042849 MINUTES Ci~ Commission, San~ord, Florida,__.._Ap~ll_2~ a~ ~l~O P M 19 49 The City Commission of the City of Sanford, Florida met in adjourned session at the City Hall in the City of Sanford, ~orida at 8:00 o'clock P M April 28, 1949. Present: Commissioner Andrew Carraway, Mayor. Randall Chase " F A Dyson " John Krider " W H Stemper City Attorney A. Edwln~ Shlnholser City Manager Clifford MoKi0~in, Jr. City Clerk H.N.S~yer Deputy City Clerk Gordon L. Bradley Meeting called to order by the Chairman. Mr. Wylie Glllespie and Mr. Robert Walker of the firm of Smith & Glllespie, Engineers, Jacksonville, next appeared before the Board and presented a preliminary study of the street lighting system. The Commission then entered into a lengthy discussion of the possibility of the City generating power with the present equipment in the water plant, for furnishing the street lights, upon expiration of contract with Florida Power & Light Company. Matter taken under advisement pending further investigation. Commissioner Chase next introduced Resolution No. ?55 and after being read in full 'by the Clerk moved its passage and adoption. Seconded by Commissioner Stemper and carried by the following vote of the Commission: Commissioner Carraway Aye " Chase Aye " D~son Aye " Krlder Aye " 5temper Aye Said resolution No. 755 being in words and figures as follows: RESOLUTION No. 755 A RESOLUTION OF THE CITY C~ISSION OF THE CITY OF BANFORD,FLORIDA, DEATH OF SAN GARDNER. ON THE WHEREAS, SAN GARDNER, has died a resident of Seminole County, Florida, and WHEREAS,during his lifetime SAI~. GARDNER devoted many years of faithful and efficient service as a member of the Police Force of the City of ~snford, Florida, and in the performance of such services was held in high regard and friendship by both the officials and the residents of this City, and WHEREAS, his passing is a matter of extreme regret to all who knew him, now, therefore, BE IT RESOLVED by the City Commission of the City of ~anford, Florida, that the City hereby expresses its regret at the death of f~mily SAIl GARDNER, and hereby tenders to his its sincere sympathy in their bereavement. of BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes the City Commission, and a further copy be delivered to the family of SAN GARDNER. Request next received from the Margaret Ann Stores, that the City pave Cypress Avenue between First and Second Streets adjacent to their new building. Thereupon Commissioner Chase moved that the City ~anager call for bids to have Cypress Avenue paved provided the Nargaret Ann Stores will pay for half of the cost; that the Sanford Herald will pay one-quarter of the cost adjacent to their property; that the City purchase Lot 13 of Spurling's Plat of Block 15 of Chapman & Tucker's Addition from the County and that the Manager also call for bids for the paving of that portion of Southwest Road within the City limits . Seconded by Commissioner Dyson and carried by the following vote af the Commission: Commissioner Carraway ,, Chase ,' Dyson " Stemper Aye Aye Aye Not voting pending further consideration. Commissioner Stemper next moved that the City Attorney submit for approval of New York Bond Attorneys, the enabling act for legislation, granting the City authority to secure a loan for the construction of Dock & Terminal facilities, in accordance with Resolution No. ?44 passed and adopted February 17,19~9. Provided that the C~y Attorney first negotiate with the New York Bond Attorneys to ascertain that the fee for such services would be held to a minimum, but in no event to exceed $1,2OO.O0. Seconded by Commissioner Chase and carried by the following vote of the Commission: Commissioner Chase Aye ,, Stemper Aye ,' Carraway Nay " Dyson Not voting relative made Commissioner Stemper next reported on the meeting of the Recreation Committee to the suggested summer recreational program.
