On motion of Commissioner Stemoer, seconded by Commissioner Kadet and carried, action wes next deferred until ne×t regular meeting on the proposed resolution providing the method by which checks shall be signed on city depositories. R. J. Waterston, Jr., representative of Seaboard Oil Company, next appeared with reference to their proposal to erect a service station and bulk plant at northwest corner of French Avenue and Sixth Street on the property described as Lots 4, 5, 9, l0 and the South 1/2 of Lots 3 and 8 of Block 7, Tier 9, 14 ft. alley dividing the property, for public utility easement. E. R. Trafford's Map, and requested the City to close the with reservation to the right and ori~llege to use same After discussion in which it was felt that the City %ould not be Justified in closing the alley in south bmlf of the block ~thout providing proper egress for the property owners in the north half, action was deferred, pending report from the oil company's engineering de- partment ss to whether or not they will grant the City an easement for alley across the north end of their property for egress to either French or Maple Avenue. On motion of Commissioner Stamper, seconded by Commissioner Kadet an~ carried, the letter of suggestion from Marion Harman that each Commission meeting be opened with a "Prayer", was acaepted with appreciation and the City Manager directed to contact the Ministerial Associ- ation end arrange for such invocation. The following bids nezt submitted for codifying the City's ordinances in accordance with invitation for bids published in the Sanford Herald on September 24, and on motion of Commissioner Stamper, seconded by Commissioner Ks~er and carried, same were refe~ed to the City Attorney for study, and to submit recommendations at next regular meeting. The request for reserve parking space in front of Western Union Telegraph Company's new office on West First Street was next referred to the City Manager and Chief of Police for recommendatl, on. An oral request next ~ubmltted from Mrs. J. A. Rsrrold, of 21~ Perk Avenue, for City to change the one-hour parki~ between 8:GG A. M. and 6:00 P. M. in front of bet residence back to the previous arrangement, but no ~ctlon was taken. On motion of Commissioner Stemper, seconded by Commissioner Ivey and carried, the Com- mission next approved the following prompectus for negotiations with major and minor baseball league associations for use of Sanford Memorial Stadium for spring training purposes, with the understanding that any source of revenue to the City, other than admission tax end lights, will accrue to the local baseball club: PROSPECTUS CITY AGREES TO: Furnish use of consideration, facilities for an amount of $1.00 a~d other valuable receipt of ~ich is hereby acknowledged. Furnish maintenance of grounds and facilities (existing) by City of Sanford. Furnish cost of electricity and other utilities, including playing field lights if used, to be borne by City of Sanford (but not to include telephone or telegraph service). Upon receipt of t~ assignment sad conveyance the Board will im~:ediately adopt a resolution authorizing the use of the additional funds up to, but not to exceed ~11,259.26, to be d~bursed if and when needed on the French Avenue project. Boyle, County Attorney Commissioner Ivey then reported on the meeting of the Board of County Commissioners when the foregoing letter was authorized, and advise5 t~at their reason for the change in the City's proposal is to delay action on sale of t~e property until French Avenue reconstruction is completed, which will enhance the value. After further discussion Commissioner Cor~ell moved that the foregoing change in the City's proposal be authorized, and that the City Attorney be authorized to prepare the assign- ment of the City's liens on Lots 6 thru 9, and the deed of conveyance on Lot 10. Seconded by Commissioner Ivey and carried. The matter of cooperating with Atlantic Co, st Line Railroad Company in connection with Imordving 8th and 9th Streets as a main access to their new station was next discussed, and as a result the Mayor was authorized to negotiate with them on basis of City furnishing right of way for extending 8th Stre(t and installing culverts in creek under same, and the railroad company improve the streets, or, they furnish ali ma'cerisls and th~ City furnish the labor and equipment. The following letter next submitted from Bralley Odham, Chairman of Ssnfor~ Board, requestL',~ additional money in sum of $1,500.00 be advanced to the Industrial Board as ~ working capital to maintain the vocational school for training sewing: mschine eom'store: Sanford City Commission City Hall Sanford, Florida. Gentlemen: The Sanford Industrial Board alonF< with the Seminole County Vocational Director has been com~ucting a training school J'or needle workers in the Brookfield Mills Buil(~ing. The purpose of this school ls to prepare workers for employment In one of our local garment factories. It was ~ecided the best way to train t'/~eee people was by actually making t~ type of garments that our local plants oroduce. In doing t~s It was necessary to purchas~ material, needles, t~ead an5 the vario~ other items necessary to manufacture gsrments. When th~ ~arments are made, then ~hey would be sold at a slight profit. Up to ~ste there has been some 75 dozen pajamas .produced. These are in the oroCeSS of being sold. However, l% requires about si~ weeks to two mont~s b~fore the money is received after the garments are manufactures. It requires a working capital of about $150'~.00 to keep the school in operation and as you know the Industrial Board does not have any funds other t~n what the City allots. In order to keep the school In oper- ation I h~.~ve advanced $75,),00, bit t~is amount has been used and we are In need of $750.00 to continue operation. It will require several months to meet the employee requirements of our two local manufacturln8 plants. The money can be advanced to the Industrial Board, since noon completion of the personnel requirements of the tv, o olants, the money will be re- turned from the sale of the garments. Commissioner Stamper next introduced Ordinance No. 529, entitled: AN ORDI?fANCE OF T~ CITY OF SA~$'ORD, FLORIDA, VACATING AND ABANDONING A C~RTAI~, RESERVATICN FOR UTILITIES ACROSS LOTS 14, 29 A~ 30, OF BLOCK 3, DREAMWOLD, SECOND SECTION, ACCCttDING TO PI~T BOOK 4, PAGE 30, SEMINOLE COUNTY RECOPJ)S. and same was placed on its first reading and read in full. On recommendati>n of Chief of Police, and on motion of Commissioner Cordell, seconded by Commissioner Ivey and carried, t~he Commission next authorized the speed limit increased to 35 Mi]es Per H©ur on West F~rst Street from Avocado Avenue west to the City Limits. The matter of designatlng Third Street as a thru street from Park Avenue west to Per- slm~on Avenue, next discussed but no action was taken. The C%v Manager was ne×t authorized to investigate ~he matter of securing Federal aid in repairing the damages to seawall, streets and sewers caused by the recent flood waters from the St. Johns River. Commissioner Kadet next moved that the City Manager confer with the Chamber of Commerce relative to their recommen~atlons as ~ the City sending a resolution to the President of the Unlte5 States requesting flood relief from the St. Johns River by constructing a canal to the Indian River. Seconded by Commissioner Stamper and carried. On motion of Commissioner Stamper, seconded by Commissioner Cordel] and carried, N. J. 8tenstrom was /~xt appointed to serve as an inspector at the Municipal General Election to be held on November 3, in place of W. L. Roche who declined the appointment.
