The City Commission of the City of Banford, Florida, met in adjourned session at the
City Hall in the City of Banford, Florida, at 8:00 o'clock P.M. June 15, 1953:

Meeting called to order by the Chairman.
Merv2n Ozier of Ozier-Weller Homes, Inc., and F. E. Hubbard of Hubbard Construction
Company next appeared with further reference to the proposal to install a sanitary sewer on
Rosalla Drive from Vernango Avenue west to Locust Avenue and north on Locust Avenue to Celery
Avenue to serve the property they are developing in that area, the City to reimburse them for
such cost from sale of the sewer revenue bonds under the sewerage improvement project. Mr.
Hubbard then submitted a bid in sum of $20,292.00 for constructing the sewer line and laterals
in accordance with plans and specifications furnished by Robert M. Angas & Associates.
After discussion and on advice of the City Manager that the bid of Hubbard Construction
Company was within the cost estimate furnished by Robert M. Angas & Associates, Mr. Ozier
requested authority to proceed with ' ~ ~ ~ constructing the sanitary sewer line, together with a
firm commitment from the Commission that the City will reimburse them for such cost from the
sale of sewer revenue bonds, and that if the sewer project fail to materialize, reimbursement
will be made from other sources of revenue.
After further discussion in which Mayor Chase advised that the City could furnish a
commitment only on the sale of the proposed revenue bonds, no action was taken.
The following bids which were opened oublicly at 1:30 P.M. June 15, were next submitted
for furnishing equipment for sanitary land fill operation in accordance with specifications in
the invitation for bids published in Sanford Herald on May 28:

Thereupon after careful consideration and on recommendation of the City officials who
will be in charge of the sanitary land fill operation, Commissioner Kadet moved the acceptance
of bid of Florida-Georgia Tractor Company for furnishing an International Model TD-14A Crawler
Tractor equipped with Drott Bullclam Model 14C at price of $13,774.99, as the best bid for the
City. Seconded by Commissioner Cordell and carried.
Engineer Angas of Robert M. Angas and Associates next submitted the following revised
estimate for cost of proposed sewer improvements:

The foregoing estimate provides for complete separation of storm and sanitary
sewers. It covers the laying of 175,550 lineal feet (33.25 miles) of sewers
and storm drains, and construction of at least four lift stations. Working
drawings will require at least seventy-five sheets of tracing paper and
will represent at least one hundred fifty man days of draftsman work.
It will be seen from the foregoing that the sewer and drainage improvements
needed to comply with Dr. Wolman'e recommendations have a total estimated
cost of $1,719,068.00. All the imorovemente listed will be needed to clean
up Lake Monroe even if a treatment plant is built. A treatment plant will
bring the total cost to $1,919,068.00.
We believe these figures are higher than the amount of bonds the Investment
Bankers can sell and it will, therefore, be necessary to omit som~ of the
storm and sanitary sewage separation work in the Western part of the City.
We are of the opinion that we can complete the seaparatlon of storm and
sanitary sewers in the eastern part of the City and complete the other im-
provements for about $1,200,000.00, Such separation will prevent over-
flowing storm water carrying sewage into the Lake at all points east of
the Bandehell. If such modifications are carried out the drainage west
of the Bandshell will have to be left in combined sewers so that some
sewage will be washed out into the westerly portion of the Lake during
rainstorms.

Thereupon after a lengthy discussion, in which Engineer Angas advised that the alternate
estimate of $1,200,000.00 would provide separation of from 60 to 70% of all the sanitary and
storm sewers, Commissioner Kadet moved that a copy of the foregoing estimates be sent to the
fiscal agents, omitting the first sentence in the last paragraph and re-writing the remainder
of the paragraph so as to include all items covered under the cost estimate of $1,200,000.00,
plus the additional cost estimate of $200,000.00 for a treatment plant. Seconded by Com-
missioner Stemoer and carried.
The City Manager next reported on further survey of the traffic problem at the triangle
park at intersection of Park Avenue and 25th Street in which he advised that the matter had
been taken up again with a representative of the State Road Department, and in view of no
traffic hazard existing at the intersection, the State Road Department would not approve re-
moval of the park; closing of the cutoff street; making it a one-way street or installation of
traffic signal at north end of it; as requested by R. W. Herron, but recommended that it be
left as is since they have Jurisdiction over it.
Gordon L. Bradley, representative of Sanford Housing Authority, next gave a report on
trip with Geo. H. Williams, Jr., to Washington, D.C. and conference with Federal Housing Ad-
minlstratlon relative to approval of application for constructing fifty more low-rent housing
units in Sanford, in which he advised that PHA had requested Congress to appropriate funds for
constructing 35,000 units during fiscal year beginning July 1, 1953, and if the funds are made
available, Banford's application would be given favorable consideration.
Upon advice of the Traffic Committee that no vacancy existed on the Board. Commissioner
Stemper next moved that the action at meeting of June 8, appointing Richard Healey as a member
of said committee be tablled. Seconded by Commissioner Ivey and carried.
There bein no further business the meeting adjourned.

to lack of a quorum, immediately adjourned until 8:00 o'clock P. M. June 29, 1953.
