Florida Commissioner Stamper then moved that all vendors of beer and wines be notified of the adoption of the foregoing Ordinance'and be given 30 days in which to comply with the provisions therein. Seconded by Commissioner Kadet and carried. Commissioner Stamper next introduced Ordinance No. 518, entitled: ~ ORDINANCE A~NDING ORDINANCE NO. 511 OF THUg CITY OF SANFORD, FLORIDA, SAME BEING AN ORDINANCE AMENDING ORDINanCE NO. 2~, RELATING TO THE COL- LECTION AND DISPOSITION OF GARBAGE, PROVIDING FOR SPECIAL PICK-UP SERVICE AND THE FEE THEREFOR IN CERTAIN CASES, THIS AMENDMENT CLARIFYING THE ROUTES FOR REGULAR SERVICE AND MAKINC PROVISION FOR THE PAYMENT OF THE AFORESAID FEE IN QUARTERLY INSTALLMENTS, AND PROVIDING FOR REFUND OF PORTION OF SUCH PAYMENT IN CERTAIN CASES. and same was olaced on its first reading and read in full. Consideration next g~ven to request for using the City Hall Auditorium and after dis- cussion, Commissioner Ivey moved that all such requests be referred to Mrs. J. M. Stlnecioher who is in charge of the Celery Crate. Seconded by Commissioner Cordell and carried. With r~tference to a letter dated January 19, 1953, addressed to tbe City Commission from R. W. Ware, Attorney for Paul I. Taylor, reauesting oayment 6f sum of $1,3~6.31 for expenses incurred by Mr. Taylor for labor, materials and development of trailer park on Lots 12,13,18 and 19 of Block 20, Dreamwold, for wblch constructim oermit was granted by the City and later revoked, the City Attorney next submitted a prooose~ letter in reoly thereto in wblch he advised that Mr. Taylor has no legal claim aS:alnst the City arlsinF out of such undertaking, and on motion duly a~opted, same was authorized to be mailed to Attorney Ware. Thereupon after discussion, Commissioner Ivey moved that the Chief of Police prepare a llst of ~commendations of the vendors apolylng for such permits and submit to the Co~ulssion for approval. Seconded by Commissioner Cordell and carried. The City Attorney next reported that Southern Bell Telephone and Telegraph Company had purchssed Lots i thru 5 of Block ll Tier 8, E. R. Trafford's Map, at County's Tax Sale on March 6, for sum of $5,000 .00 in accordance with terms of negotiated agreement between City mhd County, also, in which it was agreed to pay Mrs. Mattie Hlvely one-third of the proceeds of the sale for a ~it Claim Deed in order to clear up the title. Thle property having been conveyed to the City by Mrs. Hively with stipulstlon t~t it be dedicated as a memorial park prior to acquisition by County thru foreclosure of tax liens. Thereupon on motion of Commissioner Stamper, seconded by Commissioner Ivey and carried, the Commission authoBized ~ayment ~ Mrs. Mattie Hively of one-third of the Clty~s proceeds of ~3,500.00 from aforesaid sale of $5,000.00, together with remittance from the County for one- third of its proceeds of $1,500.00, for a cult c]sim deed to the property described as Lots 1 thru 5 of Block ll Tier 8, E. R. Trafford's Map. On motion of Commissioner Stamper, seconded by Commissioner Kadet and carried, the Mayor and Clerk were next authorized to execute a deed to the County quit-claiming all the City'm interest in the foregoing described property upon receipt of its proceeds from ssle of same to Southern Bell Telephone & Telegraph Company. Ralph Cow,n, Chairman of Sanford Industries, Inc., next ~ooe~red and reported of two good prospects for locating new inaustrles in Sanfor8 and advised that it w~!d be necessary that they have land on which to erect buildings before any agreement coul8 be reached. He then outlined their proposal for erecting two buildings, size 60' x 200' each, to have available for new industries and requested the City to co nvcy to Banford Industries, Inc., for sum of one dollar, a site with 150 ft frontage on lake front an8 g50 ft Oepth, of the City owned property bounded on west by Mill Creek, north by Seminole Boulevard an8 east by Atlantic Coast Line Rail- road Company property. Mr. Cowan stated tk~t they propose to start construction of the first building wlthin two weeks and that a stiuplstlon could be embodied in the deed that if con- struction of s~me is not sts~ted within six months the property would revert to t+~ City. ~hereuoon after careful consideration, and in view of the aforesaid property being under option for lease to the S~nford Warehouse and Terminal Association, Commissioner Kadet moved that the City convey to Sanford Industries, Inc., the site requested for consideration of one dollar, subject to being released by the Warehouse an~ Terminal Association, with reverter clause that it will revert to the City at end of six months if construction of an industrial building has not been started. Seconded by Commissioner Stamper and carried. Mr. Cowan next requested that the City convey to Sanford Industries, Inc., a site at northwest corner of Commercial Street ~nd French Avenue with ~00 ft frontaFe on French Avenue an8 extending west to Maple Avenue for the ~uroose of constructing a b~il~Ing that will cost approximately ~200,000.00 to house an industry thst will employ over ~00 people, advising that said industry wlll furnish $35,000.00 towsrd construction of the building, to be applied to- ward rentals, with lease option to purchase. Further consider~tion.~ nezt given to recuest of Atlantic Coast Line Railroad Comoany for the City to cave Persimmon Avenue fnom Third Street south to their new station property, end from McCracken Road north to sald property, and after considerable discussion it was the opinion of the majority of the Commissioners that the railroad company should pave said street because of the station being located outside the City.
