Meeting called to order by the Chairman. Current invoices and payrolls for month of August, 1946, properly audited and vouchered as evidenced by vouchers Nos. 9351 thru 9440 submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire and Library Departments for month of August, 1945 submitted and exemlned. Financial statement and statement of revenues and expenditures during month of August 1946, submitted and examined. B~nk statements in all accounts for month of August 1946,properly reconciled, submitted and examined. ~r. Geo. A.DeCottes, resident of 1920 Park Avenue, nest presented a petition signed by ninety residents of Park Avenue between Third and Twenty-fifth Streets, requesting the Commission to divert all truck traffic from Park Avenue and designate French Avenue as a truck route; also that Palmetto Avenue be designated as a through street for passenger vehicles so as to relieve Park Avenue from the con~ested traffic. Mr. J.D.Wright next spoke on behalf of the Junior Chamber of Commerce and requested that French Avenue be designated as a truck route and that the Commission adopt a resolution requesting the State Road Department to reconstruct French Avenue as a farm to market road. Mr. Rupert Strickland, operator of automobile service station at 301 Park Avenue next addressed the Commission in opposition to diverting truck traffic from Park Avenue, stating that it would create a hardship on all the service stations located on Park Avenue and also afl'eot other similar merchants in the business section because the sales of gasoline and other supplies to truckers represented a large percent of their business. Mr. E F Lane, resident of 510 Park Avenue, next stated that it was not the desire of the petitioners to divert business from any of the local merchants but it was their desire to be relieved Of the traffic noises caused by the heavy trucks. Thereupon after conslderaOle d'Iscussion, Commissioner Bishop moved that the Commission adopt a resolution requesting the State Road Department to reconstruct French Avenue as a farm to market project, and that signs be placed at the north and south entrances of said street designating it as a truck route. Seconded by Com~Assioner Hill and carried. Mr. Bralley 0dham ne~t appeared on behalf of the Junior ChsmOer of Commerce and outlined their proposed winter tourist recreation program that will be sponsored jointly with the Seminole County Chamber of Commerce, and requested theCommisslon to appropriate funds in amount of $2,000.00 in the 1946-~? Thirteenth Street to 1013 W. Thirteenth Street, and on recommendation of Chief of Police, same was approved. Application next received from Pentland,Gray & Noore, Accountants & Auditors for the regular annual audit of the City's books covering the fiscal year ending September 30, 19~6; the agreement being that the total cost of the audit will not exceed $~50.O0, and if any saving in time can be effected, the City will receive the ~eneflt of such saving. Thereupon Commissioner Williams moved that Pentland,Gray & Noore be awarded the annual audit of the City's books for the fiscal year ending September 30,19~6, in accord- ance with the terms of their application. Seconded by Commissioner Bishop and carried. On motion of Commissioner Hill, seconded by Commissioner Williams and carried, the Commission next approved the purchase from Cohu & Torrey, New York City, of three refunding Series A bonde at a price of $665.00 each. Commissioner Williams next introduced Ordinance No. 398, entitled: ORDINANCE NO. 398 AN ORDINANCE OF THE CITY OF SANFOBD,MLORIDA, ANENDING SECTION 310 OF THE REVISED ORDINANCES OF CITY OF SANTOMD, OF 191~, SAID SECTION RELATING TO SLAUGHTER HOUSES AND O~FAL. and same was placed on its first reading and read in full by the Clerk. Thereupon Commissioner Bishop moved that the rules be waived and said Ordinance No. 398 be placed on its final passage and adoption. Seconded by Commissioner Hill. Thereupon the question recurred upon the waiver of the rules. The roll was called and the vote stands ae follows: Commissioner Gut Aye " Bishop Aye " Hill Aye " Will isms Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida by unanimous vote had passed and adopted said Ordinance No. 398, entitled: AN ORDINANCE OF THE CITY OF SANFORD,FLORIDA,k~ENDING SECTION 310 OF THE REVISED ORDINANCEB OF TPr32~ CITY OF SANFORD, OF 191~, SAID SECTION RELATING TO SLAUGHTER HOUSES AND OFFAL. On motion duly adopted Ordinance No. 398 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter, as amended. Further consideration next given to application of Central Florida Quick Freeze & Cold Storage Company, Inc., to operate an abattoir in conjunction with their cold storage plant at 401-09 W. Thirteenth St. Thereupon after considerable discussion and being further assured that there will be no offensive odors from this abattoir, and in view of the fact that the Florida State Board of Health has approved the plans and specifications for the construction of same, it was the opinion of the Commission that a modern abattoir of %his type would be beneficial in safe~uardin~ the health of the community, and on motion of Commissioner Blshoo. seconded MINUTES CITY COMMISSION, SANFORD, flORIDa,__September 9 at 7:~0 P ]~ 19 u~ West Thirteenth St. in accordance with the provisions of Ordinance No. 398 of the City of Sanford, conditioned that all livestock entering upon said premises will be kept inside of the cold storage plant building. Further consideration next given to request of Central Florida Quick Freeze & Cold Storage Company Inc, to lease from the City a part of the municipal waterworks property located immediately south of their cold storage plant for the purpose of constructing a holding pen to b e used in connection with their abattoir, and on motion duly adopted, same was denied because of said location being adjacent to the residential section. Application then received from Central Florida Quick Freeze & Cold Storage Company, Inc., for option for 90 days to lease the old airport property located on South Sanford Avenue for the purpose of operating a holding pen and stock yard in connection with their abattoir, and on motion of Commissioner Hill, seconded by Commissioner Williams and carried, same was granted. On recommendation of Chief of Police Williams , and on motion of Cofmmissioner Hill, seconded by Commissioner Bishop and carried, the Commission next authorized the employment of Paul E. Trued as 'police desk sergeant and radio maintenance man at salary of $172.00 per month, effective as of September 1, 1946. The City ]~anager next reported that the wire fence around Evergreen Cemetery has deterioated to such an extent that it is beyond repair and has been in a dilapidated condition for the past three or four years but new fencing was not available to replace it during the war; advising that the Cyclone Fence Company, Savannah Ga. can now furnish galvanized chain link fencing and has quoted a price of $??9.00 for furnishing and in- stalling 791 lineal feet of 4 ft. galvanized chain-link fence with 3/4" galvanized pipe rail at top, including necessary poet, gate and fittings, for replacing the fence on front side of the cemetery; and can furnish ~ ft. length galvanized post at a price of $1.10 each for replacing balance of fence with hog wire. Thereupon after careful consideration, Commissioner Williams moved that the City Manager be authorized to purchase 791 lineal feet of 4' galvanized chain-link fence from the Cyclone Fence Company at a price of $7?9.00 installed, and to purchase the necessary fence post for replacing balance of fence around Evergreen Cemetery. Seconded by Commissioner Bishop and carried. Further consideration next given to recommendation of Zoning Board of Appeals that a' Public Hearing be held to consider transferring lots 1,2,3 and 12 of Block 1, Highland Park and lots 156 and 157, Sanford Heights, from District R-1-A ( One Single Family) to District C-1 ( Commercial - Retail) This property located at southeast and northeast corners of French Avenue and Twentieth St. Thereupon after considerable discussion, Commissioner Bishop moved that a Public Hearing be held at 8:00 o'clock P N. September 27,1946, to consider the aforesaid changes in boundaries of the Zoning Ordinance and thst legal notice of such hearing be published in the Sanford Herald. Seconded by Commissioner Williams and carried. Seconded by Commissioner Bishop and carried. Application next received from the St. Johns Reelty Company to purchase the south portion of the waterworke pumping station property, and ssme was declined becense said property is not for sale. Commissioner Bishop next introduced Ordinance No. 399, ORDINANCE NO 399. entitled: AN ORDINANCE OF THE CITY_ OF SANFOBD,FLORIDA RELATING TO CANVASSERS AND SOLICITORS TAKING ORDERS FO~ PHOTOGRAPHS,PICTURES AND ENLARGEi~ENTS THEREOF; REQUIRING SUCH CANVASSERS AND SOLICITORS TO PR~OCURE A PERMIT FROM THE CITY CO~ISSION TO ENGAGE IN SUCH BUSINESS; REGULATING THE BUSINESS OF SUCH CANVASSERS AND SOLICITORS, AND REQUIRING A BOND FOR THE FAITHFUL PERFORI~NCE OF THEIR CONTRACTS; REQUIRING THE PAYMENT OF A LICENSE TAX TO ENGAGE IN SUCH BUSINESS, AND PRESCRIBING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OFTHIS ORDINANCE. and same was read in full by the Clerk. On motion duly adopted Ordinance No. 399 was next ordered POSTED at the front door of the City hall in the City of Sanford, Florida, in accordance wl~h the terms of the Charter, as amended. Request next received from J.N.Crooms, Principal of Crooms Academy, for permission to use the Municipal Baseball Park for playing thir home football games during the coming season. Thereupon after careful consideration, the Commission granted Crooms Academy the use of the outfield only of the baseball park for playing football games but not for practice purposes. On motion duly adopted the Commission next authorized the Public Liability and Property damages insurance on all motor vehicles increased from $5,000.00 for one person and $10,000.00 for one accident to $10,000.00 for one person and ~$~,000.00
