The City Commission of the City of Sanford,

Meeting called to order by the Chairman.
Mr. Ralph T. 0owen, 0hairman of the Publicity Committee of the Industrial Board recently
appointed by the Commission, next appeared and gave a progress report on the activities of the
Board. He advised that the Board met on Wednesday and Friday evenings of past week and appointed
a committee to form a corporation under name of Banford Industriee, Inc., for the purpose of
raising funds which will be used to assist industries in locating in Sanford. Mr. Oowan then
outlined their proposal to raise the funds thru public subecrlptions, stating that they would
first conduct a two weeks publicity campaign thru the press and radio to familarize the citizens
of the purpose of the corporation before starting the drive. He also reported of the enthusiasm
and interest already shown by the citizens and of substantial pledges voluntarily offered.
Proposals were next submitted by the following firms of investment bankers to act as
Fiscal Agent for the City in financing the proposed water and sanitary sewerage improvements
thru issuance and sale of bonds, which were presented on a confidential basis with representa-
tives of each firm appearing separately before the Commission while the others retired from
the room:

8. L. H. Ghormley & Company, Knoxville, Tenn.
9. R. W. Spragins & Company, and J. O. Bradford & Company, Memphis, Tenn.
After discussion the foregoing proposals were taken under advisement, pending
study and consideration.
Letter next submitted from the Planning Board recommending annexation to the
certain propertiee as shown on an enclosed map, and same was taken under advisement.
There being no further business the meeting adjourned.
