Commissioner Dyson then moved that the meeting adjourn at 9:00 o'clock P. ~., and that shy unfinished business be carried over ~nd considered at the regulsr annual meeting of January 3, 1950. That Section 5 (R-l-A), subsection D, item (c) of the Zoning Ordinance be amended by adding thereto "provided that after approval by the Board of Adjustment, in R-1-A districts, a total of 1000 square feet of ground floor area may be computed by there being not less than ?20 square feet of house proper and not more than 280 square feet under the main roof, in car ports and porches." Thereupon Commissioner Chase moved the acceptance of the recommendations of the Zoning Board of Adjustment and that a Public Hearing be held at ~:O0 o'clock P. ~., January 16, 1950, to consiGer the foregoing changes in the Zoning Ordinance, and that legal notice of such hearing be published in the Sanford Herald. Seconded by Commissioner Krider and carried. . Attorney Karlyle Housholder next appeared on behalf of Gilbert A. Willlsme and made a further request that he be granted the privilege of deducting $50.00 per month from the rent on'the cold storsge plant during entire term of the 5 year lease to amor~ze the cost of repairs and replacement of refrigeration machinery and equipment and repairs and perma- nent improvements to the building; stating that Nr. Williams had expended a sum of over $3,000.00 in making such repairs and improvements in order to place the plant in good operative condition. Thereupon Nr. Williams was requested to submit invoices covering the aforesaid ex- penditures, for further consideration of the Commission. Pursuant to petition received for the installation of traffic signal light at inter- section of French Avenue and 2Otb Street, Commissioner Stemper next moved the authorization for installation of same. Swimming Pool Operation Advisory Committee, next sub- 494 MINUTES City Commission, Sanford, Florida, D~ That a nominal charge be made for lockers and baskets, probably 5g, to cover malntenance, lost keys, basket deterioration, etc. and also to discourage unnecessary use of the facilities by children coming in suits. Suggest hours of 12 to 4 P. I~. on Sunday and l0 to 4 P. N. on Saturday during winter part-time operation, with requested private session dur- ing other times to be properly supervised and leased on a cost basis. Recommend a Supervising Life Guard be placed in charge of the pool, acting under the City Nanager, and opera, ting alone in winter. Quali- fications should include active rating as Senior Life Guard, American Red Cross Life Saving Service, with Individual having ability to command respect of ~ll pool users, and ability to promote use of the pool thru scheduled water sports and programs. The Life Guard could be either male or female. Concession to be closed in winter, front door~ locked and side entrance up steps to be used, with Guard also acting as Cashier. In summer, the Guard to have authority to hire part-time help to meet the requirements of Red Cross as to supervision of swimmers, and a Cashier employed on full time basis to handle admission and concessions. Cashier to De paid a straight salary instead of percentage of concession sales because volume of sales would not be sufficient to Justify incentive percentage. That "Fort Nellon Pool" be used as a name for the pool for the present, the Co~ittee wiI1 recommend a name for it after more deliberation. Thereupon on motion of Commissioner Krider, secomed by Commissioner Dyson and carried, the Co~mmlssion authorized ~e construction and installation of lockers in the dressir~ rooms, but deferred action on the other foregoing recommendations. On motion of Commissioner Chase, seconded by Commissioner Dyson and carried, the Commission next authorized an expenditure of $200.00 for repairing and renovating the concrete tennis courts at the airport, so as to place them in usable condition for the public. Consideration next given to offering the State Farm Bureau a site for their proposed headquarters building to be erected in Central ~lorida at a cost of $~0,000.00, which is required to be located on a highway. Thereupon after considering the locations of City owned property, it w~s felt that the property located on east side of ~rench Avenue between Ninth and Tenth Streets, acqulred by the County thru foreclosure of t~x liens and dedicated for public use, would be a desirable site for the State Farm Bureau Building, l~anager was airected to confer with the Boe~d of County available for this purpose. and on motion duly adopted, the City Commi~sioners relative to making it The City I~ansger next reported on bad condition of the wooden bridge over open ditch on West Twelfth Street, and also one on East Eleventh St., and reco~mnended that they be replaced with 60 inch concrete or CO~TUgated iron culverts. Thereupon after considering the lasting qualities of the two types or culverts, Commissioner Krider moved that the City ~anSger advertise for bids for furnishing the necessary quantity of 60 inch re-tnforced concrete pipe for installing culverts at the aforesaid lo- cations. Seconded by Commissioner $temper and carr~d. Pursuant to petition signed by 25 persons requesting installation of a stre~:t light at intersection of ~aple and Eleventh Street, and on recommendation of the City 5~amger and Chief of Police, Commissioner Krider moved the installation of same. Seconded by Commissioner Stemper and carried. ~xe City Nanager next reported on am~ual cost of approximately $1075.00 for the purchase,freeze and cold storage of meat for feeding animals at the Zoo, and recommended obtain- ing bids for purchasing an 18 cu.ft, deep freeze at a cost of approximately $500.00 for storage of mule meat which could be acquired without cost to the City. Action deferred, pending further consideration. Thereupon the roll was called for the final passage Ordinance No 464, the vote being as follows: Commis s ioner C arrawsy Aye " Cha s e AY e " Dyson Aye ,, Krider AYe ,, Stemper Aye and adoption of said Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida by uanimous vote had passed and adopted said Ordinance No. ~6~, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF THE CITY OF SANFORD AS AMENDED, SA~E BEING THE ZONING ORDINANCE OF THE CITY OF SANFORD, BY ALTERING THE FIRST FLOOR AREA REQUIRE~ENTS FOR DWELLINGS IN R-1 DISTRICTS AS SET OUT IN SUBSECTION G OF SECTION 6 OF SAID ORDINANCE NUMBER 362 AS ~ENDED. Commissioner Krider next advised the Board that the Sanford Stadium Authority Sad completed the formulation of plans for erecting a memorlal stadium at the municipal athletic field, to be constructed of steel at an estimated cost of ~165,O00.00, and would submit their report, together with the proposed plans, to the Con~ission at the annual meetlrg of January 3, with a request that the City pledge the first year's revenue from the cigarette tax , estimated at $?5,000.00 toward the cost of constructing the stadium. He stated that the Stadium Authority would arrange to finance the balance of cost through private financing agents, and that the total cost would be amortized from the anticipated revenues from the stadium, and recommended that favorable con- sideration be given to pledging the cigarette tax revenue for this purpose. Commissioner Krider also outlined a proposed program for financing and con- structlng other public i~r0vements, such as sanitary sewers, street paving and expansion of water supply system.~ The meeting then adjourned until 8:00 o'clock P M January 3, 1950.
