Commissioner C J Marshall introduced Ordinance ~103, entitled:
AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF A STREET AND PARK BEAUTIFICATION C0~ITTEE
AND PRESCRIBING THE FUNCTIONS DUTIES AND POWERS OF SAID COMMITTEE.
and moved that same be adopted.
Said ordinance was placed upon its first reading and read in full.
Thereupon Commissioner Marshall moved that the rules be waived and said ordinance
be place upon its second re&ding and final passage, which motion was duly seconded.
The question was then put on a waiver of the rules and the roll was called upon a waiver oX
the rules. Those voting in favor of the waiver of the rules were:
Commi:~sioners Forrest Lake and C J Marshall ( Commissioner Chase', Absent)
Thereupon the question recurred upon the motion to place said ordinance upon its
second reading and final passage, which motion prevailed by the unanimous vote of the City
Commission.
Thereupon Said ordinance was placed upon its second reading and read in full
Upon the reading of said ordinance the roll ~as called ~non the question of the adoption
of same. Those voting in favor of the adoption of ~aid ordinance were:
Commissioners Forrest Lake, and C J Marshall. Those voting against the passage and adoption
of said ordinance were Commissioners: None.
'*hereupon the Chairman of the City Commission of the City of Sanford, Florida
announced that the City Commission, had unanimously passed and adopted that certain ordi-
nance numbered ~103, entitled:

Thereupon the Chairman of the City Commission of the City of Sanford, Florida announced
that the City Con~ission had unanimously passed and adopted that certain ordinance entitled
"An Ordinance =reating and establishing a bulkhead district to be known as East Side
Bulkhead District No. 2, requiring the building of a bulkhead or retaining wall in said dis-
trict along the shore of Lake Monroe, requiring the filling in, reclamation and bringing to a
topographical level the lands embraced in the territorial limits of said bulkhead district
providing the manner by which the cost oi~ said improvement shall be defrayed, providing that
the cost of said improvement properly chargeable to lands in said bulkhead district shall
be assessed ~ '
aoamnst the lands improved in said bulkhead district, providing that said bulk-
head improvement assessment shall be and remain a lien against the lands assessed until
discharged by payment, and providin~ the m~nner of the payment of said assessments.
Thereupon Commissioner O J M~rshall intorduced ordinance ~105, entitled:

District;tRequiring the building of a bulkhead or retainiEg wall in said district along the

The following were appointed as Street and Park Beautification Committee to serve at the pleas,

The matter of settlemsnt with Gallespie & Emile in the Dock & Boat Basin account
was discussed and it appearing that the Contractors have a nm~ber of local bills
outstanding and unpaid, the City Attorney advised that the City Commission demand a full
statement from the Contractor showing receipted bills for all local accounts before making
a final settlement with the Contractor
Communication from the Kiwanis Club, Re: making certain streets through streets was
read and referred to the Chief of Police for his reconuuendations.
On motion duly seconded and passed the City Manager was authorimed to purchase
necessary gas pipe to extend the g~s service through Dreamwold.
Reports of the City Manager and City Clerk for September were read and filed.
Plats of Highland Park, and Lincoln Court were presented and approved and the Clerk
instructed to have same placed in the City Plat Book.
The following bids on a street sweeper were submitted.

The Elgin St. Sweeper Co. of Elgin, Ill. - ................... 6,850.00
All bids were referred to the City Manager for consideration and to report at next
meeting of the City Commission.

and instruct the Clerk of the Circuit Court to C~ncel sm~e of record, it appearing
that these t~xes were paid by tax receipt dated 10/31/17
