The City Commission of the City of Sanford, Florida met in adjourned session at the
City Hall in the City of Sanford at 7:30 o'clock P ~ May 22, 1946.

Meeting called to order by the Chairman who announced that the purpose of the meeting
was to confer with the Plumbing Board, consisting of Harry Lee,Master Plumber, J E Baker
Journeyman Plumber and Inspector Duncan, relative to protest filed by A.D.Rosier agslnst
examination given by said Board to G H Thigpen on Nay ?, 1946
Thereupon the Plumbing Board submitted the examination papers of Mr. Thigpen, together
with sample of his workmanship in the test given on lead Joint work and also the papers
and sample of workmanship of another Journeyman plumber that was given the same examina-
tion on said date.
After careful examination and study of the test questions, drawings and answers in the
examination of Mr. Thigpen, and c~reful comparison with similar exmnination given the
other Journeyman plumber, it was the opinion of the Commission %hat the examination and
grades given Mr. Thigpen was fair and just and without prejudice; and on motion of Commission-
er Hill, seconded by Commissioner Bishop and carried, the Com~lssion approved and accepted
the actions of the Plum0ing Board in denying him a certificate of competency to en~age in
the business as a Journeyman Plumber.
Request next received from Stine Machine & Supply Company, 207 W. Second St. for the
City to close the west end of the alley immediately north of thir property in order that
they may erect a building thereon
Request denied.
Report next submitted from the Building Inspector and Mire Chief advising that
the warehouse at foot of Palmetto Avenue owned by the St. Johns River Line Company is in
a hazardous condition and unsafe for use for storage purpose.
Thereupon the Clerk was directed to notify the St. Johns River Line to place this
building in a safe state of repair, otherwise the City will be forced to condemn same.
On motion duly carried, Fire Chief Cleveland was next authorized to have two
lieutenants in the Fire Department, one for each shift, and to promote senior fireman
J.W. Horner to this rank at salary of $150.00 per month, effective as of May 16,1946.
There being no further business the meeting adjourned.
