The City Commiselon of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P N. June 24, 1946.

Nesting called to order by the Chairman.
Hr. R.T.Cowan next appeared and requested an option for 90 days to purchase all the
City owned lots in Bel Air Subdivision, including those reserved for conveying to veterans
of World War II on the same terse and conditions granted him in the option to purchaee
lots in Nagnolla Helghte and San Lents Second Section.
Hatter taken under advisement.
Consieratlon next given to the proposed site for a colored recreation center.
Attorney G.W. Spencer then appeared before the Board and advised that he was still
representing the property owners within the vicinity of the proposed site located between
Fourth and Sixth Streets and Locust and Bay Avenues, who registered a protest against
a colored USO building being erected on this property at the beginning of the war, and
that they' were registering a protest against this property being used for a colored recto-
.etlon center for the same rSason that it would depreciate the value of the surround£r~
property, create a nuisance on account of the noises from its activities and a detriment
to the neighborhood.
i~essre CharlesHoltsclaw, J.C.Trawlok and R.T.Nunt, property owners and residents
within said vicinity next addressed the Commission in protest against using this property
for the proposed purposes.
Dr. R.W. Ruprecht and Hr. M.T.Cowan next addressed the Commission in favor of a
recreation center for colored people but recommended thst the City sell this property and
purchase a site in a favorable location.
Thereupon after considerable discussion, Commissioner Bishop moved that the proposal
to use the aforesaid property as a colored recreation center be tabled and that said prop-
erty be not made available for similar activities.
Seconded by Commissioner Williams and carried.
The contract agreement with N.H.Rhodee, Inc. for installing 270 Hark-Time Parking
Netere in the b~siness sections wae next presented for consideration.
Thereupon the Chairman announced to the audience of the City's proposal to install
parking meters in the main business sections and requested any opposition to be voiced
at this time.
There being no opposition or protest registered, Commissioner Mill moved that the
contract be approved and the Mayor and Clerk be authorized to execute same on behalf
of the City.
Seconded by Commissioner Bishop and carried.
Said contract-agreement being in words and figures as follows:

parking meters for the price of fifty-eight dollars ($58.) each, delivered and installed
ready for operation in the City.
The terms of payment are clearly set out in the
following pages.

PAYMENT AND TRIAL PERIOd:
Meters may be paid for by applying 50~ of the receipts to the cost of the meters
until paid for. ( In the event the state law requires all city receipts to go to the
General Fund and reappropriate from there, such as the State of Ohio, these payments will
be $2.50 per meter per month until purchase price is discharged.)
The City of Sanford, Florida, m~v elect a trial period of twelve months.
It is further agreed that if the purchaser shall not be satisfied with %he opera~lo~
cf the Mark-Time parking meters at the end of the trial period and so advises seller
in writing, the seller agrees to remove said parking meters, take out the meter posts
and repair the sidewalks to a good condition at the seller's expense· and this agree-
ment shall then be terminated; otherwise this a~reement shall remain in full force and
effect. If so cancelled· purchaser shall retain said 50~ of the receipts previously
received by it and seller shall have all monies previously paid out hereunder.
It is further understood and agreed that the title to said Mark-Time parking meters
shall remain the name of the seller until said meters are paid for in full as herein
provided.
INSTALLATION:
The Company will engage a local contractor acceptable to the City to install the
meters. The prices quoted cover installation according to regular company specifications,
drawings attached for your information, and work is subject to inspection and approval
of designated city authorities.
GUARANTEES:
The Company guarantees the meters against defective workmanship and material for a
period of five years on the single coin meters and four years on the penny-nickel
meters. For other coin combinations the Company will furnish this information upon
request.
ADDITION E~UIPMENT AND MATERIAL:
The additional equipment and material included in the quoted prices:
2 coin boxes per meter
1 complete meter and 6 timer units and one service kit with each 100 meters ordered.
1 set of keys.
3 coin tube carrying cases for each 100 meters installed ( capacity 30 tubes)
MONEY FOR PAYMENT OF RENTAL AND PURCHASE
OF
PARKING METERS
It is hereby expressly understood and agreed that M.H.Rhodee, Incorporated, hereby
waives all claims or demands against all funds, revenue or income from any source
whatsoever of the City other than those fees derived from and through the operation of
the parking meters and consents and agrees that the City is not to be in anywise obli-
gated to pay M.H.Bhodee, Incorporated, for said parking meters out of any money· fund,
or revenue except that received by and through the operation of said parking meters.
DELIVERY:
The Company will make shipment and install the new Perffectlon meters within thirty
days from the date of contract, provided· however· that if the Company is unable to
make shipment within such time on account of labor trouble, inability to secure
necessary materials or skilled labor essential to the manufacture of meters by reason
of prevailing economic conditions or government restrictions or any unavoidable
cause beyond the control of the Company· then such tlme shall be extended by the
period of such unavoidable delays.
If the Purchaser does not notify the Company as to type of meters desired· timing
and hours of operation· at the time the proposal is accepted by the City· shipment
and installation of the meters shall be made within thirty ( 30) days from date
such information is received, instead of from date of contract.

ACCEPTANCE
In consideration of the proposed terms of sale, covenants and warranties as herein-
before set out in the attached proposal of M H Rhodes Ino, the City of Sanford , Florida
hereby accepts and a~reee to faithfully perform and abide by all of the conditions im-
posed upon it therein and more particularly as follows , to-wit:
i The City of Sanford , Florid agrees to buy,rent or lease (270) more or leas

The City of Sanford, Fla. specifically agrees to remit to M.H.Rhodee, Inc. monthly
paYments in liquidation of the purchase price of said meters as follows:

ance and agreement as fully as though specifically incorporated herein.

A group of citizens residing in the vicinity of the City's trash dump located on Clmud
Branch at corner of North Poplar Avenue and Fulton Street, with J.A.Calhoun as spokesman
next submitted a petition requesting the Commission to discontinue using this property
unsanitary
for a City dump, claiming that it ia being kept in a deplorable/condition, a breeding place
for rats, flies and mosquitoes; and that the smoke and odors created by it is obnoxious
and detrimental to the health of the neighborhood and a public nuisance to the community.
Thereupon the Chairman assured the petitioners that the City Commissioners would make
a personal inspection of this dump within the next 48 hours and if found to be in , the
deplorable condition as represented by them, that the City would give favorable consider-
ation toward having it moved.
Attorney Spencer next appeared with further reference to the request of J.W.Turner
for the City to remove an old grave from that portion of the cemetery lot purchase from
the City on Jan 6, 19~, for the sum of $25.00, and submitted affidavits signed by Mr.
Turner and his family claiming that they had no knowledge of this grave being on this
lot until recent discovery; Mr. Spencer then stated that Mr. Turner would not consider
a refund of purchase price on this lot but insisted on having the City remove this grave.
Thereupon the Clerk was directed to confer with Mr. R.G.Briseon, local undertaker, with
a view to making satisfactory arrangement with all parties concerned in removal of this
grave.
Application next received from W.C.Lynn, white, for permit to 9perate two taxi-cabs,
and on recommendation of Chief of Police, same was approved.
Application next received from Mrs Velma Gonzales for transfer of permit and licenses
granted Sanford Equipment Company to operate five taxi-cabs, and on recommendation of
Chief of Police, same were approved.
Application next received from Jasper Carter and George Hardy, colored, for permits
to operate taxi-cabs each, but same were denied because of sufficient colored taxi-cabs
now in operation to meet the public demands.

regular salary of $135.00 per month, effective as of July 1, 1946.
Seconded by Commissioner Bishop and carried.
Letter next read from Mr. G.F.Tresher, President of St. Johns River Line Company,
advising that they would make the necessary repairs to their docks and warehouse within the
next two weeks to place it in a safe condition.
The Clerk next advised that the City's records show an old paving lien in amount of
$?3.89 outstanding and unpaid against the W. 132.8 ft of Lot 9 Robinsons Survey, whereas,
Satisfaction Book 6 Page 466 of Seminole County Records show this lien to be paid and
satisfied on Nov.13,192~.
Thereupon Commissioner Williams moved that this old paving lien be cancelled from the
City's records as being paid.
Seconded by Commissioner Bishop and carried.
The Clerk next reported that Mrs Aria Jane Lundquist , who has been employed in the capa-
city of office clerk and cashier in the water department while her husband was in military
service, has been given a leave of absence and Mrs. Nell K.Strlpllng promoted to fill the
vacancy, effective as of June 16, 19~6, and on motion duly adopted, same was approved.
On motion duly carried, the Commission next authorized the installation of new roof
on a portion of the library building by F.M. English at a cost of $105.00, and new roof
on portion of Fire Station building at a cost of $116.50.
Fire Chief Cleveland next submitted the annual fire report for year ending Dec. 31,1945,
and same was given careful study by the Commission.
The Clerk next submitted the tentative budget 6f revenues and expenditures for fiscal
year beginning October l, 19~6, and same was taken under consideration by the 0ommission.
