The City Commission of the City of Sanford, Florida, met in regular cession at the City
Hall in the City of Sanford, Florida, at ?:30 o'clock P M July 22, 1946.
Present: Commissioner H.James Gut, Mayor.

Chief of Police R.G. Williams.
Absent: Commissioner W.C.Hill.
Meeting called to order by the Chairman.
Mr C.E. Dawson, County Agricultural Agent, and a group of farmers next appeared and
requested the Commission to continue utilizing the facilities constructed on City owned
property by the War Foods Administration as a labor camp for migrants, at such tin the
War Foods Administration abolishes this project.
Thereupon the Commission assured this committee that if the aforesaid labor camp
facilities are made available to the City at such time the War Foods Administration termi-
nates the lease on this property, that satisfactory arrangements will be made to continue
operating it as a labor camp for migrants.
The Clerk next advised that no bids had been received for constrctlng the proposed
tennis court, and on motion duly carried, the matter was ordered tabled.
Commissioner Lesher next introduced Ordinance No.396, entitled:

AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA , REGULATING VEHICULAR TRAFFIC AT THE
INTERSECTION OF GENEVA AVENUE AND ~ELLONVILLE AVENUE AND AT THE INTE~ECTION 0 F CELERY
AVENUE AND MELLONVILLE AVENUE IN THE CITY OF SANFORD AND PROVIDING A I~ALTY FOR THE
VIOLATION OF THE PROVISIONS HEREOF.
AND SAME WAS READ IN FULL BY THE CLERE.
Thereupon Commissioner Lesher moved that the rules be waived and said ordinance No. 396
be placed on its final passage amd adoption.
Seconded by Commissioner Bishop.
Thereupon the question recurred upon the waiver of the rules. The rol~ was called and

AVENUEAND MELLONVILLE AVENUE IN THE CITY OF SANFORD AND PROVIDING A PENALTY FOR THE
VIOLATION OF THE PROVISIONS NEREOF.
On motion duly adopted ordinance No. 396 was next ordered POSTED at the front door of
the City Hall in the City of Sanford, Florida, in accordance with the terms of the Oharter,
as amended.

Application next received from C.B.Palmer for permit to sell beer and wines at his
restaurant located at State Farmers' Market, and on recommendation of Chief of Police, same~
was approved.
On motion of Commissioner Williams, seconded by Commissioner Bishop and carried, the
Commission next approved the employment of Geo. V.Smith as police patrolman at salary of
$15q.00 per month to fill vacancy created by resignation cf H T G~ff; Harold R. Billlgsley
at salary of $154.00 per month fo fill vacancy created by resignation of ~, N Tindale,
and Ralph H Geiger at salary of $15~.00 per month %o fill vacancy created by resignation
of A.L. Tlndale.
On motion duly carried, the Commission next approved the employment of Julian Willlamson
as assistant engineer at the Water Plant at salary of $165.00 per month,effective as of
July 16,1946, to fill vacancy created by resignation of George M.Giles.
On motion of Commissioner Bishop, seconded by Commissioner Williams and carried, the
Commission next approved the payment of $50.00 to R.W. Ware, County Judge for services ren-
dered in acting as Municipal Judge for the two weeks that Municipal Judge Sharon was on
vacation leave.
On motion of Commissioner Bishop, seconded by Commissioner Williams and carried, the
Commission next granted the Hill Hardware Company an option for 90 days to purchase the
S. 23.3 ft of Lot ? and all Lots 9 and l0 of Block 11, Chapman & Tuoker's Addition, at
price of $1,500.00.
Letter next submitted from Wlnn & Lovett Grocery Company notifying of termination of
lease agreement with the City on the warehouse and dock facilities leased to them for term
of five years ending Nay ,1949, for which they have paid rent until kay 8,1947; advising
that they had made an estimate of cost of making the necessary repairs to this building
and decided to terminate the lease instead of repairing it.
Thereupon the Commission accepted termination of lease agreement with Wlnn & Lovett
Grocery Company on the aforesaid property, and on motion duly carried,authorized the City
Manager to have the building repaired by contract service.
Communication next read from Mr. Francis P.Oddo advising that their excursion boat
would be complete in approximately three months, which they propose to operate on Lake
Monroe.
Communication next read fl-om Smith & Gillespie, Engineers, outlining in detail the pro-
posed plans and specifications for the sewage disposal plant, and same were approved by
the Commission.
The Greens Fuel Oil Company of Orlando, distributors of bottled gas, next registered
a protest against the City imposing the utility service tax on fuel oil consumed for heating
and cooking purposes, and same was taken under advisement.
Communication next read from Municipal Judge Bharon recommending the reinstatement of
driver's licenses of Stanley Coleman and Leonard Hale that were revoked by the Mu~lcipal
Court under date of July 12,1946, as a part of sentence imposed on them for reckless
driving.
Thereupon Commissioner Lasher moved the approval of the recommendations of the
Municipal Judge and that the Clerk be directed to request the State Department of Public
Safety to return the aforesaid driver's licenses to the said defendants.

Thereupon after considerable d~scuss£on, the City Manaier was authorized to obtain sep-

9 cu.yd, capacity, and bids for furnishln6 one truck of lb to 2 ton capacity for mountln~
the refuse collector body, to be received by the City Commission at ?:30 o'clock P M.

On motion of Commissioner Bishop, seconded by Commissioner Williams and ca,tied,
the Commission next appointed D.C.Btafford, Master Electrician, to serve on the Board of
Electrical Exsuminers in the absence of Mr. E.B.Handall, Jr.
On motion of Commissioner Williams, seconded by Commissioner Bishop and carried,
the Co~mission next approved the sale to Mrs Helen M Phillips, of Lot 20 Woodruff SUbdiv.
at price of $100.00; sale to J.W. Flyn% Jr, of Lots 1,2,10 and 17 thru 22 of Block 3
Bel Air; at a price of $17550.OO; sale to Ralph L Peters of Lot 11 of Block 10 Bel Air,
at price of $200.00; and sale of Lot 14 of Block 10 Bel Air to Clifford E.Johnson at
price of $200.00.
On motion duly car~led, the Commission next approved the conveyance without cost to
H.T.Cowan of the followin6 lots in ~/a6nolia HeiEhts reserved for war veterans upon their
written request to the City: Lot 60 for E.G.Echole; Lot 6~ for S.¢ecll Bales; Lot 66 for
Jim Riser; Lot 69 for Gordon L. Bradley; Lot ?0 for Geo.H.Willlams Jr,: LOt 75 for G.W.
