Minutes of Special ~.eetlng of September 2 and adjourned ~etlng of September ~ and regular meeting of September 12, 1949 next read and approved. Mr E F Lane, local realtor and insurance agent, next aooeared and requested that he be given a portion of the fire insurance under the schedule policy covering all municipal buildings, which is being revised and re-prorated among the local insurance agents, effective as of October l, 1949. Matter taken under advisement, pending final report from the revislon committee. Application next received from Aldergate University, located at ~unicipal Airport, for permit to install and operate a trailer park on the campus for the purpose of housing students attending the university. Matter taken under consideration, pending an inspection and report from the City S~nitary Officer. Nr S.A.Allen, owner of the Sanford Transit Lines, next appeared with further reference to his request for a reduction in the license ts× in amount of $75.00 for each of his buses. Thereupon after careful consideration, accept $25.00 per bus in payment of license Commissioner Krider moved that the City tax for fiscal year 19h9-1950. Seconded by Commissioner Chase and carried. Mr Jack Ratigan of Seminole County Aotors, owners of the property at southwest corner of First Street and Pine Avenue, next appeared with further reference to request that Pine Avenue be paved from First Street to Second Street. The City Manager then submitted a proposed cost es tl~mte of $3,581.00 for paving said street, one-third of cost to be borne by the City and Oalance by the abutting property owners, as follows: Seminole Motors $431.00 ; Joe Moss $431.OO; C A Whltten $781.O0 and the City of Sanford, owner of a0uttlng property, $?56.00; advising that he had contacted Mr. Nose, and Mr. Whitten and they would not agree to pay their pro rata sh~re of the proposed paving. Thereupon after comiderable discussion, Commissioner Chase moved that Pine Avenue be paved only from First Street to the south line of East Street, and one-sixth of the cost be borne by the City, provided the City obtnins the consent and sgreement from the abuttlrg property owners to pay their pro rata of the cost; and that the necessary proceedings be instituted to pave said street, should the abutting property MINUTES _.;~. The City Attorney next suOmitted for consideration a resolution approving the assign- ment to Florida Home Gas Company of the existing franchise to maintain and operate a gas system in Sanford. Thereupon Commissioner Stemper moved that the City obtain a financial and character report on the individuals concerned in the Florida Home Gas Company before approving the assignment of the franchise. Seconded by Con, missioner Chase and carried. The Chairman next advised that he hsd conferred with some of the members of the Board of County Commissioners relative to the County relieving the City of its annual appropriation in amount of $600.00 to the County Welfard Board, in order that a like amount be added to the appropriation for the Fernald-Laughton Memorial Hospital, and that the matter would be considered at their next meeting. Thereupon Commissioner Dyson moved that the appropriation in amount of $600.00 for the Seminole County Welfare Board be eliminated from the 1949-1950 Budget and the funds be added to the appropriation for the Fernald-Laughton Nemorial Hospital, and sam~ died for lack of a second. Coramissioner Chase next introduced Resolution No. moved its passage and adoption. SANPORD, FLOPIDA, APPROPRIATING ANY UNEXPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR 19~8-1949 TO THE DEPART}.~NT OF THE GENERAL GOVERNMENT OF SAID CITY FOR Th~ FISCAL YEAR 1949-1950 FOR USE FOR THE ORDINARY PURPOSES AND OPERATING EXPENSES OF SAID CITY. WHEREAS, the City Commission of the City of ~anford, Florida, deems it necessary, expedient and for the best interest of said City that any unexpended cash surplus as of September ~0,19~9 of the operating revenues of said City for the fiscal year 1948-1949 be appropriated for the ordinary purposes and operating expenses of said City in the Dudget for the fiscal year 19~9-1950. Commissioner Krlder next introduced Ordinance No. 458, entitled: ORDI~MICE No. 458 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING APPROPRIATIONS FOR THE CITY OF SANFORD, FLORIDA, FA THE FISCAL YEAR BEGINNING OCTOBER 1, 1949 and ENDING SEPTEMBER 30, 1950. and same was placed on its first reading and read in full. Thereupon Commissioner Chase moved the waiver of the requiremente of the second reading of said Ordinance No. 458, and that same be placed on its final passage and adoption. Pursuant to the application of Fellowship Foundation, submitted at meetln~ of September 12, to purchase certain land and buildings at the municipal mirpor,t, the City Attorney next rendered an opinion that the City would have to secure the consent of 'the Civil Aeronautics Administration to sell any portion of the airport property. Thereupon the City Attorney was directed to address a communication to the 01vll Aeronautics Administration, stating the proposal of Fellowship Foundation, and request their consent and authority for the City to consummate the sale. Letter next submitted from Seminole 0ounty Chamber of 0ommeroe recommending that 20th Street be designated as a thru street for traffic from Sanford Avenue west to French Avenue, except at Park Avenue. Communications next received from Seminole County Chamber of Commerce and Margaret Ann Super Market, sug~estin~ that a sidewalk be constructed on south e ide of First Street between Sanford Avenue and Cross, and same was referred to Gulf 0il Corporation, the abutting property owner. Application next received from Charles M. Pool, Jr., white, for transfer to him Of permit and license ~ranted 8ylvester Burley, colored, to sell beer and wines at ~12 Sanford, and on recommendations of ~hief of Police Williams, same was denied. Communication next received from Florida Fashions, Inc., requesting that their lease on the A. & R. Buildln~ at airport be amended to stabilize the rental at $250.00 per month for the_ unexpired three years of the five year lease a~reement, of which the terms are $225.00 per month for first year, $250.00 for second, $300.00 for third, $350.00 for fourth, and $400.00 per month for fifth year. Their request based on rental charges for similar buildings at the airport. Thereupon after considerable discussion, the Commission agreed to reduce the rent to $250.00 per month for balance of term of lease, provided the Florida Fashions, Inc. will maintain the building. Application next received from Bay Blaton to purchase 'the City owned property described as the North 130 feet of Lot 14 of Block Y, St. Gertrude's Addn. Thereupon after careful consideration and on motion of Commissioner Stamper, seconded by Commissioner Chase and carried, the Commission authorized the sale of the aforesaid property at a price of $100.00. The City Manager next reported that Howard Faville had tendered his resignation as Bulldln~ Inspector, effective as soon as someone can be appointed to relieve him of his dutles. On motion of Commissioner Chase, seconded by Commissioner Krider and carried, the Commis- sion next approved the serving of Notice of Default on Banford-Seminole Company, Inc. and Ed. Whither, of the provisions of lease agreement dated November l, 1945, covering the Nunicipal Golf Course, said notice dated September 20, 1949, and terminating and forfeiting the lease at 12:OO P. N., October 22, 1949. Narian Harman, Veteran of World War II, to construct dwellings thereon within six months from date of conveyance, under authority of Special Act of 1945 Legislature. On motion of Commissioner Dyson, seconded by Commissioner Krider and carried, the Clerk and City Attorney were next authorized access to the Safety Deposit Box at Sanford Atlantic National Bank for the purpose of securing and presenting matured bond interest coupons for payment.
