The City Commission of the City of Sanford, Florida, met in adjourned session
at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P M September 3, 1946.
Present: Commissioner H.James Gut, Mayor.

Mr. J 0 Adams, Assistant General Freight Agent of the Atlantic Coast Line Railroad
Company, next appeared before the Board and requested a permit to rebuild their freight
warehouse on north Myrtle Avenue of frame structure with sheet metal sides and roof, which
is located in the Fire Zone.
Thereupon after considerable discussion and in view of %he fsct that this location is
in a congested area in the Fire Zone and that two fires have occured in said warehouse
within the past year, destroying the old warehouse and the temporary structure, the
Commission denied the Atlantic Coast Line Railroad Company a permit to rebuild a frame
structure building at the aforesaid location, but authorized a permit to construct a ware-
house building of concrete floors and walls with frame rafters and sheeting covered with
asbestos roofing.
Application next received from Loomls C.Leedy, Orlando, for option for 30 days to
lease the City's lakefront property for the purpose of development for port facilities,
in accordance with the terms and conditions of Resolution No. ?09 adopted by the City
Commission under date of July 30,1946.
Thereupon after careful consideration, Commissioner Williams moved that Mr. Leedy
