Sanford Avenue. Tax Parcel Number: 25- 19 -30- 5AG-040 1 -00 10 Property Owner: Stairs Inv. Inc. Representative: Paul Williams Minor Reviews Review of Certificate of Appropriateness approvals issued administratively from March 1, 2012 through April 30, 2012. 6 Month Reviews (October and November 2011 Meetings) Listed below is the status of projects reviewed by the board during the May 2011 meeting. The board must determine if the work is in compliance with the approved CofAs. 613 S. Magnolia Avenue Item: The applicant received approval to construct a two car garage addition to the existing carriage house. Status: The applicant modified the request and will construct a two car carport that will have the ability to be modified to a carriage house in the future. Construction on the carport has not yet begun. 909 S. Magnolia Avenue Item: The applicant received approval to replace five aluminum windows with four wood windows at the rear of the property, requiring a change in window dimension. Status: A building permit has not been issued; staff is unaware if this work has been completed. 911 S. Palmetto Avenue Item: The applicant received approval to construct a new church building and modify the existing building. Status: The project was delayed due to state permitting issues. The applicant recently submitted an application for site development to the City. 305 E. 4th Street Item: The applicant received approval of installed entry doors. Status: The entry doors have been installed and stained. 908 S. Elm Avenue Item: The applicant received approval to remove a window on the north elevation due to the installation of a new interior staircase. Status: The applicant has installed a hexagon shaped stained glass window where the previous window was removed. Minutes Mr. Kinney moved to approve the April 3, 2012 meeting minutes. Mr. Dieckhaus seconded. Motion carried 4- Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Representative: Paul Williams Mr. Dieckhaus moved to deny the request to retain wood coverings (T111) in windows due to the covering of storefront windows with plywood, vinyl, and /or metal adversely impacts the character and vibrancy of the commercial historic district and is prohibited; businesses with an active building permit may utilize plain paper window coverings for the duration of the valid building permit only — per section S -35. Mr. Chusmir seconded. Motion carried 4 -0. Mr. Kinney moved to approve the comprehensive sign package by allowing one additional business identification sign because of the additional exterior store fronts. Mr. Dieckhaus seconded. After discussion, Mr. Kinney withdrew his motion and Mr. Dieckhaus withdrew his second. After further discussion with the applicant, Mr. Dieckhaus moved to table the comprehensive sign package request to afford the applicant additional time to discuss other options with staff. Mr. Dieckhaus moved to approve the minor review applications. Mr. Kinney seconded. Motion carried 4 -0. Citizen Participation Ms. Dalton introduced Nastassia Barnes. Ms. Barnes will be working as an Intern with Ms. Dalton. Ms. Barnes gave a brief summary about herself. Staff Reports Ms. Dalton stated she received a request to replace an existing garage door with a metal garage door. The consensus of the board was not to allow metal garage doors and would like to see it before voting on it. Ms. Dalton informed the board she will work with the applicant on finding an alternative. Ms. Dalton extended an invitation to the board from Rob Hawkins to attend an open house on June 5 He has completed the work at 108 S. Park Avenue and would like to share his accomplishment. Ms. Dalton will send an email to each member as a reminder. Minutes —May 16, 2012 Historic Preservation Board Page 3 Chairman and Board Items for Discussion Mr. Dieckhaus asked for an update on the garage located at the southeast corner of 6 th Street & Palmetto Avenue. Ms. Dalton reported a fine is pending. The owner is having issues with engineering on the windows and door due to code changes. Mr. Dieckhaus asked for an update on 616 Palmetto Avenue property. Ms. Dalton reported the owner is going through Code Enforcement action for the holes in the roof and deteriorated wood. There was discussion regarding encouraging downtown property owners to lease their properties — such as offering some type of incentive for occupied buildings. Adjournment There being no further business, the meeting adjourned at 7 PM.
