The City Commission of the City of Sanford, Florida. met in adjourned session
at the City Hall in the City of Ssnford, Florida at 8:00 o'clock ? 5~ ~ay 16,19~9.

Minutes of the regular meettngs of April 25th and ~ay 9th and of the adjourned
meeting of April 28th, 1949 next read and approved.
Nra Linda Gingles next appeared before the Board, relative to the proposed
summer recreational program.
Commissioner Stamper reported that the Recreation Committee had met and recommended
th~,t the summer program be tried for BO days and if found successful that it be con-
tinued for the balance of the summer at a cost of approximately $800.00.
Commissioner Stamper also submitted ~ letter from the Colored Recreation Committee
reGuesting that s program be instigated for the colored children..
Thereupon Commissioner Chase moved that the City sponsor s recreational program
for both white and colored children for a 30 days trial period, under the direction and
control of the City Nanager.

Report of April analysis of milk from all dairies operating ia Sanford as pre-
pared Oy Dr. L.R. Scribner's Laboratories at Orlando, nex~ suomitted, such report snowing
all such milk within the requirements of Grade A Milk.

Thereupon Commissioner Dyson moved that the City accept the bid of Bumby & Stimpson
at unit prices, with standard curb and gutter, for pawing Southwest Road.
Seconded by Co.missioner Chase anO carried.
Request next received from Harry Tooke, for the City to pave a portionof Elliott
Avenue between Second Street and a point 350 feet north thereof and that the cost be Come
by t~e property owners.
Thereupon Commissioner Chase moved that the City approve the aforesaid request,
provided that curb and gutter is installed and that the property owners will agree to
paying their respective portions.
Seconded by Commlssioner Dyson and carried.
Communication next received from H W Showalter, advising thet he will no longer
be able to continue to operate the flight school at the airport.
Thereupon Commissioner Stemper moved that the lease with I.~r. Showalter be cancelled
and that the City Uanager negotiate with interested parties to use the same facilities.
Seconded by Commissioner Chase and carried.
Consideration was next miven to the relative merits of an annual audit as compared
with a continuous audit.
Thereupon on motion duly carried, the City l~ana6er was instructe~ to call for bids
for both an annual audit and a continuous audit.
The City ~ans.ger next reported that the Florida Power & Light Company advises that
it would be inadvisable and impractical for them to sell or lease the overhead street lighting
system to t~e City. However they indicated a willingness to discuss a propossl to continue
rendering service on basis of rates schedule S-15 and S-16, currently in use.

On motion of Commissioner Krider, seconded by Commissioner Stemoer andcarried,
Sanitary Officer E.H.Johnson was next authorized to attend s short course for sanitarians
at the University of ~lorida on ~iay 23rd thru 26th, 1949, and th~.t the expenses in con-
nection therewith be Oorne by the City.
Commissioner Stemper next stated that at the regular meeting of Uay 9th he had
abstained from voting on the amendment to the Act pledging the Parking ]~eter Revenues
to secure the loan for construction of Dock & Terminal Facilities; and that after giving the
matter careful consideration he wished to make the following recommendations; and that the
City Attorney prepare appropriate resolutions:

increased from ~140.00 to ~150.00 per month, which is the amount set up in
Secretary to the Civil Service Board,
