Minutes or %ne regular meeting of March 26th and of the adjourned meeting of April 5th 1949, next read and approved. Monthly reports of streets, sanitation, health, water, police, fire, airport and library departments for month of ~arch 1949 submitted and examined. Bank statements in all accounts for month of March 19h9 properly reconciled, su0mitted and examined. A tabulation of bids for furnishing distillate fuel oil and lubricating oil for the diesel engines at the ~4unicipal 'Vater Plant, and for furn.%shlng oil and greases for all motor equipment, for period of one year, beginning Aorll l, 19~9, wss next submitted for cons lderat ion. After a review of the prices as submitted, Commissioner Krider moved that the Commission award the contract for furnishing the fuel oil for the water plant snd to review the tabulation for furnishing oll and greases. Seconded by Co~.%mlssloner Dyson and carried. Thereupon Commissioner Dyson moved that the contract for furnishing distillate fuel oil for the water plant be awarded to the lowest 0idder,Standard Oil Co. at a price of 10.27~ per gallon f.o.O Sanford. Seconded by Commlssio~er Krider and carried. Commissioner Stemper next moved that the Commission accept the 0id of American Oil Company for furnishing lubricating oil and gresses; Seconded by Commissioner Chase and carried. Thereupon after a review of the verious prices of lubricating oil and greases and the discounts applicable thereto, Commissioner Stemper moved thst the foregoing motion be rescinded pending a further study of the tabulation. Seconded by Commissioner Chase and carried. The City Manager next submitted a ta0ulation of the proposals received from John Nuveen, Chicago; Ranson-Davldson, 5~iami; Leedy,Wheeler & Alleman, Orlando; and B.J. VanIngen, 51iami; to act as Fiscal Agent for the City in handling the financlrg of all proposed projects to be constructed under the proposed U. unicipal Utility. Thereupon after considerable discussion and on motion duly carried, the City Manager was instructed to send copies of all the proposals to the Commissioners, and that the Commission meet at 8:00 o'clock P.~'~, April 18th for the purpose of reviewing the MINUTES City Commission, Sanford, Florida,. .......... Apnll---ll....at....S.:.0.0...P...M_19 Mr S A Allen, o~,.~ner of the Yellow Cab Co. next appeared before tixe Board and requested the City to pass an ordinance compelling taxicab passengers to DaY their fare. The Mayor then advised ~r. Allen that the City does not have authority to enforce such an ordinance. The Rev. J. Bartram Shields and ~.W. Castle, Jr. of Aldergate University next appeared before the Board and reouested the City to release the ?ellowship Foundation from that portion of the property at the airport, University has sub-leased and that the City lease Matter taken under advisement. under the 99 year lease, which the the property directly to the University. On motion of Commissioner Krider, seconded by Commissioner Stemper and carried the report of the Swimming Pool Committee was next accepted and referred to the Architect, Donovan Dean. Said report, exclusive of the report of Robert N.Angas,Consult[ng Engineer, being in words and figures as follows: April 1949 Honorable ~?iayor and City Co~nmlssioners, Sanford, Florida. Gentlemen: Re: Swimming Pool Plans Committee Report. At the suggestion of Commissioner Chase, Commissioner Dyson and C~y ~anager McKlbbin met with Robert E. Angas, Consulting Engineer, on 6 April to discuss the completed plans as presented to the City Commission on 28 ~arch by Donovan Dean and Associates for a ~unicipa~ Swimming Pool. Er. Angas' first question concerned the degree of compliance with his suggest- ions contained in letters to the Commission of 3 and 5 November ~948. Inspection of the plans and specifications revealed no attempt at incorporating those suggestions into the final form of the plans. The matter of application of gunite over wire mesh as suggested I'or both structural strength and obtaining a smooth finish, and omitted from the plans, was given further co~iderstion. The Florida State Health Board, Division of Sanitary Engineering was contacted and in a0sence of ~r. David B.Lee and Mr. John ~iller, Chief Sanitarian and Assistant, respectively, ~r. R~lph H. Baker, the Division's swimming pool sanitarian, advised that no authorization had been given for this type co~truc~ion unless the gunite finish was to be applied. Attached is copy of letter from Mr. Angas with his engineering opinion. Perusal of this letter indicates that there is some question as to the safety and strength of design by the Architect. It is evident that some elements of good construction have been omitted in order to Oring the cost down to t~e limit set by the Commission without reducing size or facilities. In the opinion of this Committee the plans and specifications, as suomitted by the Architects, should not be submitted in present i'orm to contractors for constructiom bids. Revisions should be made to require strong safe construction and to satisfy requirements of t~e Bureau of Sanitary Engineering of the State Board of Health, and the Bureau's stamp of approval saould 0e affixed to one set of the plans and specifications as evidence to the C~y that same satisfy Bureau's requirements. Report of the March analysis of milk from all dairies operating as prepared by Dr. L.R.Scribner's Laboratories at Orlando, next submitted, report showing all such milk within the requirements of Grade "A" Milk. Request next received from Mr. C.A.Maddy, Supt. of that the term of the lease for t~e Gate House 0e extended. Thereupon Commissioner Krider moved in Sanford such the ?ellowship Foundation, that %he aforesaid request be taOled. Request next received from the Real Estate Board that the City list all property for sale with all real estate brokers in the City and to increase the prices on said property eo as to include the usual ten per cent commission. Thereupon Commissioner Chase moved that the aforesaid request be granted and that the properties be submitted to the Meal Estate Board for appraisal. Seconded by Commissioner Dyson and carried. Communication next received from Mr. J.D. Abrahams, Engineer at the Water Mlant requesting an increase in salaries for all employees at the plant. Action deferred upon recommendation of City Manager, pending report of Smith & Gillespie, Engineers, who are making a study of the possibility of including the street lighting facilities in the water plant. On motion of Commissioner Stemper, seconded by Commissioner Dyson and carried, the City Manager was next authorized to attend a Short Course for City Managers at Gainesvllle on May 5th thru ?th,1949, and that the expenses in connection therewith be borne by the City. On motion of Commissioner Stemper , secor~led by Commissioner Krider and carried, Fire Chief M.N.Cleveland was next authorized to attend the Joint conference of the South- eastern Association of Fire Chiefs and the Florida Association of Fire Chiefs, in Jackson- ville on May 2nd thru 4th, 1949, and that the expenses in connection therewith be borne by the City. On motion of Commissioner Krider, seco~ed by Commissioner Stemper and carried, the City Manager was instructed to notify George Bart, that the three basebe, ll diamonds which the City constructed for him at the airport will be available for the Barr Umpire School next year. Request next received from the ~anford Seminole Baseball Club to use the new athletic field, north of the ~unicipal Ball Park this summer. Thereupon after considerable discussion, Commissioner Chase moved that the aforesaid request be granted, provided that a City employee, to be designated by the City Manager, be employed and paid by the ball club, as custodian, and who will be held res- ponsible for any damage to the property. Seconded by Commissioner Stemper and carrled. Communication next received from R.W. Ware,former County Judge, requesting pay- merit of $50.00 for services rendered as Municipal Judge Municipal Judge James G.Sharon was on vacation. Thereupon Co~nissioner Chase moved that the during summer of 1~47, while City Manager notify Mr. Ware that there was no appropriation in the budget at that time for payment of such services. Seconded by Commissioner Krider and carried. The Clerk next reported that the new Seagrave Fire Truck had been shipped, and that the purchase price of $23,600.00 , less 2~ cash discount, or, one-third cash and the balance in two years with interest at 6~. The Clerk also advised that the City has only $10,OOO.O0 reserved to apply toward the purchase price and suggested that the City attempt to finance the balance of $1~,600.00 for two years at 4~ interest thru the local banks cash and take the 2~/discount on purchase, which would represent a savings of $880.00 on and discount. Aprll...ll....al~ .~.'~.0.Q...R...M_19..49 the Tax Assessor was next authorized to pay the County taxes for 194~ in amount of $90.00 on the old St. Johns River Line Dock property, which the City has purchased, and to cancel the City Taxes for 194~ in amount of $93.53. The Clerk next advises that the City had conveyed twenty-nine lots in Bel-Air Magnolia Heights and S~n Lanta Second Section Subdivisions, without cost to veterans of World War II for the purpose of erecting dwellings thereon, under authority of Special Act of the 1945 Legislature. The Clerk also advised that there being no cash proceeds to divide with the County to cancel its tax liens against said lots, the County Clerk would require a payment of $5.00 per lot in order to canoe1 said liens. Thereupon Commissioner Stemper moved that the aforesaid matter be referred to the American Legion and the Veterans of Foreign Wars. Seconded by Commissioner Krlder and carried. On motion of Commissioner Krider , seconded by Commissioner Chase and carried, the Commission next authorized the salary of Clarence L Keller, Fireman, increased from $167.30 to $173.36 per month, effective as of April lst; and the salary of John S.Lee, Fireman, be increased from $167.30 to $173.36 per month, effective as of May' ls~$,1949, in accordance with the schedule set up for promotion of firemen. On motion of Commissioner Stemper, seconded by Commissioner Chase and carried, the City Attorney was next instructed to prepare a resolution requesting the State Road Department to widen French Avenue. Communication next received from the Daughters of the American Revolution relative to perpetuating the name Fort Read and that the proposed Post Office Sub-station at the airport be so named. The Mayor advised that the proposed Sub-station had been approved by the Post Office authorities as Fellowship Foundation, and that any change in name would have to be approved by the First Assistant Post Naeter General. Thereupon Commissioner Chase moved that the Commission favor naming the proposed Post Office Sub-station, Fort Read Sub Station. Seconded by Commissioner Krider and carried. Communication next received from H.E.Morris, Principal of Seminole High School , requesting the Commission to refund the license fee in amount of $100.OO, which the High School Band secured for Rogers Bros. Circus on April 4th, due to the fact that the circus did not make expenses as a result of inclement weather. Thereupon Commissioner Stemper moved that the aforesaid request be granted. Seconded by Commissioner Krider and carried. There being no further Ousiness the meeting then adjourned until 1:30 o'clock P.N. April 15,1949 for the purpose of holding a Public Hearing at which time the revised City Charter will be presented to the public, and to take up any other matters that may come before the Commission at that time.
