~r Hlgglne, Manager of Seminole County Chamber of Commerce, and Nr Robert E. Witherell,
District Conservationist of U.S.Boll Conservation Service, next appeared with reference
to the improvements made under Miracle Boil Conservation Day Program of April ?, 1949, to
approximately 233 acres of land on the airport under lease to Fellowship Foundation;
advising the the Fellowship Foundation had not made any further improvements to this land,
and would not be able to carry out their agreement to cultivate and utilize it for farming
and grazing purposes. Also, advising that as an endeavor for the community to obtain the
proposed benefits from the Soil Conservation Day program, that negotiations had been made,
subject to the approval and acceptance of the City, whereby Fellowship Foundation has
agreed to relinquish the conservation farm area to the City, and Mr Francis Meriwether has agreed
to lease it for a term of ten years at a rental of $50.00 per year, and develop and operate
it as an experimental farm under the direction of the Soil Conservation Service. The
schools, farmers and cattlemen to be granted the privilege of visiting the experimental
farm for the purposes of obtaining information relative to its operation. Mr Hlgglne
then submitted a letter from the Fellowship Foundation agreeing to relinquish the 233 acres
of farm area from their lease with the City, and to retain the balance of approximately
127 acres and pay a rental of $250.00 per year.
Thereupon after careful consideration, it was the Opinion of the Board that the offer
of $50.00 per year was not a fair rental forths aforesaid property, and the City Manager was
directed to negotiate with Mr. Merlwether with' a view to working out a lease agreement that would
be satisfactory to the City.
Yr. Hlgglns next advised that under the "Mousing Act of 1949" Congress had appropriated
funds and authorized the Public Housing Authority to construct 135,000 unite per year for
six years; stating that the Sanford Mousing Authority, which was established by the City
Commission in 1941 filed application in 1945 for the construction of 150 units in Sanford
as a post-war project, but no funds were available at that time, and recommended that the
application be revived Under the new Housing Act.
Thereupon after careful consideration, it was felt that there is still a need for low-rent
public housing in S~nford, and Commissioner Chase moved that the City endorse the application
of the Sanford Mousing Authority for the construction of the 150 unite.
Seconded by Commissioner Stemper and carried.
Mr C C Dobson, owner of Park Avenue Trailer Park, next appeared and registered a complaint

across the street from his trailer park, stating that three of his tenants had moved
because of the noise from the dogs and that two others had served notice of intent to move
unless the nuisance was eliminated.
City Attorney Shinholser then advised the Commission that Dr. Bass had been prosecuted in
the Municipal Court and convicted for keeping howling and barking dogs on his premises, which
was appealed to Circuit Court and upheld, stating that the City had no Judicial power to
enjoin him from keeping the dogs on his premises.
Thereupon after considerable discussion, Commissioner Chase moved that the City Manager
contact Dr. Bass and arrive at some solution on eliminating this nuisance. Seconded by Commissioner Stemper and carried.
The City Manager next submitted the following estimate of cost of repairing and lighting
the runway lights at the airport:

City of Sanford, Florida , a municipal corporation situate in Seminole Count~, Florida,
party of the second part,
WITNESSETH, That parties of the first part, who are the owners of property situate in Sanford,
Seminole County, Florida, described as Lot 8 of G.C.Keeley's Addition to Sanford, Florida,
according to plat thereof recorded in Plat Book 2, Page 86, Public Records of Seminole County,
Florida, for and in consideration of the sum of One ($1.OO) Dollar and other valuable consid-
eration to them in hand paid by party of the ~econd part, receipt whereof is hereby acknow-
and conveyed
ledged, have granted~and by these presents do grant and convey to party of the second part,
its successors, assigns and licenseees, a perpetual easement under, upon and across the
above described property for the inspection, repair, maintenance and replacement of all

Commissioner Dyson moved %hat the
low bid be accepted, that of Holler Motor Sales for furnishing a Chevrolet Sedan at
price of $1,366.65, and the acceptance of their offer of $?90.00 for the purchase of
the 1947 Chevrolet Sedan, and same died for lack of a second.
Commissioner Chase then moved the acceptance of the bid of Holler Motor Sales
for furnishing a Chevrolet Sedan at price of $1,366.65, payment to be deferred until
October 1, 1949.
Seconded by Commissioner Stemper and carried, Commissioner Dyson not voting.
After further discussion, Commissioner Chase moved that the bids for purchasing the
1947 Chevrolet Sedan be rejected, and that same be repaired at approximately $100.00
and retained for use by the City Manager.
Seconded by Commlesloner Stemper and carried over the diseenting vote of Commissioner
O son.
Commissioner Stemper next moved that all police automobiles be painted a two-tone
color of cream and black immediately.
Seconded by Commissioner Dyson and carried.
Consideration was next given to the cost estln~e of $2,170.00 to install lawn bowling
courts for furnishing additional recreational facilities.for winter visitors, as pre-
pared and submitted by the City Manager, and on motion of Commissioner Chase, seconded
by Commissioner Dyson and carried, the Com~sslon accepted the recommendations of the
City Manager that no action be taken at %his time.

AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE.

Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida
by unanimous vote had passed and adopted said Ordinance No. 455, entitled:
An Ordinance repealing Ordinance No. 2?6 of the City of Sanford, Florida, regulating
sales of used motor cars, and defining terms, prescribing license taxes and duties, and
providing penalties in regard thereto, passed and adopted December 12, 1938; defining
the terms "New Car Dealer" "Used Car Dealer ", "Used Car Salesman#, and "New Car Salesman",
prescribing a license tax for new car dealers and used car dealers, and for salesmen or
representatives of agencies or dealers in new and used motor cars which agencies or
dealers are not licensed by the City of °anford, prescribing business location
standards for new car dealers, and license requirements for new and used car dealers,
and providing a penalty for the violation of this ordinance.
Commission Dyson next introduced Ordinance No. 45?, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 6 OF ORDINANCE No. 133
PASSED AND ADOPTED JULY 28, 1926, SUCH ORDINANCE PRESCRIBING A PLUMBING CODE FOR THE CITY
OF SANFORD, SUCH SECTION RELATING TO COMPENSATION OF THE BOARD OF PLU~{BING CO~I~ISSIONERB
AND SUCH A~ENDMENT SPECIFYING THE A~OUNT OF SUCH COMPENSATION.
AND SANE WAS PLACED on its first reading and read in full.
Pmrsuant to Resolution No. 759, passed and adopted by the City Commission at the
regular meeting of July ll, 1949, requesting the termination of Federal Rent Control in
Sanford, the City Attorney next advised of communication from the Federal Housing
Expediter in W~shington D.C. that controls have been removed by his order in Seminole
County and that no further action can be taken by his office. The City Attorney recommended
no further action by the City, pending court decision or Expediter's order to re-establish
control of rents; which was accepted by the Commission.
The City Manager next submitted the following cost estimate for installing tiling under
the new baseball field:
Cost of Tile $430.00. Cost of installing tile $250.00. Cost of installing 3" well
with electric mm $230.00. Cost of lnstalllgg ~".well without pump $250.00. P
Engineering fees ~85.00. Total cost , approx~ma%e£y $1,O15.00.
Thereupon after considerable discussion, Commissioner Chase moved that the City tile
the baseball field in accordance with the foregoing specifications, and to advertise for
bids for installing a 3" well with electric pump, provided the %oral cost be paid from
the funds appropriated for construction of a new public grandstand at said a~letic
field , subject to the approval of the City Attorney.
Seconded by Commissioner Dyson and carried.
On motion of Commissioner Stemper, seconded by Commissioner Chase and carried, the
Commission next approved the assignment to Myron A Reck of the lease and easement dated
March 24, 1947, to James S.Rivers covering property'on which the tower of Radio Station
WTRR is located thereon, and authroized the Mayor and Clerk to execute same on behalf of
the
City.
Communication next received from the local trailer park operators, requesting enforcement
of City Ordir~nce prohibiting the parking of trailers in locations other than aut~orized
trailer parks, and same was referred to the City ~anager to make a survey and report to

Thereupon Commissioner Chase moved that the Fire Chief be authorized to delegate the
firemen to attend the Fire College, the expenses in connection therewith to be borne by
the City.
Seconded by Commissioner Dyson and carried.
Request next received from W.D.Hoffmann to be allowed homestead exemption for year
1949 on Lot 27 Block 7 Ban Lanta, application for such exemption at the proper t~me
having been neglected thru an oversight; and on motion of Commissioner Chase, seconded by
Commissioner Stemper and carried, same was authorized.
Request next received from J E Terwllleger Jr, for the City to install a street light
at intersection o f Hiawatha Avenue and Osceola ~rive, and same was referred to the City
Manager for investigation and report.
Cor~lderstion was next given to the matter of City Employees being solicited by the
Professional Insurance Company for group hospitalization insurance, for which the employees
will pay all premituas.
Thereupon after considerable discussion, Commissioner Stemper moved that it be publi-
cized that the City is not sanctioning any insurance compan~ for such insurance.
Seconded by Commissioner Dyson and carried.
The Commission then resolved itself in adjourned session as a Tax Equalization Board
to act upon complaints that were taken under consideration at the meeting of August 15, and
any other complaints filed with the City Clerk since that time.

There being no further complaints or objections registered as to valuations on
the 1949 Tax Roll, the Board then approved the valuations on such roll as set by the
Tax Assessor and adjourned as an equalization Board.
The meeting then adjourned until 8:00 o'clock P.M. August 29, 1949.
