City Commission met in adjourned session, Wednesday, November 25, 1925 at 2 P.M Present: Commissioners, Forrest Lake (Mayor) C J M~vshall. W.B.Williams, ~ity M~ager, Fred T Williams, City Engineer; George A DeCottes, City Attorney. Absent: Commissioner S O Chase. Minutes of last reg~ar meeting read and approved. Communication from Consul~;lg Engineer Jos. E Craig, submitting proposal and description of Pumping Equipment at Lake Ada was read and taken under consideration. Communication from Edward Higgins Submitting proposition to exchange certain lands adjacent to the Municipal Golf Course was read and on motion duly passed same was accepted (See agreement file for papers) Mr Cooledge came before the Commission relatime to location of building in construction on his lots on corner of Palmetto Ave. and Sixteenth St., and the Commission agreed to let building remain as already located. Mr J C F Bolton came before the Commission Re: location of certain building on his land abutting Hu~hey St. and the m~tter was referred to the City ~on. Mr T L Dumas, Supt. AoC.L.Ry. Co came before the Commission relative to certain property rights of the A C L Ry. Co.,and after due discussion the matter was referred to the City Attorney with instructions to negotiate an adjustment with the Attorneys of the Railroad Co. and report results. Mayor Lake reported that he and the City Attorney secured passage by the Special Session of the Legislature of two amendatory acts, amending the City Charter in reference to the manner of the issuance of bulkhead bonds, and excluding such bonds as a part of the bonded debt of the City. Dr. C J ~rshall moved and it was unanimously adopted that in the future no build- ing permits shall be granted until a sketch has been submitted showing location of proposed building, duly approved by the City N~uager. City Engineer submitted Plat of "Eldorado", same was approved and ordered filed, in City Plat Book. Commmnication from W M Young Re: type of paving to be put down in Highland Park was read and referred to the City Engineer and City ~nager for consideration. Commissioner C J Marshall then introduced Resolution ~244, entitled. "A Resolution. rescinding, vacating, anulling, and setting aside Resolutions ~236 and 23?." and moved that same be adopted. Thereupon said Resolution was read in full. Upon the reading of said resolution the question was put upon the adoption of same. Those voting in favor of adoption of said resolution were: Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were None. Thereupon the Chairman of the City Commission, announced that the City Commission of the City of S~uford had unanimously passed and adopted that certain resolution ~244, entitled. "A Resolution rescinding, vacating, annulling and setting aside Resolutions ~236 and 23?." Thereupon Commissioner C J Marshall introduced Resolution ~ 245 entitled: # A Resolution providing for the paving, re-paving, hard surfacing and re-hard surfacing ef Pecan Avenue from Third Street to Tenth Street, Tenth Street from Pecan Avenue to Mulberry Avenue, Olive Avenue from Tenth Street to Goldsboro Street, and Mulberry Avenue from Tenth St. to Goldsboro Street, a width of 24 feet." and moved that same be adopted. Thereupon the Chairman of the City Commission announced that the City Commission of the City of Sanford, Florida had unanimously passed and adopted that certs, in resolution ~245 entitled: "A Resolution providing for the paving, re-paving, hard surfacing and re-hardsurfacing of Pecan Ave. from Third Street to Tenth Street, Tenth Street from Pecan Avenue to Mulberry Ave., Olive Ave. from Tenth Street to Goldsboro Street, and Mulberry Ave. from Tenth St. to Goldsboro Street, a width of 24 feet." Thereupon Commissioner C J Marshall introduced Resolution ~246 entitled: "A Resolution providing for the paving, re-paving hard surfacing and re-hard surfacing of Park Ave. from Geneva ~treet north to a point 22 feet south of the extension of the North line of Lot 22 in the Plat of Pine Heights, a width of 24 feet." and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said resolution the question was put on the adoption of same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall. Those voting against the adoption of said resolution were Commissioners: None. Thereupon the Chairman of the City Commission announced that the City Commission of the City of Sanford, Florida had unanimously passed and adopted that certain resolution numbered 246 entitled: A Resolution provding for the paving, re-paving, hard surfacing and re-hard surfacing of Park Ave. from Geneva Street north to a point 22 feet south of the extension of the north line of Lot 22 in the plat of Pine Heights, a width of 24 feet." Commissioner C J Marshall then introduced Resolution ~247, entitled: "Resolution providing for the paving, re-paving, hard surfacing and re-hard surfacimg of Oak Ave. from High Street south to Highland Street, a width of 24 feet. and moved that same be adopted. Thereupon said resolution was the question was put on the adoption of read in full. Upon the reading of said resolution same. Those voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall. Those voting against the passage and adoption of said resolution were Commissioners: None. Thereupon the Chairman of the City Commission announced that the City Commission of the City of Sanford Florida had unanimously passed and adopted that certain resolution numbered 247 entitled: "A Resolution provding for the ~ving, re-paving hard surfacing and re-hard surfacing of Oak Ave. from High Street south to Highland Street, a width of 24 feet." Commissioner C J Marshall then introduced resolution ~248, entitled: "A Resolution providing for the paving, re-paving, hard surfacing and re-hard surfacing of Cordova Drive, Coronodo Concourse, Revona Court, Community Way, Colonial Way and Avenue Amelia in the Plat of Highland Park, a width of 24 feet. and moved that same be adopted. Thereupon said resolution was read in full. Upon the reading of said resolution the question was put on the adoption of same. Those. voting in favor of the passage and adoption of said resolution were: Commissioners Forrest Lake and C J Marshall, Those voting against the passaged and adoption of said resolution were Commissioners: None. Thereupon Said resolution was read in full. Upon the reading of said resolution the question was put upon the adoption of same. Thereupon the Chairman of the City Commission announced that the Oity Commission of the City of Sanford, Florida had unanimously passed and adopted that certain resolution entitled. "A Resolution providing for the paving, re-paving, hard surfacing and re-hard surfacing of Katherine Court, Margaret Road, Edith Circle and Arcadia Road in Highland Park, a width of 18 feet." The hour having arrived for opening bids on street pavi~ contract as advertised, the following bids were opened and read: Hutton Construction Co., bid having been duly filed with the City Clerk on November 23rd as per advertisement, for grading and paving Eleventh Street from French Ave. to Holly Ave, Fourth Street from Summerline Ave to Locust Avenue; Streets in Bel-Air, and streets in. Highland Park; certified check for $5,000.00 accompanying bid. There being no other bids filed, aZter due consideration, said bid was accepted, and the City Mauager authorized t~ execute contract on the part of the City. ....... Petition requesting the names of E F Housholder and Harry R. Stevens be placed on the official ballot in the General Election to be held on December 8th. 1925 for One City Commissioner, were submitted and the Clerk was instructed to have ballots printed accordingly. Communication from the Hutton Engineering & Contracting Co. Re: draft on the City for balance due said Company on contract ~4 - West First Street paving - estimate ~5 was read and the Clerk was instructed to draw a warrant on the Bo~d Trustees Street Paving Account in the amount due as shown by addit of said Account , Viz: $1145.33 Communication from Mrs T E Wilso~ Re: sign board on South Park Ave read and filed. Preliminary estimates fQr paving the following streets were submitted by the City Engineer: Streets in Highland Park ; Park Ave. in Pine Heights; p~rts of Pecan Ave; Tenth Street; Olive Ave and Mulberry Ave. On motion duly passed the Clerk was authorized to cancel the 1925 taxes against Mrs H W Allen, amount $9.00 It appearing that same had no property in city in 1925®, also to instruct the Clerk of the Circuit Court to cancel of record, City Tax Certif. 1922 taxes - Amount $23.40 Same appearing to have been filed in error, as this property appears to be covered by City Tax Certif. ~122 for 1919 taxes and unredeemed.
