Meeting called to order by the Chairman who announced that the Joint meeting had been called with the Banford Industrial Board, Banford Industries, Inc., and the Industrial Com- mittees of the Senior and Junior Chamber of Commerce for the purpose of coordinating the in- dustrial efforts of all the groups, and to attempt to eliminate the~nflict among the groups, which he said may have resulted from failure of the Commission to clarify the duties and functions of the Industrial Board. W. W. Dawson, member of the outlined the duties and functions He then explained t~epurpose for which the board was created. Industrial Committee of the Senior Chamber of Commerce, then of his group, which are under the directors of the Chamber of Commerce, and to promote industry for the entire county. Mervyn 0zier commended the work of Ralph Cowan in organizing the Sanford Industries, Inc., and suggested that perhaps the time had come when a full time industrial coordinator should be employed, pointing out that the progress made by Mr. Cowan within Just a few weeks has shown that one oald coordinator could do the Job more efficiently than several committees. William Clark sooke in favor of the manager of Chamber of Commerce handling all prospects and appraised Mr. Breckenridge for his work on industrial promotion, stating that the Chamber of Commerce was the proper channel for handling such matters and he felt that Banford Industries, Inc., shou].d not be brought into the picture until a need for financing has developed. Commissioner Kadet then pointed out that the Sanford Industrial Board was appointed be- cause it was felt that the Senior Chamber of Commerce did not have the personnel to handle industrial promotion, or the machinery to follow thru on prospects. Mr. Breckenridge stated that the Chamber of Commerce had done more than any other similar organization to bring industries to Ssnford but explained that it represented the entire county ~nd each community in the county and had no right to attempt to locate all prospects in Sanford. He advised of difficulties that had arisen in past through lack of any effective organization to assist in locating, or in financing industrial groups after they have been developed as pros- pects by the Chamber of Commerce, and advised of having recommended that each community set up an advisory board to handle such matters and thought the Sanford Industrial Board had been created upon such request , also that he would like to see it retained in an advisory capacity. Ralph Cowan stated that Banford Industries, Inc., had no intention of divorcing itself from the Chamber of Commerce and hoped that a solution could be effected so that all could work together. He requested that Banford Industries, Inc., be allowed to continue to function as now set up with the prospects brought in by the Chamber of Commerce; and solicited the support of the Chamber of Commerce, the Junior Chamber of Commerce, the Industrial Board and the City Commission. W. C. Hutchinson, Jr., then read an outline of the organization of Banford Industries, Inc., showing various committees which have been set up, including an executive committee, screening committee, welcoming committee and a prospect committee. John B~tmley, president of the Chamber of Commerce, stated that he saw no reason why friction should develop among the various interested groups and believed that most of the dis- turbance came frmn outsiders. He pledged thst the Chamber of Commerce would work with any group that might be set up to bring in new industry. Commissioner Stemper then outlined the background of the creation of the Industrial Bosrd while he was Mayor, and not at the request of the Chamber of Commerce, advising that the City Commission had been charged with not wanting new industlres in tanford, which was not the case, and that the board was appointed with instructions to assist in every possible way to promote and procure industry for the community. He commended Mr Breckenridge for doing a fine Job but pointed out that he was representing the entire county. Gordon Frederick proposed that the Sanford Industrial Board and Sanford Industries, Inc., be allowed to function as one unit, that the Chamber of Commerce develop the prospects and turn them over to Sanford Industries, Inc. Mr. Breckenrldge then stated that if no financing was needed there would be no need for the Chamber of Commerce to turn prospects over to Sa~ford Industries, Inc., advising again that his was a county-wide organization and there would be no more reason to turn its prospects over to Sanford Industries, Inc., than to any other organization or community in the county. Brailey 0dham advised that he w~ld not like to see the Sanford Industrial Board dis- bandoned and proposed the appointment of board by the City composed of 17 to 21 members with its functions carefully defined and with none receiving any compensation. The members to be represented from all the boards, financial, realtors and transportation groups. Commissioner Ivey stated that he did not think the Industrial Board should be eliminated but felt it might be s little top heavy, and suggested breaking it down into a smaller group which could be called together easily whenever a prospect arrived. Commissioner Kader and Cordell alsospo~e in favor of retaining the Industrial Board. Thereupon after further discussion in which the Commission went on record as voting unani- mously to retain the Sanford Industrial Board, Mayor Chase appointed an advisory committee con- sisting of Brailey Odham, Wally Dietrichs, Ralph Cowan, with Forrest Breckenridge as Chairman, to define the functions and coordinate the plans of the Industrial Board. W. A. Leffler, Jr., next appeared and submitted a letter of protest against the proposed annexation of Lots 64 thru 8~ of Fort Mellon Second Section, owned by him and located on east side of Virginia Agenue between tth and 8th Streets. He pointed out that the property would not benefit from any services that could be offered by the City because there are not dwellings on it, and that the intended use of the property will not warrsnt annexation since no improve- ments would be constructed thereon. He also stated that he had not intention of defacing or furnish the City an agreement of the adjacent property. creating a nuisance of any kind on the property and offered to t~t any use of it will conform to the same zoning regulations After discussion the matter was taken under advisement. Charlie Beck next appeared with reference to granting the City an option to purchase the three well sites selected on his property abutting on the old Lake Mary Road, and after dis- cussion, offered to grant the City an option for one at cost of $100.00, to purchase the three well sites, size 60' x 80' each, 1,000 feet apart along said road, at price of $1,000.00, to- gether with privilege of installing three test wells on his property during term of option. On motion of Com~Issioncr Ivey, seconded by Commissioner Cordell and carried, the Com- mission authorized the acceptance of the foregoing offer. Letter next read from John D. Seconded by Comnissloner Stamper and carried. The City Manager next reported on test holes dug on the property of~ered for sale to the City by C. A. Whlddon, Sr., Realtor, for expanding the cemeteries, which disclosed that the water table is too high on ali of the property for cemetery use. Letter next submitted from Elton J. insure the municipal stadium against $100,000.00 one accident, at cost of being 60,000. After discussion Commissioner Stamper moved that the the stadium against oubllc liability damages but same died There being no further business the meeting then April 9, 1953. Moughton, Jr., local insurance agent, offering to oublic liability damages, $50,000.00 one person and $5.16 per 1,O00 attendance, the estimated attendance City accept the proposal and insure for lack of a second. adjourned until 8:00 o'lcock P.
