City Clerk upon the f!l!ng of application as set out in paragraph 1 hereof,

for the street and sidewalk leading to the Mayfa!r Inn, (tourist hotel). There being 19 lights
d!sconnected and not in operation on both sides of the street.
Thereupon after considerable d!scuss!on, Commissioner Carraway mo~ed that the Florida Power
& L!ght Company be authorized and directed to place the n!neteen wh!teway lights in operation,
effective as of November 20,'1948.
Seconded by Commissioner Kr~der and carried.
The following letter was next read from Mayor W!lliams, who is still incapacitated because
of illness:
City Commission,
5anford, Florida.
Dear S!rs:
During my illness a number of papers have
been sent to me which requ!red the Mayor,s signature.
However, I believe !n the future it would be best for
the Acting Mayor to sign all papers as he attends all
meetings and is familiar with the actions t~ken by the
Commission.
I have two reasons for requesting the above.
First, it will be to the best interest of the City for
the Acting Mayor to execute all papers obl!gat!ng the
C!.ty because he is thoroughly familiar with all actions
taken by the Commission. Where ! am not. Second, it
will enable the Acting Mayor to follow through to a
successful conclusion all transactions as passed by the
Commiss!on. '-
I was prompted to write this letter due to the
circumstances surrounding certain papers being sent to
me for signature on the Victor Check property. I was not
familiar with this transaction and had to sign these pap-
ers !n such a rush there was not even t!me for me to
quire into the act~.on taken by the Commies!on on this
deal.
I am sure the Commission will understand my
only motive in wr!t!ng this letter is for a better and
more efficient City Government. And that I am always
ready and w~ll!ng to help in my limited way.

Further consideration next given to the request of local American Legion Post to conduct
a carnival in Sanford the week of March 14, 1949.
Thereupon Commissioner Carraway moved that the permit be granted under the same cond!t!ons
and prov!s!ons as in the past, including any other restrict!one that may be recommended by the
Uh!ef of Police.

Pursuant to request of the City Comm!ss!on, the following appraisal of the City owned
property located at Northwest corner of Palmetto AVenue and Commercial Street, was next sub-
m!tted by the local Realty Board:
