101749 MINUTES Ciby Commission, Sanford, Florida, October £? at_~..'.00 19 ~9 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P M October l?, 1949. Meeting called to order by the Chairman. A group of citizens residing within the vicinity of West First Street and Poplar Avenue, with Mr. Ray Slaton as spokesman, next appeared before the Board and registered a protest sgainst the City burning trash at the City Dump, stating that it creates a nuisance and unhealthy condition because of blowing smoke and fumes in their homes, and requested that it be moved to some isolated location so as not to disturb any residents. Thereupon the City Manager was directed to make a survey with a view to finding a suit- able location for moving the dump, and report at the next regular meeting. Mr. H.H. Coleman, local manager , and Mr A B Wright, representatives of the Florids Power & Light Company, next appeared with reference to entering into a new franchise agreement for operating and maintaining electric light and power distribution system in Sanford, to supplement the existing franchise that expires on January 23, 195S. Mr Coleman then advised that under the new proposed franchise, the term would 0e for a period of thirty years, and that the Florida Power & Light Company would pay to the City each year an amount which added to the amount of all taxes, licenses and other impositions levied or imposed by the City upon the Company's property, business or operations for the pre- ceding tax year, will equal 6% of company's revenues from the sale of electrical energy for the twelve preceding months. Thereupon after considerable dlecu~sslon, action was deferred, pending further considera- tion. Consideration next given to the matter of renewing the street lighting contract with the Florida Power & Light Company, which terminates on November 29, 19~9. Thereupon Mr. Coleman outlined the terms and conditions of the new contract, which would provide for the same rates that are now in effect under Schedules S-15 and S-18 under the existing contract, advising that these are the same rates that are charged all municipalities throughout the state and that the Florida Power & Light Company did not have any lower rate to offer the City. Action deferred. The following applicationsnext received for the position of Building Inspector to fill the vacancy created by the resignation of Howard Faville. Seconded by Commissioner Chase and carried. Commissioner Dyson next moved that Howard Favllle be paid a salary at rate of $250.00 per month until the termination of his services as Building Inspector, effective as of October l, 1949. Seconded by Commissioner Krlder and carried. On recommendation of the City Nanager, and on motion of Commissioner Stemper, seconded by Commissioner Chase and carried, the Commission next authorized an increase in salareie of the following employees, effective as of October i 1949 as follows: W N Stansell, Supt. of Airport, increased from $200.00 to $225.00 per month. H H H Nickerson, supervisor of rodent control project, increased from $35.00 to 40.00 per week Nrs Nell K Brown, Clerk in Water Depart~ent, increased from $153.00 to $160.00 per month. W.A.Balley, meter reader, increased from $153.00 to $165.O0 per month. Albln Kendall, shop foreman, increased from $51.90 per week to $55.OO per week. Clarence Davis, zoo caretaker, increased from $37.40 to $40.00 per week. S.M. RiChard, superintendent of streets, parks and sewers, increased from $260.00 to $275.00 per month. R H Beckham, equipment operator, increased from $46.40 to $50.00 per week. Wesley Prescott. street repairman, increased from $38.90 to $42.00 per week. L H Winn~ carpenter, C.G.Bedenbaugh, prisoner guard and N.H.Anderson, sweeper operator, each increased from $37.40 to $40.00 per week. W.F.Tuten,Wilmer Nathews and Perry Gillyard, truck drivers, each increased from ~5.40 to $38.50 per week. Consideration next given to the matter of relieving Supt. RiChard from some of his duties in order that he may devote more time to the supervision of parks and cemeteries. Thereupon Commissioner Chase moved that James L. Dunn, assistant street superintendent, be promoted to superintendent of streets and sidewalks, at a salary of $190.00 per month. Seconded by Commissioner Dyson and carried. Request next received from Albert Jarrell for the City to pave the approximately 200 feet of unpaved portion of North Nellonville Avenue to Seminole Boulevard, agreeing to pay ~is pro rata of the cost, as an abutting property owner. Thereupon the City Nanager was directed to prepare and submit an estimate of the cost for paving said portion of Nellonville Avenue , for further consideration of the Commission. Pursuant to request of E H NcArthur to rent a space in the mouth of Nill Creek south of Semlnole Boulevard for the purpose of operatirg a boat for the sale of fish bait, the City Nanager next submitted a sketch of the type of boat that Nr. NcArthur proposes to operate at said location. Thereupon Commissioner Krider moved that the permit and lease be granted. Seconded by Commissioner Chase and carried. The City Nanager next reported that Engineer Fred H.Williams had submitted an estimate of ' approximately $300.00 for engineering services in making survey and preparing plans and cost estimate for rehabilitating and extending sanitary sewer on south Nellonvllle Avenue and adjacent area. Thereupon Commissioner Chase moved that Engineer Williams be employed to furnish the aforesaid data at a cost of approximately $300.00. Seconded by Commissioner Stemper and carried.
