The City Commission of the City of Sanford, City Hall in th City of Sanford, Florida, at 8:00 Florida, met in regular session at the o'clock P. M. November 9, 1953. The meeting was then opened with "Prayer" by Rev. Philllp Schlessmann. Commissioner Stamper next moved that in view of the results of the straw ballots cast at the General Municipal Election on November 3, on the proposed water works and sewerage im- provements programs, whereby, a majority of the citizens voted In favor of Program No. 3, that the bond attorneys and fiscal agents be authorized to propare bonds for validation in amount not to e×ceed $1,500,000.00, but sufficient to cover program No. ~, if when the bids are re- ceive5, it ~ economically feasible to proceed with the program. Seconded by Commiss~ oner aoer. Comr~lseloner Trey then stated that program No, ~ would not provide the City wi~h what it needs in way of sewerage improvements, according to the engineers recommendatione, and that he felt it would be a waste of money. Commissioner Kadet spoke in favor of program No. 3, in favor of it by a fair majority he could not see how the on them and do otherwise. stating that since the people voted Commlssiouers could turn their backs hands for providing open end financing, debt at this time. Commissioner Cordell stated t~t he~s still in favor of the long program, and until the City has actual cost figures on program No. ~, hc was still in favor of Program No. 1. Mayor Chase pointed out that the authorization for Program No. I is not tying anyone's additional funds in the future for the other improvements, since it will be and he did not feel that the City should burden itself with all of th~ After considerable discussion the roll ~e called on the motion of Commissioner Stamper, which failed to carry over the dissenting vote of Com~issloners Cordell, Ivey and Chase. Commissioner Kadet next moved that the Commission instruct En~i~er Angas to collect data on all tyoes of sewage dlspossl olants for consi~eratlon, and theft all e~penses in con- nection therewith be authorized by the Commission before being incurred. Seconded by Commis- sioner Stamper and carried. The ?roposed ordinance regulating the installatio~ of television antennas was submitted for consideration, and referred back to the local television dealers for a letter of approval. On motion of Commissioner Ivey, seconded by Commissioner Kadet and carried, the Cam- mission next granted the Church of Jesus Christ of Latter Day Saints permission to used the auditorium on Sunday mornings and evenings for conducting church services. Further consideration next given to matter of cooperating with Atlantic Coast Line Railroad Co~pany in connection ~,,~th improvln& 8th and 9th Streets as a main access to their new station, and the City Manager advised that Leo Rosen, et al had agreed to give the City the necessary right of way for extending 8th Street across ~eir property, provided they will not be charged for any of t.he improvements and the work completed within twelve months. 146 MINUTES c ty Commission, Sonford, lor do, .............. Commissioner Ivey next introduced ordinance No. 531, entitled: AN ORDtNA~WCE OF THE CITY OF SANFORD, FLOP.IDA, AM~ENDING ORDI~[ANCE NUMBER ~62 OF THE CITY OF SLNFORD AS A~ZNDED, SA-E BEI~G T~ ZONING ORDIVANCE OF THE CITY OF SANFORD, BY PROVIDING FOR A THIRTEENTH CLASS OF DISTRICT INTO WHICH SAID CITY IS DIVIDED FOR THE PURPOSES OF SAID ORDINA~CE, DESIGNAT?~'G SAID THIRTEENTH CLASS OF DISTRICT AS "C-N CC~O~ERCIAL_P~TAIL (NEiGHBOORHOOD SHOPPING) DISTRICT. and same was placed on ~ts first reading and read in full. Letter ne:~:t submitted from Wellborn C. Phillips, Jr., offering to pay the City for cost of installing a sanitary sewer line to the dwellings he is constructing in Buena Vista Subdivision which will not exceed ~$500.00, with the understanding th~,t he will be reimbursed for such cost from the proceeds of sale of proposed bonds for sewerage improvements, and on motion of Com- missioner Ivey, seconded by Commlssl,~ner Cordell and carried, same was approved, to be In- stalled ac~ordlng to the engineers speclfi~atlons. The C~ty Manager was next authorized to obtain b~ds for treating the Chamber of Com- merce Building for termite infestation. Request next submitted fr)m Sanford Linoleum & Title Co~any, 125 W First St., for a loading space on the Oak Avenue side of their building, and on recommendation of the City Manager and Chief of Police, Commissioner Ivey moved ttmt a "30 Minute" loading zone be re- served for all :business p].aces in that area. Seconded by Commissioner Stamper and carried. The City Manager ne~t gave s report on review of the two bids received at meeting of October 26 for codifying the City's ordlnsnces, in which he recommended the bid of M!chie City Publications Company, Inc., of ~5,000.00 for the entire work, ss being the lowest and best bid for the City, since the bid and all alternate bids of Municipal Code Corporation provided trot the City furnish them with two copies of all the ordinances, whl. ch would have to be prepared at the expense of the City. Thereupon after discussion Commissioner Stemper moved the acceptance of the bid of MlchlePuhzlcations' Company, Inc., for codylng the orc~lnances at price of $5,000.00 subject to ~n acceptable contract. Seconded by Commissioner Ivey and carried. The City Manager next gave a report on matter of securing Federal aid in repairing damages to the seawall, streets an~ ~ewer~ ~,~ ~v t~ ~,~t el~ ,.,~ ~..,~.~ *~ ~. On reco=mendation of the City Manager and Chief of Police, and on motion of Commissioner Cordell, seconded by Commissioner Kadet and carried, the Commission next authorized installation of parking meter in front of the Western Union Telegraph Comoany office, providing for 12 minutes oarkin~ only. Letter next submitted from J. Brailey Odham tendering his resignation as a member of the Sanford Industrial Board, and on motion of Com~lssloner Stamper, seconded by Commissioner Kadet and carried, same was accepted with regrets. On reco~endation of the Industrial Board, and on motion of Commissioner Kader, seconded by Commissioner Stemper and carried, the Commission next appointed R. L. Glenn as a ~ember of the Sanford Industrial Board to fill the vacancy created by resignation of Mr. Odham. On motion of Com~isslon(:r Stamper, seconded by Commissioner Kadet and carried, the Commission next authorized the salary of Mrs. Sarah King, assistant librarian, increased from ~1~5.00 to $180.00 per month, effective as of November l, 1953, and that ~385.00 be transferred from the aooropristlon for proposed increase in commls?loners salarY, es to tbs I.Ibrary appro- prlation to offset this increase, and that the balance of appropriation for proposed increase in commissioners salaries bE transferred to the contingent fund. La., an8 e~tend!ng sn invitation on behalf of the City to halo the ir 195~ convention in Sanford, advising that M. L. Clements, director o~ the association, will visit Ssoford in the near future to investigate hotel accommodations.
