Thereupon after considerable discussion, ConEissioner Krider moved that the City
Manager and City Attorney review the bids so as to determine if the bids are in accordance
with the specifications, and to make recommendations to the Commission at the ne×t
meeting.

Thereupon after reviewing all the bids as submitted, Commissioner
Krlder moved that the cor~tract for furnishing all materials and labor for removing
the steel posts and making the necessary changes in the Fire Department building in
accordance with the plans and specifications furnished by Elton J.~oughton,
Architect, be awarded to the lowest bidder, T-S.Crawley in amount of $1,650.00.

Thereupon the Chairman announced that the City Commission of the City of Sanford
Florida, by unanimous Vote had passed and aSopted said Ordinance No. 44I, entitled:

ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF
SANFORD, SAID A~EMD?~ENT TRANSFERRING TERPITORY IN DISTWICT R-1 to DISTRICT
C-1 IN SAID CITY.
On motion duly adopted Ordinance No. g41 was next ordered Posted at the front
door of the City Hall in the City of 8anford, Florida, in accordance with the terms of the
Charter, as amended.
On motion of Commissioner Chase, seconded by Commissioner Krider and carried,
the Commission next approved the purchase of a 1942 Chevrolet cab over motor l~ Ton
truck with special low speed rear-end and re-enforced frame and springs on which to mount the
recently purchased combination Clamshell-Dragllne, from Strickland-Norrison, inc. at a
price of $500.00.
Consideration was next given to the frantic light to be installed at the inter-
section of Thirteenth Street and French Avenue, the purchase of which the Commission
authorized at the adjourned meeting of December 6, 1948.
Thereupon on motion of Commissioner Chase, seconded by Commissioner Krider and
carried, the City Y~nager was authroized to call for bids for the installation of the
aforesaid traffic

Consideration was next given to the need for warning signals at the various
railroad crossings throughout the City.
Thereupon Commissioner Carraway moved that the City Attorney prepare an ordinance
in accordance with Section 122 of the City Charter, whereby the City has the power to
pass such an ordinance regulating the installation of signal warniog devices at rail-
road crossings; requiring the Atlantic Coast Line Railroad Company to install warning
signals with flashing red lights at their crossings ~t Geneva. AVE, French Ave. and
Park
Avenue.
Seconded by Commissioner Chase and carried.

Consideration was next given to the proposed Ordinance regulating the license
fee to be paid Dy new and used car dealers.
Jack Ratigan, George Toughy and W.A.],~orrison all addressed the Commission in
favor of the ordinance, stating that due to the large inventories of spare parts and
the eouipment which a new car dealer has to carry and on which he has to pay a personal
property tax, they felt that a license of $300.00 for used cars dealers was Justified.
J.Brsiley Odham next apoesred before the Board and spoke against the proposed
ordinance, stating that he felt it would discriminate against used car dealers to make
them pay a license fee of $300.00 while new car dealers would only have to pay a license
fee of $50.00.

Report of the November analysis of milk from all dairies operating in Sanford
as prepared by Dr. L.R. Scribner's Laboratories at ~lando, next submitted, such report show-
ing all such milk within the reGu~ements of Grade "A" milk.
Report next submitted from the Civil Service Board, certifying that Patrolman
Max A.Bass had passed an examination for the position of Lieutenant.
Thereupon Commissioner C~rraway moved that the salary of Max A Bass be in-
creased from $1~9.40 to $191.50 per month effective as of December l, 1948. Seconded by Commissioner Krider and carried.
On motion of Commissioner Carraway, seconded by Commissioner Krider and carried

The City Commission of the City of Sanford, Florida, met in adjourned session
at the City Hall in the City of Sanford, Florida , at ~:~0 o'clock P ~ December ly, 1948.

Meeting called to order 'by the Chairman.
On motion of Commissioner Carraway, seconded by Commissioner Krider and carried,
the Commission next approved the payment of $74.25 to Elton J.Moughton, Architect for pre-
paring plans and specifications for the structural alterations in the Fire Department
building.
On motion of Commissioner Krider, seconded by Commissioner Carraway and carried,
the Commission next approved the oayment of $628.43 to the Cornell Construction Company
of St. Petersburg for repairs to the Incinerator chimney.
Attorney Shinholser next reported on the tabulation of the bids for painting and
repairing the water tank at the water plant, and advised that all bids were in accordance
with the City's specifications with the exception of the bid submitted by the Utility Service
Co. which did not include the steel work. Said bids having been received by the Commission
at the regular meeting of December 13, 1948.
Thereupon after reviewing the bids as submitted, Commissioner Carraway moved
that the contract be awarded to the lowest bidder, W.L. Lynde in amount of $1,255.00,
but said motion died for lack of a second.
Thereupon Commissioner Krlder moved that the contract for painting and repair-
ing the water tank at the water pliant be awarded to K.L."Jack"Sharpe of Orlando, at a time
and cost basis not to exceed a cost of $1,500.00.
Seconded by Commissioner Chase and carried.
A delegation of gasoline dealers next appeared before the Board relative to
signs wt~ich some dealers are erecting on the parkways advertising the prices of their
products, and requested that such signs be eliminated.
Thereupon after considerable discussion of such signs and of the ordinance
regulating the erection of signs, the City Manager was instructed ~ have all signs on

On motion of Commissioner Ohs.se, seconded by Commissioner Carraway and carried,
the Commission next authorized that two additional taxicab permits be issued to the
Yellow Cab Co, subject to the securing of the necessary insurance.
Consideration was next given to the annual bonus to be paid to all City
employees.
Thereupon after considerable discussion, Commissioner Carraway moved that an
annual bonus of g25.O0 be paid to all employees who have been with the City one year or
longer; $15.OO to all employees who have been with the City between six months and one
year, and $10.00 to all other regular employees.
Seconded by Commissioner Chase and ca,tied.
On motion of Commissioner Chase, seconded by Commissioner Krider and carried,
the Commission next authorized that the meter readings be combined into one bill for all
water consumed by the New York Giants on their baseball diamonds at the airport.
On motion of Co~missioner Carraway, seconded by Commissioner Krider and carried
the Commission next authorized an adjustment of 50~ of the water bill for W.W.Johns
for the month of November. The excessive amount of $11.48 being caused from a hidden
leak under the ground in the service line near the sidewalk.
Request next received from Lee Samuels for the City to replace the two dams
the ditch adjacent to his celery farm along the east City Limits that were removed
last summer by the City while cleaning it out with a dragline, claiming that the present
depth of the ditch is affecting the irrigation of his farm.
Thereupon Commissioner Chase moved that the Olty install two dams with the
provision that the City will have the right to open up the dams whenever necessary.
Seconded Dy Commissioner Krider and carried.
Bill next submitted from County Judge R.W.Ware for services rendered in pre-
sidli~ as Municip~l Judge during ~e summer or 1947 while 12unicipal Judge J G Sharon
was on vacation.
Thereupon after considerable discussion Commissioner C~ se moved that the
matter be tabled.
Seconded by Commissioner Carraway and carried.
Consideration was next given to the amount of taxes for 1948 assessed against
'the ~,~ayfair Inn, due to the fact that when the representatives of the City visz..ed New
York last summer to discuss the purchase of the property by the New York Giants, ~ that of 194~.

Commission authorized the ~w York Giants to pay an .amount for the 1948 taxes equal
to the taxes for 1947, for all real estate owned by the ~.~ayfalr Inn, and that the
difference be paid by the City from the Contingent Fund.
Attorney Shinholser next reported theft he had received a communication from
the Sanford Atlantic National Bank advising tmt they would be able to handle the
$300,000.00 as a trust fund to be deDoslted by the Fellowship Foundation for the pur-
pose of securing the payment of rent~:~ls for the twentyfive year lease on facilities
at the airport.
