The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. April 27, 1953.

On motion of Commissioner Kader, seconded by Commissioner Cordell and carried, minutes
of regular meeting of March 23, adjourned regulAr meeting of March 30, special meeting of April

conscruction of a dwelling thereon.
After discussion Mr. Robertson agreed to allow the City to relocate the sewer along

to securing the apnropriate easement for the new location.
A Committee from the Tourist Club, with Mr. McDonald as spokesman, next appeared and re-
g1stered ob.lectinns against the proposal to use the tourist building in connection with summer
recreat10n program for children, claiming that from nest experlence of using the old building
for such purpose, children ~ould damage the building. He also vO'ced objections against it
being used for any purpose other than for tourIst actIvities but stated that he felt the club
,",ould consent to temoorary use of it on SundAY morn~ ngs for church services.
MarIon Harman then appeared and requested terlporary use of the tourist but lding by the
Luthera.n Church on Sunday mornings until a church buildIng cIOn be erected, and same 1,18S referred
to the taurist club 10Jith offer of use of the Ya.cht Club if satisfa.ctory arrangements cauld not
be made for using the tourist building.
Robert Karns, AgeD t for Trflvelers Insurance Company, next apoeared and submitted four
plans of group insurAnce covering hospItalizatIon and surgical benefits for emoloyees, and
same was taken under advisement, And study.
J. M. Blythe next appeared and requested that hIs lease on portion of the water w')rks
property be extended beyond Seotember 1, 1953, flS aut1-;nrized by City Commission lOt meetIng of
A')rl1 20. He poInted out the improvements mAde to t1-;e pl"ooerty and stated that he \\'ould prefer
a five year extension, but if it could not be granted, that it be extended faY' at least two years
,,11th nrovlsions to terminate at eny time the City need the property for expanding the water plant.
After discussion and in vIew of the City already needing a portIon of the pronerty under
lease to l'r Blythe, the matter WI'S referred to the City Manager to .,'ork out satisfectory terms
for Jeese on balance and submit to the CommIssion for aporoval.
The offer of Charles Vodopich to purchase a portion of the old baseball park property
on Celery Avenue was next reJected because of oroperty not being for sale.
Action was next deferred on oral reouest of A. L. Wilson for insallation of street light
at intersection of Rosalia Drive and Madera A..enue, pending receipt of .!ritten renuest from him.
On motion of Co~mlssioner Kader, seconded by Commission~r Stemper and carried, the Com-

kiddie ride, on sidewalk in front of their place of busIness becfluse of establishing a precedent.
The City Manavel" next gave a report on ste.tus of several proposed bills before the 1953
session of LegIslature affecting munlcipalltle8, of '.'r1ch House Bill No. 56, relative to tax
assessment of goods, wares And merchandIse, .ras referred to Flnrlda League of MunicipalItIes
for recommendation.
On motIon of Commiss1 nner Ste1'1per, seconded by Commissioner Ka.der and carrIed, the City
Manager was directed to .Tlts a letter of appreciation to eBch of the local representatives for
their corooration in connection wi th amendment to cigarette tax lalv and other legislative matters
pertaining to the City.

missioner Kader, seconded by CommissIoner Ivey and carried, the Commission next authorized

assessed with the dwelling for those years.

mission next authorized refund of one-half of the 1952-53 occupational lIcense tax in amount of

ment of their 1952 personal taxes. This refund authorized because of said business having to
vacate the store building and unable to find another suJ.table location in Sanford.

Second Section, which was reserved by City for oroposed right of way for Stote Road 46 along
the lake front, the City Manager next submitted a. sketch showing the revIsed. rIght of HIY of

State Road Deuartment, .'hlch does not include any portian of said lot or any portion of the
lots in Marvania reserved by the City for such nurDose.
Thereupon after dIscussion it was felt that tl:e City bad no furtter need for tre pronerty
and in vI el,' of the nurcerous applications, orDl and cllrJ.tten, to purchase it, Commissioner Ivey
moved that all the City aImed lots in sald subdivisJ.on be offered for Bale at publiC auction
for the hiChest ana best cash bid at the regular meeting of May 25, to be grouped and so16 as
fallows: Lot 2 Block 7; Lots ;',4 end 20 Block 7; Lots 3 and 4 Block 9; and Lo ts 5 and 6 Block 9.
Seconded by Commissioner Cord ell and carried.

business places on north side of W. 13th Street between the raIlroad and OlIve Avenue for purpose

Commission next authorized rental or Clty.s .'recker to C C Dodson for use in installIng heatIng
system at Park Avenue T"a'ler Park, on sane rental basis as chprged ot'ler users.
The City Attorney next reported on examination of abstract on property offered far sale

Commissioner Stemner stpted that he felt the Commission should proceed in accordance

After further discussIon, CommIssioner Cordell moved thnt a public heElring be held to
consIder rezonIng to C-l RetaIl Commercil11 use of all the property on French Avenue from
Seminole Boulevard south to the City limits ','hlch is nov zoned for residenti[11 use. Commissioner
Ive:r seconded the motton but it failed to carry.
Constderetlan nex~ gtven to request from the General Sanford Memorial Committee for
financial assistance toward constructIng the oroposed buJ.lding to house the library, furnish-
ing's and oersonal effects of General Sanfore] I"hlch ere betng offered to Sanford by his heirs,
and after discussion CommissIoner Kader moved thAt the City donate :;:3,500.00 toward the General
Sanford Memorial, to be aporoprloted and oaid in next fIscal year's budget, contingent upon
securing the 11 brary and mus eum for Sanford. Seconded by Commissi'mer Stemper and carried.
