120946-Regular Session MINUTES CiTY COMMISSION, SANFORD, FLO.IO^, 46 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P M December 9, 1946. Present: Commissioner R.James Gut, Mayor. " Geo. D. Bishop " W.C. Hill " Lea R. Lesher " Robert A Williams City Manager A Clerk M.N. Sayer. Chief of Police R.G.Wllliams Meeting called to order by the Chairman. Current invoices and payrolls for month of November 1946, properly audited and vouchered a~ evidenced by voucher Nos. 9664 thru 9762, submitted, examined, approved and payment authorized. Monthly reports of streets, s~ltatlon, health, water, police, fire, airport and library departments for month of November 1946, submitted and examined. Financial statement and statement of revenues and expenditures during month of November 19~6, submitted and examined. Bank statements in all accounts submitted and examined. Mr B.B. Crumley, local insurance for month of November 1946, properly reconciled, agent, next appeared and outlined a proposal to insure the water plant machinery and equipment, and wells ,machinery and equlpmnet against breakdown with the Hartford Steam Boiler Inspection & Insurance Company, with maximum coverage of $50,000.00 per accident, the cost of premium for three years being Matter taken under consideration. Application next received from A.C.Ginder for permit to sell beer and wines at 1119 Celery Ave, and same was referred to Chief of Police for investigation. Application next received from the Sanford Atlantic National Bank and the Florida State Bank of Sanford to be designated as deoosltorles of City of Sanford funds during the year 1947, agreeing to rurnish satisfactory security in Federal, State, County or Municipal bonds, to be approved as to amount and validity by the City, to protect said funds. Thereupon Commissioner Rill moved that the Sanford Atlantic National Bank and the Florida State Bank of Sanford be designated as depositories of City of Sanford funds during the year 1947. Seconded by Commissioner Lecher and carried. Report of December analysis of milk from all dairies operating in Sanford as prepared by Dr. L.R. Scr~bner'e Laboratories at Orlando, next submitted, such report showing all such milk within the requirements of Grade "A" milk. Bill of Donovan Dean,Architect, Orlando, in amount of $100.00 for services rendered in preparing plans and specifications for the Tourist Information 0enter building next submitted , and on motion of Commissioner Bishop, seconded by Commissioner Williams and carried, same was approved and payment authorized. On motion duly carried, the Commission next aoproved the employment of Edward Wllllamson as assistant water plant engineer at salary of $165.00 per month to fill vacancy er~t~d by r~imn~tion of Tom Lodge on December 4. 19~6. MINUTES COMMmS,O., Dec. 9 at 7:30 19 46 at salary of $154.00 per month to fill on November ~0,1946. On motion of Commissioner Lesher, vacancy created by resignation of B.A. Gnann seconded by Commissioner Williams and carried, the Commission next authorized the enrollment of 44 City employees at a cost of $5.00 each to attend the Grtzzard Courtesy Clinic to be held on December 9th and 10th, which is being sponsored by the local Retail Merchants Association. The Florida Power & Light Company next offered to donate the electricity for lighting the decorative street lights during the Christmas holiday season, beginning December l0 thru New Year~s night, and same was accepted with graditude. The proposed ordinance prohibiting the display of merchandise ,racks,stands and any obstructions on the sidewalks was next presented for consideration and read in full by the Clerk. Thereupon Mr. Tom Smith, proprietor of the Lobby News Stand and Mr. Boles proprietor of ~ickey's Pharmacy aopeared and requested the Commission to re-draft the aforesaid ordlnanee so as to allow the display of newspapers and megazine racks with maximum width of 24 inches, stating that their places of business are too small to display such merchandise on the inside during business hours. Hatter taken under advisement. Communication next read from Roy A. Browning. lessee of the airport facilities, request- ing the City to repair the roof on the hangar building and to repair and place the runway lights in operation for night flying. Thereupon after considerable discussion and in view of the heavy expense that Mr. Browning is assuming in maintaining and operating the other airport facilities, Commissioner Bishop moved that the City repair the roof on hangar building and maintain and operate the runway llghte. Seconded by Commissioner Hill and carried. On motion duly carried, the Commission next authorized the public liability and property damages insurance on the City's fleet of automobiles renewed on December 15, with the two agencies now carrying such insurance. The Chairman next advised the Board that Mr. Tresher of the St. Johns River Line Company had requested the matter of condemnation proceedings on their dock building be deferred until a later date because of their inability to have a representative appear at this meeting, and on motion duly adopted, same was granted. Ordinance No. 4o7, :entitled: ORDINANCE NO. 407 AN ORDINANCE OF THE CITY OM SANFOBD, FLORIDA, A~ENDING SECTION 5 OF ORDINANCE NO 397 ESTABLISHING PARKING NETER ZONES IN SAID CITY, AND ~AXING REGULATIONS IN REGARD THERETO, PASSED AND ADOPTED ON THE 26th DAY OM OCTOBER,19~6, SAID SECTION HEREBY A~ENDED REQUIRING THE PARKING OF VEHICLES IN PARKING SPACE AND DEPOSITING THE REQUIRED SUM IN THE PARKING NETER. introduced and placed on its first reading at the regular meeting of November 25, 19~6, was next placed on its final reading and read in full by the Clerk. SAID SECTION HEREBY A~ENDED REQUIRING THE PARKING OF VE~{ICLES IN PA~KING SPACE AND DEPOSITING THE REQUIRED SU~ IN THE PARKING METER. On motion duly adopted Ordinance No. 40? was next ordered POSTED at the front door of theCity Hall in the City of Sanford, Florida, in accordance with the terms of the Charter as amended. Ordinance No. 408, entitled: ORDINANCE NO. 408. AN ORDINANCE OF THE CI~ OF SANFOBD, FLORIDA, PROHIBITING THE USE ON THE PUBLIC STREETS AND PUBLIC PLACES IN SAID CITY OF CERTAIN WAL~ING CANES EXCEPT BY PEDESTRIANS WHOLLY OB PARTIALLY BLIND, PROVIDING PBOTECTION AGAINST TRAFFIC ACCIDENTS TO SUCH PERSONS, AND PROVIDING PENALTIES FOB THE VIOLATION THEREOF. INTRODUCED AND PLACED ON ITS FIRST READING AT THE REGULAR ~EETING OF November 25, 1946, was next placed on its final reading and read in full by the Clerk. Thereupon the the~retl was called for the final passage and adoption of said Ordinance No 408, the vote being as follows: Commissioner Gut Aye " Bishop Aye " Hill Aye " Lesher Aye m Williams Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous voted had passed and adopted said Ordinance No. 40~, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, PROHIBITING THE USE ON THE PUBLIC STREETS AND PUBLIC PLACES IN SAID CITY OF CERTAIN WALKING CANES, EXCEPT BY PEDESTRIANS WHOLLY OR PARTIALLY BLIND, PROVIDING PROTECTION AGAINST TRAFFIC ACCIDENTS TO SUCH PERSONS, AND PROVIDING PENALTIES MOB THE VIOLATION TM~EOF. On motion duly adopted Ordinance No. 408 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida , in accordance with the terms of the Charter, as amended. On recommendation of Fire Chief Cleveland, and on motion of Commissioner Lesher, seconded by Commissioner Willisms and carried, the Commission next authorized the purchase of a 9~ Ft. atlas life net from Amerlcan-LaFrance Foamite Corporation at a price of 5o. oo. On motion duly adopted, the Commission next authorized the installation of lighting facilities at the municipal piers for furnishing electricity for the visiting boats without cost. On motion of Commissioner Williams, seconded by Commissioner Hill and carried, the Commission next authorized the payment of an additional two weeks salary to Water Plant Engineer Abrahams for year ending December 31,19 46, in lieu of vacation.
