The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at S:O0 otclock P. M., October 10, 1949.

Meeting called to order by the Chairman.
Monthly reports of Streets, sanitation, health, water, police, fire, airport and library
departments for month of September, 1949, submitted and examined.
Financial Statement and statement of revenues and expenditures during month of September,
1949, submitted and examined.
Bank statements in all accounts for month of September, 1949, properly reconciled, sub-
mitted and examined.
On motion of 0ommlssloner Stemper, seconded by Commissioner Dyson and carried, the Com-
mission next approved and authorized payment of current lnvolces and payrolls for month of
September, 1949, subject to approval of the Finance Committee, a s evidenced by Voucher Nos.
3466, and 3478 to 3616, inclusive.
Mr. Albert Jarrell next appeared and requested the City
easement across the south end of Lot I and the north end of
to vacate the public utilities
Lot 4 of Block 10, Mayfalr Lake-
front Addition, in order that he may erect a dwelling on the two lots, agreeing to convey the
necessary 1~ ft. easement for such utilities across the south end of Lot 4.
Thereupon Commissioner Stemper moved that the City Attorney prepare the necessary instru-
ments for vacating and relocating the aforesaid utilities easement, for approval at next regu-
lar meeting.
Seconded by Commissioner Xrlder and carried.
Messrs. Hug~ C. Whelchel and J. A. Ponder next appeared and submitted the following pro-
posal to lease the golf course: Term of lease for 99 years on the golf course property and
Bill of Sale for all maintenance equipment on hand; payment of $5,000.00 to the Sanford-
Seminole Company, Inc. for application to outstanding debts incurred by said company and Ed.
Levy Whither in connection with recent operation of the golf course; payment of rental of
$1,500.00 per year for first five years at rate of $300.00 per month from January thru May;
rental to be applied by the City to a Club House Building Fund, with option for lessee to
match said fund at any time during the five year period and erect a club house at cost not
less than $10,000.00; the right for Lessee to sell certain lots for building sites from the
property, which would not interfere with the operation of an 18 hole course, the number of
lots, location and building restrictions to be subject to the aPProval of the City; all
funds derived from sale of lots during first five years to be applied by the City to the
Club House Building Fund, and after building has been erected, all such funds to be applied
to a matching improvement fund for making improvements to the golf course, to be approved
by the City; to maintain'an 18 hole golf course with option to operate only nine holes during
summer season from June let to October let, and at such times when 18 hole operation ie non-
profitable, subject to approval of the City; to pay all taxes or assessments levied against
said property by any taxing authority; the City to insure the buildings against fire damages,

Mr. John D. Ivey and Mr. 6. W. Spencer, Directors of the Banford-Semlnole Company, Inc.,
next addressed the Commission and recommended the leasln~ of the golf course to Whelchel and
Ponder.
Thereupon after considerable discussion, Commissioner Dyson moved that the City accept in
principal the proposition of Whelchel and Ponder, the City Attorney to prepare the lease
a~reement, and that the $5,000.00 be paid to the Sanford-Beminole Company, Inc. in accordance
with the terms of the Conditional Release of Ed. Levy Whither dated September 12, 1949.
Seconded by Commissioner Krider and carried.
At this time Mr. Ed. Levy Whither appeared before the Board and waived any further notice
of termination of the lease agreement dated November 1,
Thereupon Commissioner Krider moved that the City give Whelchel and Ponder immediate
possession of the golf course, subject to final consummation of the terms of the lease agree-

Mr. James Bingletary representing the American Legion Fair Association, next appeared and
requested permission to conduct their annual fair, the same as last year and at same location,
opposite the Municipal Ball Park, for one week during month of March, 1950, stating that the
proceeds would be used for the activities of the American Legion.
Thereupon 0ommies~oner Stamper moved that the permit be granted under the same conditions
and provisions as in the past.

Mr. Karlyle Housholder next appeared on behalf of the Junior Chamber of Commerce and re-
quested that the City Registration Books be open durin~ the evenings for one week in order
that the colored citizens may have an opportunity to register for the coming election, stating
that they had submitted this request to the Junior Chamber of Commerce because of not being
able to appear at the City Hall during office hours.
Thereupon the City Attorney advised the Commission of the provisions in the City Charter,

Field, to be utilized for baseball and football games to replace the old grandstands at the
Municipal Ball Park and the Seminole High School, which are not only in a bad state of re-
pair but inadequate to accommodate the attendants to the games; statin~ that as a result of
this meeting, a stadium committee was appointed to lnvest~ate the possibility of obtaining
the proposed stadium, and that a delegation had visited and inspected the new etadlum at
Waycross, *eorgia, to obtain information as to type of structure, capacity, cost, financing,
etc. Mr. Housholder then requested that the said Committee, consisting of the following,
be appointed by the Commission as the initial members of a "Sanford Stadium Authority", with-
out any authority to bind or obligate the City:

Thereupon after considerable discussion, Commissioner Stemper moved that the aforesaid
Committee be appointed, to be designated as the "Sanford Stadium Authority#, to formulate the
plans for erecting a stadium &t the Municipal Athletic Field, without authority to bind or
obligate the City, and that the Chairman be authorized to appoint other members to said Com-
mittee.
Seconded by Commissioner Dyson and carried.
Mr. Geo. H. Williams, Executive Director for the Sanford Housing Aathority, next appeared
with further reference to the application to construct 125 low-rent dwelling units in Sanford;
advising that the Public Housing Administration had questioned the legality of the City's
Resolution No. 602, establishing a "Housing Authority in Sanford", because of it being passed
and adopted at a special celled meeting of the City Commission held May 20, 1941, with only
three Commissioners present, and suggested that the present Commission adopt a resolution
approving, ratifying and confirming said Resolution No. 602.
Mr. Williams also advised that it will be necessary for the Sanford Housing Authority to
make a survey of all the sub-standard.houses in the community in order to substantiate the
need for 125 low-rent Public Mousing units, and that they had employed Engineer Geo. W.
Simons to conduct the survey, who will use local personnel for the field work, stating that
the cost of such survey will be paid from funds to be advanced by the Public Housing Admin-
istration, and requested the Commission to advance the Sanford Housing Authority the necessary
fund in amount of approximately $1,200.00 to pay for the field work, in order not to have to
delay the survey, should there be a delay in receiving the funds for this purpose, which would
be reimbursed to the City.
Thereupon Commissioner Krlder moved that upon evidence to the City that the application of
of Sanford Housing Authority has been approved, and, if it becomes necessary, that the City ad-
vance the 5anford Housing Authority the said sum of approximately $1,200.00 for the aforesaid
purposes, to be repaid to the City upon receipt of funds from the Public Mousing Administra-
tion.
Seconded by Commissioner Stemper and carried.
Commissioner Dyson then offered Resolution No. ?64, and after being read in full by the
Clerk, moved its passage and adoption.

The City ~anager next reported that the City Sanitary Officer and Airport Supt. Stansell
had inspected the proposed Alderegate University trailer park and found it satisfactory.
Thereupon Commissioner Stemper moved that permit be granted Alderegate University to oper-
ate a trailer park for the purpose of housing its students.

Consideration next given to request of Junior Chamber of Commerce that the Tourist Center
Building continue to be available for children's groups that have regularly made use of it for
their activities in the past.
Thereupon Commissioner Stemper moved that a letter be addressed to the Seminole 0ounty
Chamber of Commerce directing that the Tourist Center Building be made available for dhlldren'e
group activities, on a scheduled basis.

In compliance with request of the Commission, the City Manager next reported that the 4
whlte-wa~ lights on Seminole Boulevard east of Park Avenue could be energized at a cost of
$5.85 per month; 7 on Seminole Boulevard west of Park Avenue at a cost of $10.21 per month;
and 6 on Park Avenue between Commercial and Seminole Boulevard at a cost of $8.75 per month.
Thereupon after considerable dleoussion, Commissioner Stemper moved that the FlOrida
Power & Light Company be authorized and directed to place all of the aforessid street lights in
operation.

Thereupon after careful consideration, Commissioner Dyeon moved that the foregoing recom-
mendations be accepted, except that $5,000.00 insurance coverage be placed on the Water Plant
Building, and that the insurance be written under the special five year rate plan.
Seconded by Commissioner Krider and carried.
The matter of dividing the insurance among the several local agents was then referred to
the agents for recommendations.
Commissioner Dyson next introduced Ordinance No. 462, entitled:

On motion of Commissioner Krider, seconded by Commissioner Stemper and carried, the Com-
mission next authorized the installation of a 2" water line on Lake Avenue from 13th Street, S.
and a 1" water line on Williams Street, at an estimated cost of $1,265.O0.
Consideration next given to the request of N. R. Strickland, Agent for American Oil Com-
pany, for the City to remove an oak tree and two palm trees from the parkway on French Avenue
Thereupon Commissioner Stemper moved that the City
in front of John Andes' new place of business, grant them permission to remove the trees and
the City haul off and disp. ose of same. Seconded by Commissioner Erider and carried.

Committee, consisting of the following members,
which will be completed after December l, 1949:

Thereupon after careful comparison of prices submitted and the quality of merchandise bid
upon, and on recommendations of the City Manager and Chief of Police, Commissioner Dyson moved
that the City accept the bid of Yowell Company to furnish Style No. 5219 uniforms at a price
of $?3.80 each.
Seconded by Commissioner Krider and carried.
On motion of Commissioner Dyson, seconded by Commissioner Erider and carried, the Chief
of Police was next authorized to employ a temporary policeman to serve during the absence of
Lieutenant Bass, who is incapacitated because of illness.
Pursuant to request of Seminole County Chamber of Commerce
a thru street for traffic from $anford Avenue to French Avenue,
that 20th Street be designated as

that the Chief of Police had made a thorough study and count of the traffic on the aforesaid
street, and, as a result, recommended that the designation be rejected.
Thereupon Commissioner Stemper moved that the matter be tabled.

Seconded by Commissioner Stemper and carried.
The City Manager next reported that fireman C. M. Whltten had passed the Civil Servloe ex-
amination for promotion to the poeltion of Lieutenant to fill the vacancy created by the res~-
nation of J. W. Homer, and had been selected for the position.
Thereupon Commissioner Steeper moved that fireman C. M. ~hltten be promoted to the poeltion
of Lieutenant at a salary of $811.50 per month, effective October 16.
Seconded by Comnisstoner Krider and tattled.
On motion of Commissioner Stemper, seconded by Co~"alssloner Krider and carried, the Com-
mission next approved the employment of James E. Howell as fireman at salary of $160.17 per
month, to fill the vacancy created by the promotion of C. M. ~hltten.
In response to the request of the Sanford State Farmers Market for the City to furnish the
labor to Install approximately 1,100 feet of 8m sanitary sewer line from their buildings to
the City's main sewer, the City Manager next reported of the estimated cost in amount of
$.500. oo.
Thereupon after considerable discussion, Commissioner Dyson moved that the City offer to
furnish all labor and materials and Install a 10m sewer line from the Market's property line
to the City's main sewer, instead of furnishing labor for the entire Installation.
Seconded by Commissioner Steeper and carried.
There being no further business the meeting then adjourned until 8:00 o'clock P. M.,
October 17, 1949.
