WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, May 14, 2012, at 4 PM, in the Railroad Depot Room, Second Floor,
City Hall, 300 North Park Avenue, Sanford, Florida.

1. Presentation — The Children's Cabinet of Seminole County
Lynn Whitcomb gave a powerpoint presentation regarding The Children's
Cabinet of Seminole County.
2. City Financial Report —lst Quarter Ended December 31, 2011 [Commission
Memo 12 -066]
Finance Director Cynthia Lindsay presented the Financial Report for the
1st Quarter Ended December 31, 2011 and noted several updates to the Report.
3. Discussion — Code of Conduct/Pledge of Civility at City Commission
meetings — Assistant City Attorney Lonnie Groot

4. Discussion — City Commission Election date.
Assistant City Attorney Lonnie Groot reviewed options regarding
complying with the recent changes in Federal law pertaining to elections regarding the
Military and Overseas Voter Empowerment Act (the MOVE Act). The MOVE Act
relates to Federal elections but not municipal elections.
The City Commission discussed various alternatives and determined to
send ballots to overseas citizens in accordance with the MOVE Act, hold any necessary
Run Off Election in January, and change the beginning and ending of the term of office
of members of the City Commission from the second Monday in January to the fourth
Monday in January (second regular meeting). [City Clerk Dougherty and Assistant City
Attorney Groot left the meeting.]

City Manager Bonaparte said that he and the Mayor went to Washington, DC
as part of the Florida League of Cities Delegation. They met with the City's lobbyists,
Congressman Mica, Congresswoman Brown, and Amtrak representatives to talk about
funding for the Persimmon Avenue station as well as looking at an additional Amtrak service
with the Sunrail in addition to the auto train. They also met with economic development
people and with HUD.

Mayor Triplett said that in the meeting with HUD he requested that the name
of the Sanford Housing Authority be changed to HUD Housing Authority. He also said that
the world in Washington, DC revolves around grants and the City needs a professional grant
writer on staff. Mr. Bonaparte said that he will get with Staff, other cities, and the lobbyists
regarding grant writing.
7. City Manager Comments.
Mr. Bonaparte said that he is looking at doing something regarding a positive
image for Sanford. Economic Development Director Nick Mcray shared what is being done
from an economic development perspective.
Mr. Bonaparte said that at the last work session Mr. Thomas gave a
presentation of the 9 Point Action Plan for reuniting the Community, one of which has to do
with the interfaith community coming together. Last Thursday Mr. Tom Battles, United
States Department of Justice Community Relations Service, facilitated a meeting with a
group of pastors; he will provide information as to what the pastor's role is in moving the
City forward.
Mr. Bonaparte said that three ongoing projects include the visioning process
(which includes a strategic plan), community survey, and the new website.
Mr. Bonaparte said that he and the Mayor had a conference call with Mr.
Roach of Viewpoint who is putting together a piece called, "Emerging Best Places to Live,
Work and Play." It sounded like a good opportunity for Sanford to be involved however,

there is a cost of about $18,000 for about a five minute piece. Another call is scheduled for
tomorrow; there are questions to be answered before bringing it back to the Commission for
further discussion.
Mr. Bonaparte said that he continues to work on the property swap of the old
Police Department property for the Sanford Lofts property. The Mayor said that he and Mr.
Bonaparte will put information together regarding the actual value of the swap so it can be
distributed to those who have questions and concerns about the swap. [City Clerk Dougherty
returned to the meeting.]
Mr. Bonaparte said that the public will have the opportunity to meet Interim
Chief Myers today from 6 — 7; a reception is being held at the first floor lobby.
Vice Mayor Mahany said that the Sanford Task Force on Homelessness met
last week. It was confirmed that Daytona Beach Police Chief Chitwood's stated policy is
that he is buying the homeless bus tickets and sending them to Sanford. They are arriving in
large numbers and economically Sanford can't handle anymore influx; it is not acceptable;
she asked that it be dealt with. Mayor Triplett said that he and Mr. Bonaparte can call the
Daytona Beach Mayor and City Manager tomorrow and directly ask questions regarding this
situation. Mr. Thomas said that it is a regional problem so there needs to be a regional plan
on how to deal with the homeless.
