041549 The City Commission of the City of Sanford, Florida, met in adjourned session
at the City Hall in the City of Sanford, Florida, at 1:30 o'clock P.M.April 15 ,1949
for the purpose of a public hearing to consider changes in the revised City Charter.

Meeting called to order by the Chairman who stated that the purpose of the
meeting was to present the revised City Charter to the public.
Thereupon ~he City Attorney proceeded to review the changes as proposed by
the Charter Revision Committee and those proposed by the Commission at the adjourned meetings
of April 5, 1949.
H.James Gut,W.C.Hlll, Jack Ratlgan and Karlyle Housholder objected to the
department heads being excluded as members of the Civil Service System, as they felt that
department heads should have the same protection as other city employees and would also
keep politics out of the various positions.
R.W. Ware and G.A.Speer Jr. Stated that they felt the Municipal Judge should
be appointed or elected for a definite length of time, preferably annually. Mr. Gut
thought the length of time should be two years while Mr. Housholder thought two or
three years.
There being no further objections registered the Commission then adjourned
the public hearirg and reconvened to take up any other matters that may come before it at
this time.
Consideration was next given to the matter of department heads being excluded as
members of the Civil Service System.
Thereupon Commissioner Krlder moved that the Commission's action of April 5th
relative to Section 25 excepting Department Heads and the deleting of the words , from
eligible lists to be furnished by the Civil Service Board" from sections 38, 40, 42 and
46, relative to the appointment of City Clerk, Tax Collector, Chief of Police and Fire
Chief respectively, be rescinded.
Seconded by Commissioner Chase and carried.
Request next received from Robert A Williams to purchase that portion of Block
14 Chapman & Tucker's Addition, owned by the City, at a prlce of $1,000.00.
Thereupon Commissioner Chase moved that the City offer Robert A Williams the
aforesaid property at a price of $1,000.OO, provided a building ie constructed thereon
within one year.
Seconded by Commissioner Krider and carried.
On motion of Commissioner Erider, seconded by Commissioner Chase and carried,
City Attorney was next instructed to prepare a resolution requesting the Legislature to
change the State Constitution, authorizing the State to allocate the proceeds of any tax

On motion of Commissioner Chase, seconded b~ Commissioner Krider and
carried, the City Attorney was instructed to prepare a Resolution to the effect
that the City opposed any tax on fuel oil, in accordance with Senate Bill No. 85.
There being no further business the meeting then adjourned until 8:00
o'clock
