A RESOLUTION OF THE CITY COmmiSSION OF THE CITY OF SANFORD, FLORIDA, EXCUSING THE NON ATTENDANCE OF CO~6~ISSIONER ROBERT AT WILLIAMS AT FO[~R (4) REGULAR MR~ING$ OF THE COMMISSION. WHEREAS, C!ty Corem!ss!chef, Robert A. W!ll~_ams, has been absent from the regular meet!nge of the C!ty of Sanford City Comm!ss!on of September 13 and 2?, and October 11 and 25, 1948, owing to serious !llness, and the C!ty Comm!ss!oh deems !t r~ght and proper that such absence be excused, NOW, THEREFORE, be !t resolved by the O.~ty 0cram!ss!on of the 0!ty of Sanford, Florida, that the above absence of C!ty Comm!ss!oner, Robert A. Boyle, Allorney, S!dney A.Allen, owner of the Yellow Cab Company and Edward H!gg~ns, Manse'er of the Seminole County Chamber of Commerce, next appeared before the Board relat!ve to the proposed bus line wh!ch Mt. Allen contemplates operating !n tanford. In as much as the Flor!da Railroad and Public Util!ties Comm!ss!on will hold a pUbllc hearing in the City Hall on November 16, 19~, Mr. Allen requested the City Commission to have a meeting pr!or to that time so that all rates and routes of taxi-cabs and the proposed bus line may be reviewed w~th the cab .owners. Thereupon the Mayor announced that the City Commission would meet at ~:30 o'clock p. M. Friday November 12, 19~, for the purpose of reviewing all rates and routes of taxi-cabs and the proposed bus line. Cons!derat!on was next given to the property zoned in D!str!ct R-1 (One S!ngle Fam!ly) described as Lots ~O, ~1, ~2, 43, ~4 and ~5 P!nehurst First Add!t~on, which the Zon!ng Board recommended changing to D!strict C-I, (Commercial Retail). The Comm!ss!on having held a publ!c hearing on October 2~, 194~, at which time the C!ty Attorney was !nstructed to pre- pare an Ordinance changing the class!f!cat!on of the aforesa!d property. Mr. L. 8. Harkey of 1902 French Avenue next submitted a Pet!t~on signed by 11 property owners, !n front of and behind the property under cons!derad!on, and stated that he thought any bus!ness on that property would be detrimental to the welfare of the High School Students as well as, to the home owners !n that local!ry. Mr. Herman MOrris, Mr. Homer Stoffer, Mr. L. V. McLaul!n, Mr. M. E. Baker, Mr. Ted Will!ams, Mr. John Kadet, Mrs. A. D. Rountree and Mrs. Gladys Smith also protested aga!nst changing the class!ficat!on of the Property under cons!derat!on as they felt that any bus!ness would increase the traff!c hazard and also some businesses would be noisy which would make it d!ff!cult for teaching classes in the south end of the High School Bu!ld!ng. Mr. George A. Speer, Jr., and V. A. Spear, owners of the property under consideration, requested that the ~lass!f!cat!on be changed, as they felt that it was for the best interest of the City to have new business f!rms come !nrc town. Also that French Avenue is a State Highway and designated as a Truck Route. There being no further protests registered Commissioner Kr~der then introduced Ordinance No. ~1 entitled; ORDINANCE ~. 441. "AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMEND- ING ORDINANCE NO. 362 OF SAID CITY, PASSED AND~ADOPTED ON THE 26th DAY OF DECW~ZBER, 1944, SAID ORDINANCE BE- ING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, SAID AMENDMENT TRANSFERRING TERRITORY DISTRICT R-1 to DISTRICT C-1 IN SAID CITY.# and smne was placed on its first reading and read in full by the Clerk. Mr. A. P. and R. K. M!chaels, Consulting Engineers of Orlando, next appeared before the Board and submitted a proposed General Eng!neerlng Contract and same wa~ o~d~ e~,a MINUTES City Commission, Sanford, Florida, NO.~.em~..¢.~h---~-. ~:.3.0..P..M.19.4~ Alliance church being constructed at 14th ~treet and park Avenue, and advised that he had con- ferred with Elton Moughton, Arch!~ect and that it was their opinion that the structure was unsafe due to the fact that the supporting walls were not tied !n~o the rear wall. Also that plans and specifications for the construction had never been subm!t~ted to the C!tY and that a Bu!ld!ng permit had never been secured. Thereupon CommiSSioner Chase moved that the Bu!ld!ng inspector be instructed to stop construction until the safety requirements of construction and the requirements of the Build- ing code are complied with. Seconded by CommiSsioner Kr!der and carried. On motion of Commissioner Carraway seconded by Commissioner Kr!der, and carr!ed, the Commission next approved the purchase of ll Refunding 8er!es A Bonds from Ranson-Davidson Company, M!am!, at a price of $470.00 each, on motion of Commissioner carraway, seconded by Comm!ss!oner Chase and carried, the Com- mies!on next authorized the salaries of police Desk Sergeants Russell Tenoh, Jr., and william A. Born be increased from $159.6© to $167.30 per month effective as of November l, 19~. on motion of Comm!ss!oner Carraway, seconded by Comair!ss!chef Kr!der, and carried, the comm!ss!on next authorized the utility Tax on bills paid by the National Guard for utility services at the Armory Building be waived due to the fact that the ArmorY Bu!ld!ng is a ~tate owned Bu!lding and not subject to such tax. Communication next received from the Bond Trustees requesting the Commission to adopt an ord!nance set~ing forth their duties, the method of purchasing bonds and regulations governing the disbursement of the 8!nking Fund for the purchase of bonds. Thereupon Commissioner Carraway moved that the City Attorney prepare an ord!nance repealing the old ordinance and setting forth the duties and regular!one of the Bond Trustees.
