Current invoices and payrolls for month of October 1946, properly audited and vouchered as evidenced by voucher Nos. 9552 thru 9667, submitted, examined, a~proved and payment authorized. Monthly reports oi' streets, airport departments for month of sanitation, health, water, police, fire,llDrary and OctoOer 1946, submitted and examined. Financial October 1946, submitted and examined. Benk statements in all accounts for month submitted and examined. The group of residents from vicinity of statement and statement of revenues and expenditures during month of of October 1946, properly reconciled, Thirteenth St. end Elm Ave. who presented petition at the meeting of October 14, in protest egeinst the permit grsnted Central Florida Quick Freeze & Cold Storage Company Inc. to construct and operate an abattoir in the building located at 401-O9 West Thirteenth St., next appeared end made a further request for the Commission to rescind the ordinance under which this perm~ was granted. Mr. Alex Johnson, President of the Central Florida Quick Freeze & Cold Storage Company, Inc, then submitted the returns on poll claimed to have been taken I~rom citizens residing within this same area, showing sixty-five in fsvor of the abattoir ~.nd flft~en ~bteatln~ t,n ~t. Fred W.Ball next spoke in opposition to ~.llowing l~e abattoir to be operated at this location. There being no further protest registered, the Chairman ordered a twenty minute recess, after which the Commission reconvened to give further consideration to the matter Thereupon after a further discussion, Commission Williams moved that the City Attorney be instructee to prepare an amendment to Ordinance No. 398 so as to prohibit the operation of abattoirs and slaughterhouses within the City, for passage and adoption at the next regular meeting of the City Commission, and further moved that said amend- ment be approved and adopted at the next regular meeting. Seconded by Commissioner Bishop and carried by the following vote of the Commission: Commissioner Gut A~'e " Bishop Aye " Hill Aye " Lasher Aye " Williams Aye Bill of Attorney G.i,.Spencer in amount of $100.00 for legal services in rendering an opinion on the construction and operation of abattoirs next presented, and on motion of Commissioner Lesher, seconded by Commissioner Williams and carried, same was approved and payment authorized. The Clerk next submitted a check in amount of $3,930.oo received I'rom Bureau of Community Facilities, Federal Works Agency, representing balance of funds advanced for prepa~ing plans and specifications for the proposed sewage disposal plant, and same was ordered accepted and deposited in the Public Projects Fund. Bill of Smith & Gillespie, Engineers, in amount of $3,930.00 for balance of engineer- ing fees for preparing the plans and specifications for the aforesaid eewege dlsoosal plant, in accordance with terms of their contract, next presented and on motion of Commissioner Bishop, seconded by Commissioner Lecher and carried , same was approved and payment authorized. The following bids next received for furnishing all labor and amterials in construc- lng a Tourist Information Building, in accordance with plans and specifications furnished by the City: T.S.Crawley, Sa:~ford 5,989.30 W.F.Ravenel Company, Sanford James C.Hudson, Orlando 5,402.79 4,162.00 Thereupon Commissioner Bishop moved that the contract be awarded to the lowest bidder, that of James C.Hudson, in amount of $4,162.00. On motion duly adopted Ordinance No. 405 wes next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in Charter, as amended. Communication next read from Ur. James $.Rivers, Cordele, Federal Communications Commission was approving his permit to accordance with the terms of the Ga. advising that the operate a radio broadcasting station in Sanford, and requested the City to prepare the lease agreement on the pro- posed site to be furnished by the City. Thereupon the City Attorney was directed to prepare the lease agreement to be entered into with Mr. Rivers for establishing and operating a radio broadcasting station on the City owned property located immediately east of the lgayfair Hotel. The City *'Manager next reported that the meeting of November 5, 1945, a request was made-by t~an~'ord State Farmers' ~arket for the City to ~r'ant the ~tate Road Department an easement to the south 12 feet of tiae right-of-way of Thirteenth Street adjacent to the market property for the purpose of constructing a loading zone, which the Commission agreed to , provided the State Road Department would install the necessary drainage facilities to adequately drain the street along this area; stating that no further action was taken on the matter because the State Farmers' Market did not reply to the City's letter, and now the State Road Department is constructing the loading zone without a permit or easement from the City. Action deferred. Communication next read from N L Bryan,Jr. Division Engineer of the State Road Department, advising that pursuant to receipt of Resolution No. 713 adopted by the City Commission October 14, 1946, requesting the State Road Department to reconstruct French Avenue for the purpose of a farm to market road and truck route, a survey was made of this street and it was found that the responsibility for maintenance and improvements is that of the City and not the State Road Department. On motion duly adopted, the Commission next approved the sale to Geo. C.Hardin of Lot 17 of Block 13 Bel-Air, at a price of $75.00. This property having been acquired by the City thru foreclosure of taxes and specia$ assessment liens. The Clerk next adviseC that R.T.Cowan had failed to construct the sanitary sewers to service the lots in Magnolia Heights and San Lanta Second Section Subdivisions in accordance with the terms and conditions of his option agreement dated February 25, MINUTES CITY COMMISSION, SANFORD, FLORIDA, November 12: at 7:_~0 ? 46 397 New York City, at a price of $657.5© each. Thereupon after considerable discussion, theCommission ordered that Mr. Cowan be notified tha. t his option for twelve months from February 25,1946 , to purchase the afore- said lots at a price of $20.00 per lot, excepting the first twenty conveyed, has been forfeited because of his failure to perform in accordance with the terms and conditions stipulated in the purchase option agreement; and that the forfeiture reverts to a balance due the City in amount of $130.00 on each of the five additional lots conveyed to him under date of May 17,1946, at the price of $20;00 each subject to the conditions of the option agreement. On motion duly adopted the Commission next authorized the City to furnish water for the buildings occupied by the ~ar Assets Administration at the Sanford Naval Air Station at a flat rate of $1.00 per day. Upon the request of Fire Chief Cleveland, and on motion of Co~missioner Williams, second e~ by Commissioner Bishop and carried, the Commission next authorized the employ- ment of en extra fireman for a period of ninety days to assist in the repairing and painting of fire hydrants. On motion duly carried, the Commission next authorized the purchase of winter uniforms for t~e policemen and firemen from Yowell Company and W.E. Watson. The City Manager next reported that the St. Johns River Line Co~r~pany had failed to make the necessary repairs to their dock so as to place it in a sefe condition. Thereupon the City Attorney was directed to prepare a resolution condemning this building as being unsafe, for consideration of the Commission at the next regular meet- ing, and directed the City Manager to notify the action. On motion of Comm~sioner Hill, seconded by the Commission next authorized the salary of Ers. St. Johns River Line Company of this Commissioner Bishop and carried, E.J.Moughton, Librarian, increased Attest: There being no further business November 2~ 1946. the meeting then adjourned until ?:30 o'clock P.M. from $139.70 to $150.00 per month, effective as of Dec. 1,1946. On motion duly adopted the City Attorney and Clerk were next authorized to attend the annual convention of the Florida League of 5~unicipalities to be held in Miami Beach on November 24-2?, the expenses in connection therewith to be borne by the City. On motion of Commissioner Lesher, seconded by Commissioner Bishop and carried, Fire Chief Cleveland was next authorized to attend the State Fire Marshall's Conference to be held in Tampa on November 17-18, the expenses in connection therewith to be borne by the City.
