Minutes of the regular meeting of February 14th and the adjourned meeting of February l?th., 1949, next read and approved. Commissioner Chase next offered Resolution No. ?45, snd after being read in full by %he Clerk, moved its passage and adoption. DeCottes has been a resident of Sanford and Seminole County for a period of more than forty years, during whlch time he wss actively engaged in the practice of law in this Community, and WHEREAs, during the course of his practice said George A. DeCottes for more thsn served twenty year, ably as attorney for the City of Sanford, and in addition to the service rendered in behalf of the City he had during the entire cotrse of his prsctice been constructively active in civic affairs, and WHEREAS, the death of said George A. DeCottes constitmtes a great loss to the people of the City of Sanford and of Seminole County, NOW, THEREFORE, BE IT RESOLVED by the City Commission of t~e City of Sanford, Florida, that the City by and through its City Commission does hereby extend l~s condolences to the family of George A. DeCottes and also its sympathy in their great bereavement. BE IT FURTHER RESOLVED, that this resolution be spread on the minutes of the City Com- mission, and that copies thereof be sent to the family of George A. DeCottes and to the local ~ewspopers. Geff next appeared before the Board and requested the City to make a contrl-. bution to the annual drive of the Red Cross. Andrew Stlne next ap~aredbef°re the Board to in Fort I.~ellon Park, as they felt t~at the Mrs. Frank Lleske, Mrs. Meriam Russell and ~r. protest against locating the proposed swimming pool park should be kept a place of beauty. Mr. Lewis Dory, Manager of the ~ayfalr Inn, stated that he had contacted the owners of the Hotel, and that they were in favor of the City constructing the pool in the park, as they felt that is would be an attraction to tourists. No action taken. Report next submitted from the vehicle committee, composed of Commissioners Dy eon and Stemper and the City Manager, recommending that the Police ~otorcycle be repaired by Eddie Kennedy of Sanford at a cost of $50.0©, and that a 2-way ~f radio be installed by Puckett Motor- cycle Company of Orlando at a cost of $550.00- Also that the Chevrolet police car be reserved for the City Manager for hie official use. Said car to be made available to the Police Depart- ment for emergency use as well as Saturday night patrol duty. Thereupon Commissioner Chase moved that the aforesaid report of the vehicle committee be accepted and to be put in operation for a 90 day period. Seconded by CommiSsioner Stemper and carried. Commissioner Chase then moved the creation of the position of ~otorcycle Policeman. Seconded by Commissioner Krider and carried. Further consideration next given to the request of Fellowship Foundation to suD-lease several buildings of %ne airport property to the University of Sanford, which is contrary to the provisions of paragraph 20 of the 99 year lease agreement between the City and ~e Fellow- ship Foundation, that, not more than three buildings shall be sub-let to any one individual, person, firm or corporation. Thereupon on motion of Commissioner Ch~se, seconded by Commissioner Dyson and carried,the CommiSsion waived the foregoing provision of the 99 year lease agreement, and granted the City's consent for the Fellowship Foundation to lease the following property to the University of San- ford: Portion of Block A. OF ORDINANCE NO. 328 PASSED AND ADOPTED OCTOBER 26, 1942, SAID SECTION RELATING TO CERTAIN UNLAWFUL PRACTICES IN THE OPERATION OF MOTOR VEHICLES IN THE TAXI CAB BUSINESS IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full by the Clerk. Commissioner Krider next introduced Ordinance No. 450, entitled: ORDINANCE NO. 450· AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, A}IENDING SECTION 9 OF ORDINANCE NO. 256, PASSED AND ADOPTED JUNE 28, 1937, AS ~ENDED BY ORDINANCE NO. 33© PASSED AND ADOPTED DECemBER 28, 1942, AND AS FURTHER A~ENDED BY ORDINANCE NO. 351 pASSED AND ADOPTED JULY 24, 1944, SAID SECTION RELATING TO THE SALE OF INTOXICATING BEVERAGES AND WINES AND BEER. and same was placed on its first reading and read in full by the Clerk. Communication next received from Attorney G. W. Sper~cer, together with affidavits of Clyde Brookens and Ollie B. Woods colored taxi-cab drivers, objecting to ~r. S. A. Allen, owner of the Sanford Transit Lines Co., policing the bus route, and same was ordered filed. On motion of Commissioner Krlder, seconded by Commissioner Chase and carried, the Commission next denied the application of J. D. Carlton and R. J. Baggett for permit to sell beer and wine for consumption on the premises at 501 Celery Avenue. Consideration was next given to the starting time of Commission meetings, due to the fact that ?:30 o'clock P. M. is too early for some of the Commissioners to be present for the open- lng of the meetings. Thereupon Commissioner Chase moved that all regular meetings of the Commission and all special and adjourned meetings tlnat are held at night, commence at 8:00 o'clock P. ~. Seconded by Commissioner Dyson and carried. Nayor Andrew Ce.rraway next appointed Commissioner Randall Chase as Eayor Pro-Tem, to act in the capacity as Nayor, during his absence from the City for the period of Narch let thru 5th., 1949. On motion of Commissioner Krider, seconded by Commissioner Chase and carried, the Clerk and Attorney were next authorized access to Safety Deposit Box No. l?? at Ssnford Atlantic National Bank for the purpose of storing the $5,000-00 City of Sanford's 4~ Bonds purchased for the Public Projects Fund.
