G. Williams Commissioner-elect Earl Higginbotham Commissioner-elect John S. Krlder, Br. Meeting called to order by the Chairman. The meeting was then opened with "Prayer" by Rev. S. L. Whatley. John W. Wakefield, Chief of Sewage & Industrial Waste Division of Bureau of Sanitary Engineering, State Board of Health, apoeared with reference to the Oroposed sewerage improve- merits and outlined their policy since 1951 to bring about the correction of water pollution oroblems by requiring any new sewer construction to be coupled with adequate sewage treatment, and advised of their refusal to approve any plsns for major sewer extension throughout the state if sewage treatment were not provided. He then stated that it was his opinion that the Brats Board of Health would not approve the City's plans for proposed sewerage improvements if no treatment plant was included, and that legal action would probably be taken to prevent t~ installation because of creating a health menace. Mr. Wakefield further stated that the Board had not advocated full treatment for Sanfo~ but a primary treatment plant with chlorination. In answer to question by Commissioner Ivey, Mr. Wakefield then stated he had no definite proof that th~s would create a health hazard unless used for drinking purposes, but felt he was soeaklng for the majority of specialist in the field. Commissioners Kader and Stamper again spoke in favor of a treatment plant. Commissioner Ivey stated that he was in favor of a treatment plant over a long range orogram but the City could not afford one at this time. Mayor Chase pointed out that there was no factual evidence that the proposed improve- ments would create a health hazard, second on providing for a treatment doubt that it is not needed now. After further discussion, ststing that if he fel~ it would, he would not hesitate a olant, but thst he was convinced beyond all reasonable Ordinance No. 532, entitled: AN ORDINANCE AUTHORIZING T~ CONSTRUCTI~ OR ACQUIBITION OF ADDITIONS, EXTENSIONS AND IMPROVEMENTS TO THE COMBINED WATER AND SEWER SYSTEM OF THE CITY OF SANFORD, FLORIDA, AND Ab~HOkIZING THE IBBUANCE OF $1,175,000.00 WATER AND SEWER REVENUE CERTIFICATES FOR SUCH PURPOBEB. introduced and placed on first reading at adjourned regular meeting of December 7, 1953, was submitted for final reading. Thereupon Commissioner Ivey, moved that under the schedule of bond maturities on page 7 under Section 2.01 of said Ordinance No. 5~2, that the amount of 1961 maturity be increased from $25,000.00 to $26,000.00 and the lO85 maturity be reduced from $70,000.00 to $69,000.00, in accordance with letter of recommendations of Fiscal Agents dated December 6, 1953. Seconded by Commissioner Cordell and carried. After the foregoing changes were made, said Ordinance No. 532 was then planced on final reading and read in full. On motion of Commissioner Stemper, seconded by Commissioner Ivey and carried, the Commission next authorized the Mayor and Clerk to execute a Qui~ Claim Deed to Jas. A. Williams and wife releasing the reverted clause in the deed to property described as Lo~s 1 thru 7 and 13 thru 19 of SDurling's Plat of Block 15, Chapmsn & Tucker's Addition. Mr. Williams having complied wi~h the conditions of said deed. There being no further business the meetlng adjourned. The Chairman then announced that the City Commission of the City of Sanford, Florida, h~d passed and adopted said Ordinance No. 532, entitled: AN ORDINANCE AUTHORIZING TP~ CONBTRUCTIr)N OR ACQUIBITION OF ADDITIONS, EXTENSIONS AND IMPROVEMENTS TO THE COMBINED WATER AND SEWER SYBTEM OF THE CITY OF SANFORD, FLORIDA, AND AUTHORIZING THE ISSUANCE OF $1,175,000. WATER AND SEWER REVENUE CERTIFICATES FOR BUCH PUP~POSEB. Commissioner Stamper stated "I voted Nays because it is contrary to the recommendationl of Consulting Engineers, the State and Federal Boards ~of Health, the Fiscal A~ents. and con- trary to the will of the majority of the citizens as expressed in the regular City election in November, 1953. Also, because more monies are collected than are actually needed to carry out the proposed requirements. Also, because we have not been furnished for spproval the clans and specifications as stated in this ordinance, nor h~ve we approved such plans and soeciflcetlons aa stated in this ordinance." Commissioner Kadet stated, #I voted Nays because it is against the will of the citizens of Sanford. Also, I believe a sewage treatment plant is necessary if we double the A sewage discharged into Lake Monroe. We are going against the recommendations of competant engineers, the State Board of Health and Fiscal Agents. The Ordinance states plans and specifications have been filed and approved by the City Commission and the Commission has not approved the final plans, as stated in the ordinance." Letter next submitted from Municipal Judge Volie A. Williams, Jr., recommending that the 60 days straight Jail sentence assessed against Freddie Earl in Municipal Court on October 5, 1953, Case No. 48958, be changed to fine of $125.00 and cost, and in default of payment of same, to serve 60 days in Jail. -- Thereupon Commissioner Kadet moved the acceptance and approval of the foregoing recommendation of the Municipal Judge. Seconded by Commissioner Cordell and carried. The request of J. H. Nicholson for installation of French Avenue and 25th Btreet ,was next referred to the for recommendations. of traffic signal at intersection City Manager and Chief of Police Application next received from Sanford Atlantic National Bank and of Sanford to be designated as depositories of City of Sanford funds during year 1955, agreeing to furnish satisfactory security in Federal, State, County or Municipal Bonds, to be approved as to amount and validity by the City to protect said funds. Thereupon Commissioner Cordell moved that the Sanford Atlantic National Bank and Florida State Bank of Sanford be designated as depositories of City funds during year 195~. Seconded by Commissioner Ivey and carried. Request next submitted from Kll~ore Seed Company, 300 W. First Street to restrict parking regulations on north side of First Street in said block to one-hour, and tion of Chief of Police, Commissioner Stamper moved the authorization for same. Commissioner Kadet and carried. Due to delay in opening the 1953 Tax Roll for collection of taxes,Commissioner Stemper next moved that the period allowed for 4% discount on payment of taxes be extended to December 28. Seconded by Commissioner Kadet and carried. Letter next read from Engineer Robert M. On recommendation of Volie A. Wil]iams, Jr., agent for City in acquiring riEhts-of- way for widening French Avenue, and on motion of Commissioner Stemoer, seconded by Commissioner Kadet and carried, the Commission ne×t authorized acceptance of offer of Mrs. Gladys Smith and Jean S. Adams to accept $~75.00 in settlement for right of way across front of their property at 1807 French Avenue, which v,as appraised by Aoprelssl Board at $2~0.00. On recommend~tion of the Tez Assessor, and on motion of Commissioner Kadet, seconded by Commissioner Ivey and carried, the Commisslon ne×t authorized a reductinn of $1,790.00 in the lO53 assessed valuation of nersonal property taxes aEsinat Vodopich Refrigerator Service to cancel assessment on motor vehicles which were declared with equipment in error on tax return. On motion duly a~o~ted the C~ty Attorney was ne~t directed to address a letter of commend~tlon on behalf of the City Commission to the City Manager and all employees who parti- cloated in the program of clearing the lake front from hyacinths left by the recent flood waters. The City Manager ne~t gave a report on dismissal of J. E. Meeks, truck driver, on November q0, for wreckless driving and rough handling of eculoment, of his appeal to the Civil Service Board, and of the Board's hearin~ and bis reinstatment on December 10. Thereupon after discussion Mayor Ch~se d~rected that the Civil Service Board be invited to meet with the Commission on Monday night, December 21, in special session for the purpose of an informal review of their activities. a special meeting be called for 8:00 o'clock invited to attend.
