City Commission, Sanford, Florida, June 8 at 8 P.M. 19 53
The City Commission of the City of Sanford, Florida, met In regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P.M. June 8, 1953.

Monthly reports of the several departments for month of May 1953, submitted and examined.
On motion duly carried, minutes of regular meetings of May 11 and 25, 1953, approved.
B. L. Perkins, Jr., next appeared on behalf of the local Retail Merchants Association
and outlined their plans for "Sanford Bargain Days" on June 12 and 13, to attract out of town
shoppers, in which all the merchants will participate, and requested that the City grant free
parking in metered zones during the two days by allowing them to place paper bags over the
parking meters, on which will be printed "Bargain Days - Free Parking".
Thereupon Commissioner Stamper moved that the request be granted. Seconded by Commission-
er Kadet and ca~rled.
On motion of Commissioner Kadet, seconded by Commissioner Ivey and carried, the Com-
mission next appointed Volie A. Williams, Sr., as a member of the Sanford Industrial Board
to fill the vacancy created by resignation of A. B. Paterson.
On motion of Commissioner Kadet, seconded by Commissioner Stamper and carried, the
Commission next confirmed the Mayor's appointment of Willie F. Hunt and J. W. Powell as members
of the Banfo~d Housing Authority Commission to fill the vacancies created by expiration of
terms of office of Robert R. Harris and James R. Hall.
The proposed plat of Ban C~ Farms Subdivision, which was referred to the Planning
Board at last meeting, was next submitted for approval. The Planning Board having approved
same at their regular meeting of June 1, with recommendation that the surfacing of San
Cla~ Drive by the sub-divider be a condition of the approval and acceptance of the Plat.
Thereupon Commissioner Kadet moved that the plat of Ban Clair Farms be approved with
the recommendations of the Planning Board. Seconded by Commissioner Ivey and carried.
Letter next presented from J. T. Pope offering ~2,000.00 for puPchase of City owned
property described aa Lots 1 to ? inclusive, and lots 13 to 19 inclusive, of Spurling's Plat
of Block 15, Chapman & Tucker's Addition, with guarantee that if the offer is accepted, con-
structlon of a $12,000.00 business building thereon will be started within 60 days, and that
a reverter clause covering cor~tructlon of the building would be acceptable.
After discussion Oommlseloner Kadet moved that the City accept the offer of Mr. Pope
to purchase the aforesaid property at price of $2,000.00, with reverter clause in the deed of
conveyance that if construction of a business building costing not less that $12,000.00 is not
started within 60 days from date of conveyance and substantially completed within six months
the property will revert to the City. Seconded by Commissioner Btemper and carried. Com-
missioner Cordell not voting.
Commissioner Kadet next moved that a request be submitted to the Planning Board for
recommendations

customers travelling north on Park Avenue. He made a further request that the City either re-
move the park and pave the entire intersection, or, close the short street and remove a portion
of southwest corner of the park so as to provide for all traffic to use the intersection at
Park Avenue and 25th Street.
Charles V. At~lnson owner of the property immediately south of Mr Herron, also concurred
in the request and stated that he preferred removal of the park.
After considerable discussion Mayor referred the matter to Commissioner Ivey, the City
Manager and Chief of Police for further study and recommendations.
On recommendation of Mayer Chase, and on motion of Commissioner Stemper, seconded by
Commissioner Ivey and carried, the Commission next appointed Roy Holler as a member of the
Civil Service Board for a term of two years to fill the vacancy by expiratioh of term of office
of Hugh C. Whelchel.
On motion of Commissioner Stemper, seconded by Commissioner Cordell and carried, the Com-
mission next approved permit for the Post Office to widen private driveway on west side of
Palmetto Avenue between First and Commercial Streets.
On recommendation of the City Manager, and on motion of Commissioner Kadet, seconded by
Commissioner Cordell and carried, the Commission next authorized removal of concrete base of the
old grandstand at baseball park which has been torn down.
Pursuant to authorlzlatlon of meeting of May 8, for expenditure of not to exceed $100.00
for installing backstop on top of stadium, the City Manager next submitted estimate of $500.00
for installing same, and on motion of Commissioner Ivey, seconded by Commissioner Kadet and
carried, the motion authorizing the $100.00 expenditure was rescinded.

AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, VACATING, CLOSING AND ABANDON-
ING A CERTAIN ALLEY AS SHOWN BY SPURLING'S PLAT OF BLOCK 15, OF CHAPMAN AND
TUCKER'S ADDITION TO SANFORD, FLORIDA, IN THE CITY OF SANFORD, FLORIDA.
Commissioner Kadet next introduced Ordinance No. 521, as amended, entitled:

OF THE CITY OF SANFORD AS AMENDED, SANJE BEING THE ZONING ORDINANCE OF THE
CITY OF SANFORD, BY PROVIDING FOR A TWELFTH CLASS OF DISTRICT INTO WHICH
SAID CITY IS DIVIDED FOR THE PURPOSE OF ~ID ORDINANCE, DESIGNATING SAID
ThrELFTH CLASS OF DISTRICT AS "C-T TRANSIENT COMFERCIAL DISTRICT" AND SET-
TING OUT THE USES, LIMITATIONS AND REQUIREMENTS PERTAINING TO SUCH CLASS

The City Attorney next reported of two suits pending against the City - one filed in
Circuit Court by Paul I Taylor for alleged damages sustained in amount of $3,000.00 as result
of revocation of oermit to construct a trailer park on Lots 13, 17 and 18 of Block 20, Dream-
wold, the other thm suit filed by the citizens and officers of the former Town of Goldsboro
for alleged claims for stuns of money due them for salaries and services, which they have ap-
pealed to Florida Supreme Court.
The City Attorney next rendered an opinion on claim filed by C. H. Levister for damages
sustained to his automobile in amount of $130.00 as result from running into a manhole in alley
in back of his residence at 2416 Palmetto Avenue, in which he advised tha% due to the alley
not being improved, and in view of the fact that ali other vehicles passed over the manhole
without any difficulty, and Mr. Levister's automobile not being of standard make and size,
which had also passed over the manhole numerous times without difficulty - the City was not
liable for the damages.
On motion of Commissioner Stemper, seconded by Commlesione~ Ivey and carried, the Com-
mission next authorized payment of itemized travel expenses not to exceed $200.00 of repre-
sentatives of Sanford Housing Authority to Washington, D. C. to confer with Public Housing
Administration with reference to expediting approval of the application for constructing
fifty additional low-rent housing units in Sanford.
Reques~ next received from Richard Healey ~o be aopointed on the Traffic Committee, and
Commissioner Stemper moved that he be appointed as a member of the committee at his own re-
cuest. Seconded by Commissioner Kadet and carried.
