102846-Regular Session MINUTES City COMMISSION, SANFORD, FLORIDA,__ Oat at .7:3o P 19 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P Y October 28, 1946. City 1,ianager & Clerk H.N, Sayer ,, Chief of Police R.G.Williams Absent: Commissioner Lea R. Lesher. Neeting called to order by the Chairman. Mr & ~,~.rs E.F. Lane, owners of theold burned garage building located on Lots 9,10, 31 and 32 of Block M. First Street Extension and their representative Attorney Hull, next appeared before the Board in response to the notice that the Commission would take action at this meeting to institute condemnation proceedings to have this building demolished and removed , and submitted affidavits of F.B.Ashdown,F.A. Dyson and T.$. Crawley, local building contractors, and Fire Chief Cleveland, certifying that they had made an inspection of this building and found that it had not been destroyed or damaged more than fifty per cent by fire and that the remaining walls and floors can be used for reconstructing the building; stating that the reason that it had not been reconstructed was because of the restrictions and shortage of building materials during the war emergency; also stating that they have a prospective purchaser that will buy this property providing the City will grant a permit to reconstruct the building for its original purposes, that of operating a storage garage. Thereupon after c~reful consider~tion, and in view of the fact that the aforesaid building was originally constructed for the purpose of oper~ting an automobile storage garage in conjunction with the ~ayf~ir Hotel, which is permissible at this loc~tion under the Zoning Ordinance, Commissioner Bishop moved that the City grant the purchaser of this property a permit to reconstruct the building for this purpose. Seconded by Commissioner Hill and carried. Mr. A.Edwin Shinholser next appeared and made a further request for the Commission to revoke the permit granted Central Florida Quick Freeze and Cold Storage Company, Inc. to construct and operate an abattoir at 401-09 W. Thirteenth St. No action taken. The following bid next received for furnishing 500 ft. of 2~" and 200 ft. of l~" fire hose for the Fire Department-' HILL HARD~iVARE C0~IPANY 2~" Eureka I~ultex 2-ply Multiple Woven Hose at 1.50 per ft. l~" Eureka ~.~ultex 2-ply Multiple Woven Hose at 1.02 per ft. Thereupon Commissioner Bishop moved that Company for furnishing 500 ft. of 2½" and 200 ft. Fire Hose at the aoove stated prices. Seconded by Commissloner Hill and carried. The Clerk next reported that 1~'r. Applicstion next received from J F Sparks Shows for permit to conduct a carnival in ganford during week of November ll thru 16th,1946. Thereupon after considerable discussion and in view of the past experience in policing carnivals because of their failure to operate in a proper and legal manner, the Commission denied the aforesaid application. On motion of Commissioner Hill, seconded by Commissioner ~illiams and carried, the Commission next authorized the purchase of a street marker machine from G.N.Speiss Equipment Company, Eilwaukee, Wis. at a price of $225.00 to be used for the purpose of painting traffic lines and parking zones. Request next received from E.G. Kilpatrick Jr. 1'or year 1946 on lots 59 and 60 of Sanford Heights, to be allowed the homestead exemption application for such exemption at the proper time having been neglected thru an oversight. Thereupon Commissioner Hill moved that the homestead exemption be allowed. Seconded by Commissioner Bishop and carried. Consideration next given to the several requests on file for the City to ins%sll street lights at numerous locations. Thereupon after careful study of the necessity for the lights at the different locations, Commissioner Bishop moved that the Florida Power & Light Company be authorized and directed to install an overhead bracket street light of 100 c.p. st each of the following street intersections: Palmetto Ave. and 14th St.; Olive Ave and 12th St. Oleander Ave. and 12th St; 13th St. and Olive Ave.; 13th St. & Oleander Ave. ; 13th St. and Mulberry Ave.; 13th St. and Southwest Moad; Lilly Court and S.Grandview Ave; and Locust Ave. and Catalina Drive. Seconded by Commissioner Mill and carried. Communication next read from the Florida Council of the Blind requesting the City to adopt the standard "White Cane" Ordinance for the protection of the blind. Thereupon the City Attorney was directe~ to prepare such ordinance for adoption. The City Manager next reported that R.T. Cowan failed to repair the sidewalk on Palmetto Ave. abutting Lots 1,2 and 3 Block 3 T~r 3, E.R. Trafford's ~ap, in accordance with Resolution No.~O8 adopted by the City Commission under date of July 30,1946, and that he had contracted A.J.Thompson Construction Company of Orlando to repair it at a cost of $200.00 , for which a lien will be filed against this property, and on motion duly adopted, same was approved. Er. Jack Ratigan, President of Junior Chamber of Commerce, next submitted the plans and specifications of the proposed Tourist Information Building to be constructed at MINUTES CITY COMMISSION, SANFORD, FLORIDA,_OcL0ber 2~ at 7:~0 p M' and directed the City ~anager to a dvertlse for bide for furnishing all labor and materials to construct same, to be received by the Commission at the meeting of November 12,1~46. Mr. Ratigan next submitted aoplicstion of E.E.Losey and J.W.Mileski of S~ybrook Conn. to establish and operate a seaplane base in Lake Nonroe, and same was referred to Nr Roy A Browning who has an option to construct and operate a seaplane base in connection with his lease on the ~unicipal Airport facilities. Er H B Pope next appeared on behalf of the local Coast Guard Auxiliary and requested a lease on the Yacht Club Building for their activities, stating that it will also be made available for use by the 8anford Nav~l Reserve Unit, the Sea Scouts, the Outboard Rotor Association and ~ny other watercraft activities; also stating that the building is now in a very bad state of repair and the Coast Guard Auxiliary will replace the necessary piling supports if the City will furnish a carpenter and labor for making the other repairs. as to Hill, Thereupon after considerable discussion, action was deferred, pending the estimated cost of repairing the yacht club building, and the Mayor, the City Manager and Supt. RiChard were aopointed as a committee to make an next introduced Ordinance No. OPDINANCE NO. 405. of same. Commissioner Hill 405 , entitled: information Commissioner inspection and same was placed on its first reading and read in full by the Clerk. The City Manager next advised of the necessity of placing an additional truck in service for the collection of trash and lawn cuttings in order to expedite the services rendered in residential sections; stating and with only two trash trucks in service, cover the City on regular scheduled routes, and that dally by the residents because this service is inadequate. that due to t~e increased population, it is requiring from four to six weeks to complaints are being registered Thereupon after considerable discussion and on advice of the City Manager that the City has a truck available for this purpose, the Commission authorized the expenditure for employing the necessary personnel and placing sn additional trash collection truck in service. There being no further business the meeting then adjourned until 2:00 o'clock P.M.. November 2, 1946.
