The City Commission of the City of Oanrord, Florida, met in adjourned session at
the City Hall in the City of Sanford, Florida, at 2:00 o'clock P.~. November 2, 1946.
Present: Commissioner H.James Gut, Mayor.

Neet~ng called to order by the Chairman.
Commissioner Lasher and Mr Edward Higgins gave a report on their conference in
Washington D.C. with officials of the War Assets Administration relative to the City ac-
quiring the Sanford Naval Air Station property for ~use as a municipal airport, hospital
and medical center, and vocational training school; advising that they approved the lease
agreement with ~r. Roy A. Brownlng for operating a flight training school in connection
with operating a public airport, and the agreement with Fernald-Laughton Memorial Hospi-
tal ~or using certain buildings for operating the hospital and medical center, but did not
approve the lease agreement with the West Virginia Training School Inc. for operating the
vocational training school because of the consideration of funds the City will receive
in form of rent; stating that the City will have to re-negotiate this agreement so aa
to eliminate any lease money and enter into an agreement with the school to pay the City
for services rendered, such as utilities, sewage disposal, street lighting, flre and police
protection, etc; also stating that the buildings and personal property will be conveyed
to the City without cost to be used for educational purposes for ~ period of ten years
and the City will only be allowed to sell the land to the school because the improvements
were constructed thereon by the Government.
Thereupon after considerable discussion and on motion duly c~rried, the City Attorney
w~s directed to prepare a new lease agreement to be entered into with the West Virginia
Training School, Inc, whereby the City will lease the land, buildings and personal prop-
erty to them for s period of ten years for the consideration of $1.00 per year, condition-
ed that it be used for educational purposes, and will convey all tae property to them
witho~ cost at expiration of lease agreement.
Communication next read from Florida Airways, Inc., Orlando, advising that they will
start their scheduled air services through Sanform on ~ovemOer 15, anm the Civil Aero-
nautics Administration requires the Beacon Lioht at the airport to ce certified as
a true light and placed in operation before the airport can be certified.
Thereupon Commissioner Lasher moved that the City ~anager be authorized and directed
to have the beacon light certified and placed in operation.
Seconded by Commissioner Williams and carried.
Bill of St. Johns Electric Company in amount of ~427.43, covering services rendered
in re-wiring several buildings at the Ssnford Naval Air Station next presented, and
on motion of Commissioner Bishop, seconde~ by Commissioner Lasher and carried, same
was approven and payment authorized.
On motion of Commissioner Williams, seconded by Commissioner Bishop and carried, the
Clerk and Geo.H.Wllliams, Auditor of the firm of Pentland,Gray and Moore, were next

Application next received from W.B.Williams for permit to move the two story
dwelling at 214 Magnolia Avenue intact over the City's streets and to trim the trees
along the right-of-way in order to clear the house of any obstructions.
Thereupon Commissioner Bishop moved that the aoplication be denied because of
the damages in trimming the trees.
Seconded by Commissioner Lesner and carried.
The City ~ansger next reported that Llngle and Williams picked only 865 Ooxes of
oranges from the grove on the Sanford Naval Air Station property before beln~ stopped
by the Navy, claiming that the City had no authority to dispose of this
