The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida , at 7:30 o'clock P ~ December 17, 194~. Present: Commissioner Lea R. Lesher, Acting Mayor. " Andrew Carraway " Rsndall Chase " John Krider Sr. City Attorney A. Edwin Shinholser City Eanager & Clerk H.N.Sayer Deputy City Clerk Gordon L. Bradley Chief of Police R.G. Wllllams. Absent: Commissioner Robert A Williams, Mayor. Meeting called to order oy the Chairman. On motion of Commissioner Carraway, seconded Dy Commissioner Krlder and carried, the Commission next approved the payment of $?4.25 to Elton J.Moughton, Architect for pre- paring plans and specifications for the structural alterations in the Fire Department building. On motion of Commissioner Krider, seconded by Commissioner Carrawsy and carried, the Commission next approved the oayment of $62~.43 to the Cornell Construction Company of St. Petersburg for repairs to the Incinerator chimney. Attorney Shinholser next reported on the tabulation of the bids for paintlng and repairing the water tank at the water plant, and advlsed that all bids were in accordance with the City's specifications with the exception of the bid submitted by the Utility Service Co. which did not include the steel work. Said bids hsving been received by the Commission at the regular meeting of December 13, 1948. Thereupon after reviewing the bids as submitted, Commissioner Carraway moved that the contract be awarded to the lowest bidder, W.L. Lynde in amount of $1,255.OO, but said motion died for lack of a second. Thereupon Commissioner Krider moved that the contract for painting and repair- ing the water tank at the water pY~ant De awarded to K.L."Jack"Sharpe of Orlando, at a time and cost basis not to exceed a cost of $1,500.OO. Seconded by Commissioner Chase and carried. A delegation of gasoline dealers next appeared before the Board relative to signs which some dealers are erecting on the parkways advertising the prices of their products, and requested thst such signs be eliminated. Thereupon after considerable discussion of such signs and of the ordinance regulating the erection of signs, the City ~anager was instructed ~ have all signs on MINUTES City Commission, Sanford, Florida, ........... to S~nford ~,~otor & Equipment Co. at a price of ~1,450.00 On motion of Commissioner Chase, seconded by Commissioner Carraway and carried, the Commission next authorized that two additional taxicab permits be issued to the Yellow Cab Co, subject to the securing of the necessary insurance. Consideration was next given to the annual bonus to be paid to all City employees. Thereupon after considerable discussion, Commissioner Csrraway moved that an annual bonus of ~25.00 be paid to all employees who have been with the City one year or longer; $1~.00 to all employees who have been with the City between six months and one year, and $10.00 to all other regular employees. Seconded by Commissioner Chase and carried. On motion of Co~nissioner Chase~ seconded by Commissioner Krlder and carried, the Commission next authorized that the meter readings be combined into one bill for all water consumed by the New York Giants on their baseball diamonds at the airport. On motion of Co~mlssioner Carraway, seconded by Commissioner Krlder and carried the Commission next authorized an adjustment of 50~ of the water bill for W.W.Johns for the month of November. The excessive amount of ~11.48 being caused from a hidden leak under the ground in the service llne near the sidewalk. Request next received from Lee Samuels for the City to replace the two dams in the ditch adjacent to his celery farm along the east City Limits that were removed last summer by the City while clesning it out with a dragline, claiming that the present depth of the ditch is affecting the irrigation of his farm. Thereupon Commissioner Chase moved that the City install two dams with the provision that the City will have the right to open up the dams whenever necessary. Seconded by Commissioner Krider and carried. Bill next submitted from County Judge ~.W. Ware for services rendered in pre- sidlI~ as 5.]unicipsl Judge during ~e summer o~~ 19~ while Elunicipal Judge J G Sharon was on vacation. Thereupon after considerable discussion Commissioner C~.se moved that the matter be tabled. Seconded by Commissioner Carraway and carried. Consider~ttion was next given to the ~ount of taxes for 1948 assessed against 'the ~ayfalr Inn, due to the fact that. when the representatives of the City visited New York last summer to dlscuss the purchase of the property by the ~ew York Glants, indicated that the real estate taxes for 1948 would not excess that of 1947. Thereupon after consldersble discussion and on motion duly ca~Tled, the Commission authorized the ~ew York Giants to pay an amount for the 1948 taxes equal to the taxes for 194~, for all real estate owned by the ~..~ayfair Inn, and that the difference be paid by the City from the Contingent Fund. Attorney Shinholser next reported th~:t he had received a communication from the Sanford Atlantic National Bank advising that the~ would be able to handle the $~OO,000.00 as a trust fund to be deposited by the Fellowship Foundation for the pur- pose of securing the payment of rent$~.ls for the twentyfive year lease on facilities at the airport. Thereupon Attorney Shinholser was i~tructed to further negotiate with the MINUTES City Commission, Sanford, Florida D.e.c.~.a~.~_r_.._l..~.._._~.t.__Z..:.3Q_~....~19 4~ The proposed contract of Smith & Gillespie, Engineers of Jacksonville, lng engineering services on the proposed dock and terminal facilities, was next for consideration. Natter t~en under advisement. Protest next submitted from J.C.Penney Company relative to their assessed val- uation on stock of merchandise for 19~8. The Tax Assessor advised that he had corresponded with the J ~ Cleminshaw Co, Appraisal Engineers, relative to the assessment, and advised that the J.C.Penney Co. had not submitted any evidence or figures which would substantiate a reduction. Thereupon after considering the facts as submitted by the Tax Assessor, no reduction was granted. Protest next submitted from Leonard Aucoin, 401 Holly Ave, relative to the assessed valuation of his property for 1948, described as Lot 6 and N. 3 ft of Lot ?, Block 6 Tier 10, Sanford. The Tax Assessor advised that the house was built ~y W.L .Holcombe and was finished prior to January 1st, Out ~at ~he F.H.A. required ~he walls to Oe plastered, which has been done and that ~he assessed valuation of $4,440.00 included the plastered walls. Thereupon after consiaerable discussion Commlssioner Carraway moved that the assessed valuation on the aforesaid property be reduced $750.00 for the year 1948 and thet the overpayment of taxes be refunded. On motion of Commissioner Carts.way, seconded by Commls~ioner Erlder and carried, the City ~anager was next authorized to call for bids for the installation of plumbing as well as that of a heating system in the clubhouse at the new baseball fleld. Report next submitted from the Civil Service Board, recommending the creation of the position of Desk Sergeant in t~e Police Department, at a salary equal to that of First claes Patrolman of $1~9.40 per month. Thereupon Commissioner Chase moved that the position of Desk Sergeant in the Police Department 0e cre~ted a~ a salary of $179.~0 per month. Seconded by Commissioner Carraway and carried.
