The City Commission of the City of Sanford, Hall in the City of Sanford, Florida, at 8100 o'clock P. M., Present: Commissioner Randall Chase, Mayor " J.D. Cordetl " John D. Ivey " John L. Kader " W.H. Stemper City Attorney A. Edwin Shinholser City Clerk H. N. Bayer City Manager Thos. L. Lemon Meeting called to order by the Chairman. Florida, met in adjourned session at the City August 25, 1953. The Commission then proceeded to a leng~y discussion and further study of the plans and cost estimates of the proposed sewerage and wate~,orks improvements with bonsultlng engineer Robert M. Angas. After a careful review and discussion of each item of the proposed water~orks improvements, of which bib total cost estimate amount to $180,658.10, the plans were tentatively agreed upon. Considerable discussion wae given as to what phases of the proposed overall sewerage im- provements should be included in the initial construction. Com%issloner Ivey suggested a long range pay-as-you-go program, which would only include the necessary repairs to the existing sewerage system, the proposed sewer extensions and pump branch improvements in the initial construction, and requested Engineer Angas to submit ~ost estimate on absolute needs for the initial phase of construction together with recommendations as to the order of the other phases to be taken over a period of years. Mayor Chase concurred in the long range plan submitted by Commissioner Ivey. Commissioner Ksder stated that he felt it was false economy not to do the full Job of im- mediate needs, including an interceptor line and disposal plant, in the initial construction. He also stated that he would like for Engineer Angas t o work out a program which would in- corporate his ideas in the proposed plans. Commissioner Stemoer concurred with Commissioner Kadet and stated that he would also like for Engineer Angas to furnish him information on cert~ n phases of the oroJect. Engineer Angas informed the Commission that if each one would advise him as to tl~ir ideas he would incorporate them into five or six plans of procedure and submit for consideration. Commissionsr Cordell stated that the Commissioners already have so many plans to choose from they do not know which one to consider, and he felt it was time to reach some decision on the matter. After further discussion, sction was deferred, pending submission of other plans by En~ineer Annas. There being no further b~slness the meeting then adjourned u~til 8:00 o'clock P. M.
