The City Commission of the Clts, of Sanford, Florida met in Special Session at the City
Hall in the City of Oanford, Florida at 12:00 O'clock Noon, November 9, 19~9, for the pur-
pose of canvassing the election returns of the Municipal General Election held November 8,
1949.

Meeting called to order by the Chairman.
Thereupon the Commission proceeded to canvass the returns of the Municipal General Election
held on November 8, 1949, for the purpose of electing one City Commissioner for a term of
first Tuesday after the first Monday in January , 1950, as made
of said election; said returns being as follows:

Commissioner Krider moved that the returns of the Clerk and Inspectors of the Municipal
General Election held November 8, 1949 be accepted.
Seconded by Commissioner Stamper and carried.
Thereupon Andrew Carraway was certified as the duly elected City Commissioner of the
City of Sanford, Florida, for three years, commencing with the first Tuesday a~ter the first
Monday in January 1950.
On motion of Commissioner Dyeon, seconded by Commissioner Krlder and carried, the
Commission next authorized payment at the rate of $1.00 per hour to each of the Inspectors
and Clerk of the aforesaid election.
All members of the Board being present, the Commission next unanimously waived the
requirement of twenty-four hours written notice of the call of this meeting, in order to
transact any other business that may come before it.
Consideration was the~ given to the recommendation of the Zoning Board Of adjustment that
the Zoning Ordinance be amended, whereby the minimum requirement for ground floor area for
dwellings in Districts R-1 and R-l-A, which excludes porte-cocheres and attached porches,
will be changed so as to include paved porte-cocheres and porches where all are under one roof.
Thereupon after considerable discusssion it was felt that a reduction in requirements for
ground floor area for dwellings in all R-1 and R-1-A Districts throughout the City would affect
the values of adjacent dwellings that have larger ground floor areas than the proposed require-
ments, and on motion of Commissioner Chase, seconded by Commissioner Dyson and carried,
the Commission declined the recommendation of the Zoning Board of Adjustment, and requested that
a further study be made of the Zoning Districts with a view to creating a new zone so as to
