The City Commission of the City of Sanford, Florida, met in Special Session
at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P M September
27,1946 for thepurpose of a Public Hearing to consider changes in the boundaries
of certain districts of the Zoning Ordinance.

Meeting called to order by the Chairman who directed the Clerk to read the le-
gal notice of this Hearing that was published in the Sanford Herald on September
11,1946, as follows:
NOTICE OF PUBLIC HEARING ON PROPOSED A~ENDMENTS AND CHANGES IN BOUNDARIES
OF CERTAIN DISTRICTS OF ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the office of
the City Commission in the City Hall in the City of Sanford,Florida, at 8:00
o'clock P M on the 2?th day of September, 1946, to consider the following changes
and amendments in the Zoning Ordinance of the City of Sanford, Florida:
The property Zoned in District R-1-A ( One Single F~mily), described as
Lots 1,2,3, and 12 of Block 1 of Highland Park Subdivision, located at
southeast corner of Twentieth Street and French Avenue, proposed to be
changed to C-1 ( Commercial-Retail ) District.
The property Zoned in District R-1-A ( One Single Family), described as
lots 156 and 157 of Sanford Heights Addition, located at northeast corner of
Twentieth Street and French Avenue, proposed to be changed to C-1 (Commercial-
Retail) District.
All parties in interest and citizens
at said hearing.

The Chairman then stated that the Commission would be glad to hear any pro-
test from partles interested in the changes suggested in the foregoing notice.
Thereupon Mr.L.S.Harkey, spokesman for the following property owners appearing
in protest to the said change, requested the Commission not to zone the aforesaid
property for business uses because it is located in the center of residential
section and they feel that there are sufficient properties available in the areas
already zoned for retail business to suoply the demands for new enterprises.

Mr Julian Stenstrom next addressed the Commission in opposition to the pro-
posed change, stating that he had purchased a lot in Highland Park Subdivision
for a home site because the property in that area was zoned strictly for residential
purposes.
Mr Harry Carrington, owner of lots 156 and 157, Sanford Heights, located at
northeast corner of Frenoh Avenue and Twentieth Street next stated the reason for

Thereupon after a further study of the Zoning Map, 0ommissloner Williams moved that
the Commission decline the request to amend the Zoning Ordinance so as to transfer
Lots 1,2,3 and 12 of Block l, Highland Park, and Lots 15o and 157, Sanford Heights,
from District R-1-A ( One Single Family), to District C-1 (Commercial-Retail.)
Seconded by Commissioner Bishop and carried by the following vote of the
Commission:
