On motion of Commissioner Stamper, seconded by Commissioner Kadet and carried, minutes
of regular annual meeting of January 6, 1953, approved.
Monthly reports of Streets, Sanitation, Sewers, Health, Water, Fire,
and Building Departments for month of December 1952, submitted and examined.
Police, Library
The following bids next submitted from Certified Public Accountants to make the annual
audit of the City's records on one and three year basis after close of fiscal year, with alter-
nate bids for continuous audit:

Thereupon after considerable discussion, action was deferred until regular meeting of
January 26, pending further study and consideration of bids submitted.
John D. Callahan, President of Seminole County Baseball Association, next appeared and
requested that they be granted the use of the municipal stadium and ball park for the 1~53
baseball season under same terms and conditions as last year, whereby, the City maintained
the grounds and premises and furnished all lights without any charge. He advised that they
had exhausted every effort to sell the franchise, and that if the citizens want to maintain a
baseball club in the Florida League they will have to work together in an advance sale of season
tickets in order to raise the necessary funds for paying off some of the outstanding debts and
to start off the season. Mr. Callahan then outlined their proposal to sell 300 season tickets
in order to raise $12,000.00'which he stated would be placed in escrow at bank and if they
failed to r aisc the quota, all funds would be refunded and the franchise forfeited.
Mayor Chase then stated that the City had a considerable investment in the stadium and

He advised that the City would like to assist in getting the club started and suggested that the
officials of the baseball association meet with the Commission to consider tbm matter.
After further discussion Mr. Callahan stated that he would arrange for such meeting with
the Commiselon.
Attorney G. W. Spenc~ next apoeared on behalf of Gordon W. Bwaim, of 808 Eecsmbia Drive,
with reference to notice received from City of violation of City ordinance for not constructing
concrete driveway in accordance with City's specifications under the permit granted him in De-
cember of 19~9 to break street curb for purpose of constructing a drivewsy. Mr. Soencer contended
that his client had not violated the ordinance because the permit did not require construction
of a drlvewsy, that no specifications or completion date were specified in the hermit, and that
the City had no legal authority to enforce such action at this time. He claimed that the City
was working a hardship on Mr. Bwaim and also a number of other property owners receiving similar
notice because they were not financially able to construct concrete driveway.
Thereupon Mayor Chase advised Mr. Spencer that the City was trying to~ork on a reason-
able basis and Drotect public property, and thet it was not the intent to work a hardship on
anyone,
Commissioner Ivey stated that he was sure that the City would grant Mr. Swaim or anyone
else receiving such notice a reasonable extentlon of from 60 to 90 days in which to construct
a driveway in accordance with the ordinance.
After further discussion in which Attorney Spencer advised Shat hie client did not intend
to construct the driveway, the matter was referred to the City Attorney.
Upon recommendations of City Manager and Chief of Police, and on motion of Commissioner
Stemper, seconded by Commissioner Kadet and carried, the Commission next authorized the in-
stallation of two street lights on W. llth Street, one at intersection of Cedar Avenue, and the
other approximstely 300 feet west of said intersection.
The City Manager next reported on petition from residents on W 14th Street for the City
to open said Street on the platted right of way north of ditch in order that they can discon-
tinue having to drive on private property south of the ditch, which is now being used for the
street. He advised that the cost for grading out the street would be approximately $100.00, and
on motion of Commissioner Ivey, seconded by Commissioner Cordell, same was authorized.
The City Manager next submitted letters of acceptance of appointment on the Industrial
Board from J. H. Van Hoy, Herman Jacobson, W. B. Nicholson, William Clark, Wally Dietrichs,
Robert Bauman and Ralph T. Cowan, and letter from Karlyle Houeholder declining because of
business reasons.
Thereupon Mayor Chase appointed Gordon Frederick as a member of the Industrial Board,
subject to his acceptance, in place of Mr. Housholder.
Upon request of Seminole County Chamber of Commerce,
of the Industrial Board to be held at 8:00 P. M. January 14,
Mayor Chase next called a meeting
to consider proposal of a garment
factory to locate in Sanford, and the City Manager was directed to notify all members of the
meeting.
The City Manager next submitted application of Bernice Johnson, colored, to purcDmse two
lots of the colored baseball park property locsted on W. 8th Btreet, and on motion duly carried
the offer was declined because of the property not being for sale.
Consideration next given to recommendations of Planning Bosrd for rezoning property
abutting on French Avenue, Dreamwold Subdivision, and the hospital site on E. First Btreet,
and after discussion, the Commission directed that an invitation be extended to the Planning

VISION FOR THE PAYMENT OF THE AFORESAID FEE IN QUARTERLY INSTALLMENTS,

Commissioner Kadet next introduced Ordinance No. 517, entitled:

OF SECTION 9 OF ORDINANCE NO. 256, PASSED AND ADOPTED JUNE 28, 1937, A~
AMENDED BY ORDINANCE NO. 450, PASSED AND ADOPTED MARCH, 15, 1949, SAID
ORDINANCE RELATING TO THE 5ALE OF INTOXICATING BEVERAGES AND WINES AND
BEER, SAID SUB-SECTION RELATIN~TO HOURS OF SALE THEREOF, AND THIS
AMENDMENT EXTENDING THE HOURS OF SALE, PROVIDING FOR EXCEPTION IN CER-
TAIN CASES TO THE REQUIREMENT THAT VENDORS KEEP THEIR PLACES OF BUSINESS
CLOSED DURING HOURS WHEN SALE IS PROHIBITED, AND PROVIDING FOR ISSUANCE
AND REVOCATION OF PERMITS COVERING SUCH EXCEPTIONS.

Commissioner Stemper next introduced Resolution No. 815, and after being read in full,
moved that the Clerk be instructed to cast a unanimous vote for its passage and adoption

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA,
IN RECOGNITION OF THE SERVICES OF VIVIAN A. SPEER, TO EXPRESS REGRET
AT HIS DEATH, AND TO EXTEND SYMPATHY TO HIS FAMILY.
WHEREAS, Vivian A. Speer was a lifetime resident of the City of Sanford, Florida, and
during his adult yes,rs was actively interested and engaged in civic affairs of this City; and
WHEREAS, during the period from January, 1929, through December of 1935, a seven-year
period which was one of the most critical in the City's history, Vivian A. Speer served with
distinction as a member of the City Commission of this City, and during the year 1933 served
as Mayor, and, during such period of service, he was instrumental in obtaining for the City the

and the acquisition by the City of the plant with which the City manufactured pipe for such pro-
Jects, and during the same years he worked actively and aggressively with the Bond-holders
Protective Committee toward the refunding of the City's debts, while at the same time facing
the dire oroblem of financing current operations, and in the rendition of these particular ser-
vices and all his other services to the City he apolied himself energetically and diligently to
obtain those results which would best serve the interests of the community, and in performing
these services devoted an amount of his time and effort far in excess of that required by his
office as Commissioner, and did so without compensation; and
WP~EREAS, in the death of Vivian A. Speer, the Commission recognizes the loss of a valu-
able citizen and desires to exoress its commendation for the outstanding service rendered by
him to the City of Sanford and to its people and to express its sympathy to his family;
NOW, THP2tEFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida,
That the City, through the Commission, does hereby express its commendation and recognition of
the services of V~.vian A. Bpeer to the City of Sanford, and does hereby extend its sincere
sympathy and condolence to his family in their bereavement.
BE IT FURTHER RESOLVED, That this Resolution be spread on the minutes of the City
Commission and that copies thereof be sent to the family of Vivian A. Speer and to the local
newspapers.

On motion of Commissioner Kadet, seconded by Commissioner Stemper and carried, the Com-
mission next authorized a Quit Claim Deed from City to Mrs. Lourlne A. Baal Messenger on Lots
1 and 2 of Block 5, Mayfalr for the purpose of clearing up title. The title having been vested
in the City at one time ~hru foreclosure of tax liens.
Consideration next given to payment of current invoices and payrolls for month of
December 1952, and Commissioner Stamper moved the approval of purchase of 540 volt started
for booster pump at well fields from Banford Electric Company at cost of $605.66 without ad-
vertising for bids, due to the emergency existed from burning out old started and affecting the
City's source of water supply. Be~onded by Commissioner Kadet and carried.
Commissioner Stamper next moved that any purchase e xceedlng $200.00 for which competitive
bids have not been obtained, and exceeding $500.00 for which sealed bids have not been adver-
tised for, and not under contract, be called to the attention of the Commission before pre-
sentation for authorization for payment. Seconded by Commissioner Kadet and carried.
Commissioner Stamper then moved the approval of the invoices and payrolls for month of
December 1952, as evidenced by Voucher Nos. 8819 thru 8965. Seconded by Commissioner Kadet and
carried.
Consideration next given to appointing a Charter Revision Committee to consider revis-
ing certain provisions of the Chater by Bpecial Act of 1953 Legislature, and after discussion
action was deferred, pending further consideration.
There being no further business the meeting then adjourned until 8:00 o'clock P.M.
