They stated that from a financing standpoint, it would not be their recommendation to issue only around $1,000,000.00 of bonds and reduce the initial phase of construction accordingly, when the consulting engineers state that it will cost a minimum of SI,100,000.00 to proceed with a sound sewer improvement program, which does not include the proposed waterworks improvements. They also recommended t~t the maximum issue not exceed $1,500,000.00 because they felt that it would not be feasible for the City to levy s sewer service c~mrge sufficient to finance more than t.his amount. Also, recommended that the bonds be offered for sale at a discount in order to secure a lower in- terest rate, and pointed out the problems and difficulties in eel]lng munlcipsl bonds without attractive covenants because of the millions of dollars of them being offered for sale through- out the nation. After considerable discussion action was deferred,pen~ing receipt of additional plans and cost estimates from the consulting engineers. Furt?~r consideration next given to the division of proceeds from proposed sale of the property described as Lots 6 thru 9 of Block I1 Tier 8, E. R. Trsfford's Map, acquired by the County thru foreclosure of tax liens and dedicated for use as a Public Park, against which the City held tax smd special assessment liens in sum of $3,478.03. After discussion Commissioner Ivey moved that the City Nsnager be authorized to appear before the Board of County Commissioners ~t their next regular meeting and submit offer to City to relinquish all its rights in the aforesaid property, ur ovlded the County will assume ell obligation as to rights of way for widening French Avenue. Seconded by Commissioner Stemper and carried. The Commission then proceeded to a further study of the budget of revenues and expenditures for fiscal year 1953-1955, after which the meeting adjourned until 8:00 o'clock P. M. September 3, 1953.
