M. , 1949 The City Commission of the City of Sanford, Florida, met in Special Session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. December 8, 1949, for the purpose of a public hearing to consider changes and amendments in certain districts Of the Zoning Ordinance. Lane, Neeting calledto order by the Chairman who directed the City Nanager to read the legal no- tice of this Hearing that was published in the Sanford Herald on November 23 and 30, 1949, as follows: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the office of the City Com- mission in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. ~. on the 8th day of December, 1949, to consider the following changes and amendments to the Zoning Ordi- nance of the City of Sanford, Florida. All areas Zoned in District R-1 (One Single Family) of the Zoning Ordinance, re- quiring a minimum ground floor area of 800 square feet fora one story dwelling, exclusive of porte-cocheres and attached porches, are proposed to be changed to require a minimum graund floor area of not less than 600 square feet in the house proper of a one story dwelling, exclusive of car ports, porte-cocheres, porches and attached garages. All parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City Commission of the City of Sanford, Florida, this 22nd day of Nov.1949. H. N. Mr. Gut then explained the reason for the changes proposed in the foregoing notice, ad- vising that the Zoning Board of AdJustmenthad received numerous requests for permission to construct one story dwellings with less than 800 square feet of ground floor area in the house consideration, the Board felt that the minimum requirements should proper, and that after due be reduced so as to allow R-1. the construction of smaller dwellings in all areas zoned in District ~[r. H~ggins next advised of the demand and need for smaller dwellings with 600 to 800 square feet of ground floor area, stating that in 1944 when the Zoning Ordinance was adopted a dwelling could be constructed at a cost of less than $5,000.00 to meet the requirements of the Zoning Ordinance, whereas, the current cost of construction exceeds $8,000.00. He further stated that such requireme~t is acting as a barrier to keep out construction of the type of dwellings that are needed at this time. The Chairman stated that the Commission would be glad to hear any protest from parties interested in the proposed changes. Them being no protest registered, Commissioner Chase moved that the minimum requirement of of ground floor area for one story dwellings in District R-1 be amended so as to provide a minimum of 800 square feet with not less than 600 square feet in the house proper exclusive of car ports, porte-cocheres, porches and garages, and that the necessary Ordlnsnce prepared for adoption. Seconded by Commissioner Krider and carried over the dissenting vote of Commissioner Dyson. The Commission then adjourned the Public Hearing and reconvened to take up any other mat- ters that may come before it at this time. Consideration next given to request of Gilbert A. Williams to construct a 6" well on the MINUTES City Commission, Sanford, Florida, ............ Seconded by Commissioner Chase and carried, Commissioner Stemper not voting. Application ne~t received from John W.~oore Realtor, to purchase the City-owned property described as Block I of Tier 8, E.R.Trafford's Map, and same was declined because the property is not for sale. On motion o~' Commissioner Krider, seconded by Commissioner Stemper and carried, the Commission next authorized the irztallatlon of colored street lights on San£ord Avenue between Second and Fourth Streets. On motion of Co~aissioner Stemper, seconded by Commissioner Krider and carried, the Commission next authorized discontinuance of the whlteway street light on north side of Second Street between Palmetto Avenue and the alley, and the installation of an overhead street light at the intersection of Laurel Avenue and Fourth Street. The City Manager next reported that notice had been served on the owner of old dilapidated store building located at 108 Sanford Avenue to place same Ina safe state of repair within 60 days. On motion of Commissioner Krider, seconded by Commissioner Chase and carried, the Commission next authorized the Florida Power & Light Company to install the three 6000 lumen street lights on south Park Avenue on a permanent basis. These lights having 'been installed temporarily on a trial 'basis. Request next received from John L Simms, colored for permit in abeyance until such time he desires to operate a taxicab again. Thereupon after being advised that the aforesaid permit was revoked by the June of 1949 because of cancellation of public liability and property damages the taxicab, Commissioner Chase moved that the request Oe tabled. the the City to hold his taxicab City in insurance on Seconded by Co~aissioner Dyson and carried. The City Manager next submitted an esti~te in amount of $85.00 for cost of repairing tennis courts at the airport and $40.00 for equipping with ~. net~ ~n order to place them in playing condition for public use . Action deferred. Pursuant to the request for the City to construct two additional concrete tennis courts in Fort Mellon Park, the City Manager was next directed to orepare and submit a cost estimate for constructing one court, using City labor. The ~ayor next reported of complaints received of the low pressure on the water system at the cemeteries. Thereupon after consi,~ering the cost of installing a larger supply line to the cemeteries the CityManager was directed to investigate the cost of installing a well and pump to supplement the existing water supply. The City Attormy next gave a brief report on his attendance of the Florida League of ~unlcipallties Convention held in Fort Myers on Nov.2y-29. There being no further business the meeting adjourned.
