M. Present: Sanford, Florida, met in regular annual session at January 6, 1953: Commissioner W. H. Stamper, Mayor " Andrew Carraway " Randall Chase " John D. Ivey, " John L. Kader Com~lssioner-Elect J. D. Cordell City Attorney A. Edwin Shinholser City Clerk H. N. Bayer City Manager Thos~ L. Lemon Chief of Police R. G. Williams Meeting called to order by the Chairman. On morton duly adooted minutes of regular meetin~ of December 22, and adjourned meet- to construct a sewage treatment plant to alleviate the raw sewage now entering into Lake Monroe. Letter next read from Sanford Tourist Club thanking the as,~lstance in the recent Tourist Festival Week program. There being no further business to be transacted by the City for its cooperation and out-going Board, Commissioner Chase moved that the mectlng adjourned sine die. Seconded by Commissioner Kadet and carried. At t~is time Mr. Carraway e~pressed his thanks and appreciation to the members of the Commission and the employees in the various departments of the City for their cooperation dur- ing his terms of office as Com~issloner. The Commission then re-convened for the ourpose of organization, Mr. J. D. Cordell signing the oath of office and being seated as a Commissioner of the City of Sanford, Florida, for a three year term. Thereupon Commissioner Cbmse moved that Commls~loner Cordell be made temporary Chair- man, pending the election of a Mayor. Seconded by Commissioner Kadet and carried. The first order of business being the election of a Mayor for the ensuing year, Com- Ivey nominated Commissioner Cb~se. Thereupon Commissioner Chase nomiuated Commissioner Stamper, stating that he would like to have him retain his seat as Mayor to keep up the "continuity" of actlon by the Commission. He commended Commissioner Stamper during his aSmlnistretion, stating that even though the gover- ning body had b~d a difficult year the City had attained many improvements. Commissioner Kader concurred in the comments of Commlss~o:~er ~hsse, stating that dur- ing Mr. Stemper'a administration we have seen a big change and that he had done a wonderful Job as Mayor. Commissioner Stamper thanked the Com=~iss~oners for their exorcsslon of ao~reciation and confidence placed in him, stating ~hat his administration as Mayor was an experience he would not trade for anything, but that he did not want to go back tlzrough it again because it required a great deal of his time a;~ he would like to get back to his own business for awhile, also, he felt that others could serve better than he could. He then declined the nomination, which was acc,?ted. Commissioner Ivey congratulated Commissioner Stemmer for the time, ell'crt and energy given thc City during his administration as ~syor, for the very small remuneration received, which was concurred in by Commissioner Cordell. Commissioner Stamper then moved that the nominatlon be closed a~d the Cl~rk be in- structed to cast a unanimous ballot for the election of Com~ls~ion~, C?~se as Mayor of the Florida State Board of Health, commending the City Commission for action taken toward proposal lng of December 29, 1952, read and aporoved.
