Application next received from Willie McClintock for permit to sell beer and wines at
Thirteenth St. and Railroad, and at request of Chief of P~lice, same was denied because of
several vendors of beer and wines already operating within this area.
Application of William Lewis for permit to operate a dance hall at soul, west corner of
Thirteenth St. & Williams St. and on recommendation of Chief of Police 'same was granted.
Application next received from Early Hall for permit to s ell beer and wines at southwest
corner of Cypress Ave and Fourth St., and at request of Chief of Police , same was denied
because of several vendors of beer and wines already operating *ithin this area.
Application next received from Mrs Velma Gonzales for franchise to operate a bus for
carrying colored passengers to and from Caanan-Midway section and Crooms Academy.
Thereupon after considerable discussion, Commissioner Williams moved that the City
Attorney be authorized to prepare the necessary ordinance granting Mrs Gonzales a franchise
to operate a~bus.line_in the~Clty,~an~_that she be granted a temporary permit to operate such
bus line until the ordinance can be adopted by the Commission.
Seconded by Commissioner Lesher and carried.
Commissioner Hill next introduced Ordinance No. 39?, entitled:
ORDINANCE No. 397.
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA , ESTABLISHING PARKING METER ZONES IN SAID
CITY; PROVIDING FOR THE INSTALLATION OF PARKING ~ETEP~ IN SAID ZONES; REQUIRING DRIVERS OF
VEHICLES DESIRING TO PARK VEHICLES IN SAID ZONES TO PARK THE BA~ IN SPACES MARKEDOFF FOR
SAID PURPOSE A~D TO PAY THE CHARGES HE, IN SPECi'FIED; ~RESCRIBING CHARGES TO BE MADE FOR
THE USE OF SUCH PARKING SPACE, DECLARING THE PURPOSE FOR WHICH SAID CHARGES ARE ~ADE AND
THE PURPOSE FOR WHICH FUNDS ARISING FROM SAID CHARGES ARE TO B E USED; MAXING ~T UNLAWFUL
FOR ANY PERSONTO PARK VEHICLES IN SAID ZONES WITHOUT PAYING THE CHARGES HEREIN PRESCRIBED

Thereupon Commissioner Hill moved that the rules be waived and said Ordinance No. 39?
be placed on its final passage and adoption.
Seconded by Commissioner Williams.

On motion duly adopted Ordinance No. 397 was next ordered PUBLISHED in the '~anford
Herald.
On motion of Commissioner Hill, seconded by Commissioner Williams sad carried, the Clerk
was next authorized %o open the ~/unicipal Registration Books on September 16,1946, for the
Municipal Primary Election to be held on the first Tuesday after the first Monday in November
1946, in accordance with the terms of the Charter.
On motion of Commissioner Lesher, seconded by Commissioner Willlsms and carried, the
Commission next approved the employment of the following personnel for maintaining, operat-
ing and securing the Sanford Naval Air Station in accordance with the provisions and
requirements of the Revocable Permit obtained from the Navy:
Wlllard O.Stansell as chief operator of water utilities and sewage disposal plant
at salary of $190.00 per month; J.L. Dunn ss assistant operator of water utilities and
sewage disposzl plant at salary of $165.00 per month; B.H.Giles as fireman and guard at
J.E.Bedenbaugh as fireman and guard at salary of .$150.00 per.mogth;.
salary of $150.O0 per mont~,/one part-time fireman and guard /'our ~ays per wee£ a~ sa,ary
of $5.75 per day; and two colored laborers at wages of 60~ per hour.
On motion of Commissioner Hill, seconded by Commissioner Lesher and carried, the
Commission next approved the purchase from Cohu & Torrey, New York , of 9 Refunding Series
A bonds at price of $665.00 each.
Report of August Analysis of milk from all dairies operating in Sanford as prepared by
L.R.Scribners' Laboratories at Orlando , next pre~ented, such report showing all such
milk within the requirements of "Grade ~ Milk.".
Fire Chief Cleveland next reported that fireman B.A. Gnann who was granted a leave of
absence of six months had reported back on duty as of August 16,19~, relieving J.T.Bennett
who was employed during his absence, and on motion duly adopted, same was approved.
On motion of Commissioner Lesher, seconded by Commissioner Williams.and carried,
the Commission next approved the Fire Insurence Policy of Glens Falls Insurance Company
in amount of $5,000.00 covering the warehouse building of which lease to Winn & Lovett
Grocery Company terminated on August 1,19~6.
The City Manager next reported that he had contracted Mr. Otto Caldwell to furnish the
labor and materials to repair the aforesaid warehouse building and docks on a cost plus
basis, and on motion duly adopted, same was approved.
On motion of Commissioner Lesher, seconded by Commissioner Williams and carried
the Commission next authorized and directed the Clerk to refund 1945-46 occupational
license No. 965 in amount of ~25.00 issued to Mrs G. Jensen under date of June 10,1946,
to opera, re 2 pool tables at 206 Magnolia Ave., said license being refunded because
Mrs Jensen was unable to acquire the pool tables.
The local photographers with ~/r. A.Wieboldt as spokesman , next appeared and submitted
a copy of an ordinance adopted ~y the City of Lakeland, relatlng to canvassers and solicitors
taking orders for photographs, pictures and enlargements, and requested the Commission to

The City Commission of theCity of 8anford, Florida met in adjourned session at
the City Hall in the City of Sanford, Florida, at 2:00 o'clock P M August 2?, 1946.

Co~ lderation next given to following applications to lease certain buildings on the
Sanford Naval Air Station to be used for various types of industries:
American Meter Company; Benson Coffee Company; Brewster Shirt Mfg. Co. , Central
Florida Foods, Inc,; Echols Bedding & Furniture Co; Florida Fruit Products Company;
Frank Shames Dress Mfg Co.; Stapler and McMlllon; and J.P.Thurmsn.
Thereupon after considerable discussion it was the opinion of the Commission
that the City did not have authority under the Revocable permit to lease any of the
buildings and facilities for commercial use without the consent and approval of the
Navy and War Assets Corporation, and the Mayor was authorized to direct an application of
request to the proper authorities relative to leasing some of the buildings located
on the Sanford Naval Air Station to commercial enterprises.
Further consideration next given to the tentative lease agreement with the
