The City Commission of the City of Sanford, Florida, met in adjourned regular sessioni at the City Hall in the City of Sanford, Florida, at 8:30 o'clock P.M. March 1, 1954. Williams Absent: City Attorney A. Edwin Shlnholser Meeting called to order by the Chairman. ~alph T. Cowan, Chairman of Sanford Industrial Hoard, next appeared with further '" reference to the Industrial Board's recommendation that the City convey to W. A. Adams the City owned property described as Lots 1 thru 5 of Block 1 of Tier 9, V. Check's Amended Plat, for the purpose of constructing and operating a bonded warehouse thereon. Mr. Cowan pointed out again that both the tanford Industrial Board and Sanford Industries, Inc., had given the matter ~ careful consideration and it was their recommendation that the City donate the Oroperty to Mr. Adams for the aforesaid purpose. Commissioner Krider then stated that he was not in favor of giving the aforesaid prooerty away because it was too valuable and should not be used for a warehouse site, and that he felt that some other location would be suitable for such purpose. Commissioner Cordell also voiced his objections against the proposal, stating that he felt the community needed a bonded warehouse but did not feel that the City ahould furnish a site for it, and that he would be willing to sell Mr. Adams the property at a reasonable price: ._ After further discussion Mr. Adams advised that he would like to withdraw hie re- quest for this particular piece of property, with a view to finding another site for the warehouse. Commissioner Stamper then suggested that Mr. Adams inspect other City owned property located west of the site in question to determine whether or not it may be suitable for warehouse. Mervyn Osier of Osier-Waller Homes, Inc., next appeared with reference to installing an 8a sanitary sewer from North Street south to 20th Street on East side of Bummerlin Avenue in Bel Air Subdivision, which was not included in Project "A" of the proposed sewer improvements. He advised that the local representatives of State Board of Health had approved construction ~ this sewer line and discharging it into a large septic tank to be constrUcted at north end, which would drain into the open ditch at this location, and that his company would construct it at the estimated cost of $4,500.00, providing the City will reimburse them from sale of the pro- posed sewer revenue bonds, but should the bond sale fail to materialize, they would bear such cost. Mr. Osier also stated that they would be glad to furnish the materials for constructing the sewer if the City desired to furnish the labor. Arnold Bentley of Victory Cabs, and Robert Young, taxicab operator, next appeared with further reference to reserved spaces for taxicabs within vicinity of Sanford Avenue and Third Btreet, and submitted a proposal to remove the curb on south side of Third Street im- mediately east of Banford Avenue and provide a neutral zone for all taxicab operators that do not provide telephone service, which would eliminate all private spaces except theirs and Fulton. In connection with the acceptance by Fred H. Williams of the appointment as a member of the Planning Board, provided it will not restrict him from any personal interest, directly or indirectly, in any contract with the City, the City Manager next submitted an opinion from the State Attorney General advising that technically, such provision would apply to members of all boards appointed by the City Commission. After discussion the City Manager was directed to inform Mr. Williams of the foregoing opinion. In connection with permit granted, the Hospital Association at meeting of February 22, to remove the curb from First Street side of the new hospital site for purpose of provid- ing off-street parking, the City Manager next reported that the cooperative agreement referred to by T. E. ~ucker who presented the request, provides for the City to remove the curb and con- struct the parking area at its own exoense. Thereupon the Commission directed that Mr. Tucker be advised that it was the under- standing and intent of the Commission to grant the Hospital Association permission to remove the street curb without any coat to tb~ City. Cost estimate in sum of $2g,138.50 for covering the drainage ditch located at rear of Block D of Buena Vista Subdivision, next submitted from Robert M. Angas and Associates, and on motion duly carried same was ordered filed. Petition for installation of street light at corner of 16th Street and Mangoustine Avenue next submitted, but in view of no appropriation in current budget f or further extension of street lights, Commissioner Krlder moved that it be filed until such time other funds are appropriated. Seconded by Commissioner Cordell and carried. The City Manager next reported that Consoer, Townsend and Associates, Consulting En- gineers, had advised that they had not been able to complete their report on the water and sewer improvements because of not having received the plane and specifications from Robert M. Angas & Associates. After discussion and on advice that it probably would be another four to six weeks before the plans and specifications are completed, the City Manager was authorized and directed to write Mr. Angas to expedite such completion. Offer next submitted from Ozier-Weller Homes, Inc., of $150.00 for purchase of City owned property described as Lot 16, Woodruff's Subd., and on motion of Commissioner Stamper, seconded by Commissioner Cordell and carried, same was accepted. On recommendation of Chief of Police, and on motion of Commissioner Cordell, seconded by Commissioner Stamper and carried, the Commission next approved transfer of beer and wines license of the Smoke House at 108 W First Btreet from C. E. Stonecipher to C. A. Taylor, Jr., the new owner. The following letter of release on Parcel No. 2-R of Section 7715 of State Road No. 15-A, next submitted from C. E. Soencer and wife, and on motion of Commissioner Stemper, seconded by Commissioner Kadet and carried, same was accepted subject to approval of t~ City Attorney: City Commissioners of the City of Sanford, Florida City Hall, Sanford, Florida.
