Sayer City Manager W. E. Knowles Chief of Police R. G. Williams Meeting called to order by the Chairman. The meeting was then oDened with "Prayer" by Rev. Eldon Kline. The following bid next submitted for furnishing Fire Truck in aCcordance with specifi- cations furnished by the City: SEMINOLE COUNTY MOTO~ 1. 1954 Dodge one ton truck, fire engine red, with pickup bcd . 4-wheel drive, equipped with 6-cylinder gasoline engine witY~ a taxable horsepower of 25; power take-off controlled from cab; pintle hook mounted on frame rear cross member; replace- able cartridge type oil filter, air filter, turning indicators, dual long arm mirrors; equipped with five 900 x 16 8 ply tires, 7~" diaphram vacuum booster brake, and one oair of front tow hooks. Less trade-in allowance on 1940 Dodge Fire Studebaker 2-ton dump truck Delivery date: 30 to 60 days T~uck and 1950 NET $2,982.90 6P 3_q $2,377.60 Thereupon after careful consideration, and in view of no other bids having been re- ceived, Commissioner Krider moved the acceptance of the foregoing bid of Seminole County Motors. Seconded by Commissioner Cordell and carried. Robert F. Melton ne~t apoesred and submitted further request for City to rezone his three lots at Northeast corner of Perk Avenue and llth Street for Commercial use, and after dis-i cuselon the matter was again referred to the Zoning Board. On letter of recommendation from the Zoning and Planning Commission, and on motion of Commissioner Stemper, seconded by Commissioner Kadet and Carried, the Commission next authori- zed s Public Hearing to be held at 8:00 o'clock P. M. May 17, 1954, to consider rezoning Blocks 6 and 13 of Bel Air Subdivision, from R-1 to R-1-X. Ralph Cowan, Chairman of Sanford Industrial Board, next appeared and submitted their recommendation that Fred Murry be appointed as a member of the Board to fill the vacancy created by resignation of Robert J. Beuman. Thereupon Commissioner Kadet moved that Mr. Bauman's resignation be accepted with regrets with letter of apprecistion for services rendered, and that the Commission accept the recommendation of the Industrial Board and appoint Fred Murray to fill the vacancy. Seconded by Commissioner Krider and carried. Mr. George Consoer of Consoer, Townsend and Associates, Consulting Engineers employed by the City to make survey and recommendations on the City's proposed water and sewer improve- ments, next appeared and advised that he had reviewed the plans and specifications prepared by Robert M. Angas & Associates and found them to be of good standard practice of procedure, and that they would submit their final report upon comoletion of the field survey. There being no other bids submitted, Commissioner Krider moved the acceptance $360.00 from Wesley Wright, Jr., for the aforesaid lot. of Seconded by Com~Issioner Kadet and carried. In view of no bids having been submitted on the other parcels of property advertised for sale, Commissioner Kadet then moved that the remainder of the property be listed with the local realtors at the prices set by the Commies ion. Seconded by Commissioner Stamper and carried. On motion of Commissioner Stamper, seconded by Commissioner Krider and carried, the Commission next tabled the offer to purchase the City owned property described as Lots, l, 2, 3, $ and 5 Block l, Tier 9, Victor Check's Amended Plat, at price of $15,000.00, or, $10,000. for Lots 3, ~ and 5 of said Block. Letter next submitted from Municipal Judge Leonardy, together with letter from the City Physician, recommending that the balance of 60 days Jail sentence imposed on James W. Hall be suspended and served under probation because of hie physical condition. Baid prisoner having been convicted in Municipal Court on April 12, 1955, Case No. 50182, for assault and battery, and sentence to pay a fine of $100.00 and cost and to serve a period of 60 days in Jail. After discussion and on recommendation of Chief of Police that said prisoner pay an a~dltional fine of $50.00 upon being released under probation, Commissioner Stemoer moved the acceptance and approval of the recommendations of the Municipal Judge, the City Physician and the Chief of Police. Seconded by Cormmissloner Cordell and carried. The letter of recommendation from the Zoning and Planning Commission that t he softball diamond be moved from its present location to ~'ort Mellon Park in order to centralize all recre~tional activities at that point was next taken under advisement, pending cost estimate to be submitted by the City Manager. Further consideration next given to recommendation of the City Manager that the $150.00 deductable collision insurance coverage on fleet of motor vehicles be revised, or eliminated except the Fire and Police Departments, and in view of such coverage not expirin~ until December 31, 1954, Commissioner Stemper moved that the matter be deferred until the appropri- ations for next fiscal yesr's budget are considered. Beconded by Commissioner Krider and carried. The City Attorney next submitted proof copy of the Code of Ordinances, as prepared by Michle City Publications Company, together with a proposed Ordinance to adopt the. revision and Codification. He then recommended that the Commission adopt the code of ordinances, as revised, in order that it may be printed in book form an5 placed in effect by July 15, advising that all major changes had been submi~ed and reviewed by the Commise!on, and after receiving the printed volumn and making thorough study of same, any further changes could be made in the supplement which will be furnished for the first year by Michie City Publications Company without any cost to ~the City, in accordance with the terms of the contract. After discussion Commissioner Cordell moved that in view of all major changes in the revision of the O~dinances having been submitted and reviewed by the Commission, that the ~ ..... ~.-. ~ ~ as is. AN ORDINANCE ADOPTING A HEW REVISION AND CODIFICATioN OF THE ORDINANCE OF THE CITY OF SAN-FORD, FLORIDA, PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCEs NOT INCLUDED THEREIN, AND FOR OTHER PURPOSES HEREINAFTER SET- FORTH. and same was placed on its first reading and read in full. Request next submitted from Benton,s Furniture Store for a loading zone on North side --- of Fifth Street, t~e first space west of Sanford Avenue and on recommendation of the Chief of Police and City Manager, Commissioner Kadet moved the approval of same. Seconded by Com- missioner Krlder and carried. Pursuant to request for Street lights on Virginia Avenue, the City Manager and Chief of i ..- Police next reported on survey in which they recommended installation of llFhts at intersections of tth Street, ?th Street extended and 8th Street. Thereupon Commissioner Stamper moved that the three lights be approved and placed on the priority list for consideration in next fiscal year's budget appropriation. Seconded by Commissioner Cordell and carried. The request for installation of street lights on Wll]ow Avenue between ?th Street and Celery Avenue was next referred to the City Manager and Chief of Police for recommendation. Proposal next submitted ~'rom Neptune Meter Company for furnishing water meters for one year at their present contract price, and on recommendation of the City Manager, the matter was tabled. On motion of Commissioner Cordell, seconded by CommisSioner Kadet and carried, minutes of regular meeting of April 12, 1955, next approved. Letter next read from Mr. & Mrs. C. C. Henderson of 2520 Mellonvllle Avenue, submitting claim for fire damages to their orange trees, which they claim was set by City Firemen. After discussion, and on recommendation of the City Manager that action be deferred until he has an opportunity to discuss the matter further with Mr. and Mrs. Henderson, Com- missioner Stamper moved that his recommendations be accented. Seconded by Commissioner Cordell and carried. Request next received from Campbell Feed Store at 201 W. First Street for a loading zone in front of the place of business, and on motion of Commissioner Krlder, Seconded by Com- missioner Kadet and carried, the City Manager and Chief of Police were authorized to work out the parking problems in said block. The City Manager next gave a progress report on work of Perry N. Teeple in preparing the necessary data for acquiring easements and dirt piling permlts from property owners in connection with the sewer and water improvements, advising that he had complete~$he list for four of the projects and would probably have all of them completed by April 29, ~,~hlch is final date on the assl~nment, due to aCceptln~ another poslt4on in Jacksonville. Thereupon Commissioner Cordell moved that ~r. Teeple continue with the preparation of the list until April 29, at salary of $100.00 per week. Seconded by Commissioner Stamper and carried. Consideration next given to matter of appointing two members on ~he Planning Board to fill the vacancies now existing, and after discussion, Commissioner Stemper moved that the Commission come prepared at the mext meeting to make such appointments. Seconded by COmmissioner K~der and csrrled. Further consideration next glven to matter of amendin~ the Ordinance regulating the keeping of grazing animals within the City, and after considerable discussion Commissioner Krider moved that the ordinance remain as is. Commissioner Kadet next introduced Ordinance No. 55~, entitled: AN ORDINANCE oF THE CITY OF SAh~ORD, FLORIDA, AMENDING SCHEDULE NO. ~ OF ORDINANCE NO. $$2, pASSED AND ADOPTED DECE~ER 29, 19$8, AS AMENDED BY ORDINANCE NO. 519 AND ORDINANCE NO. 537, SUCH ORDINANCE BEING THE TRAFFIC ~ ~ NG sTREETS BY REVISING THE oRDINANCE, AMD sUCH sCHEDULE DESIGN~TI~ THROUGH , DESIGNATION OF ELM AVENUE, AS SET FORTH, AND BY DESIGNATING CERTAIN STREETS IN HIGHLAND pARK SUBDIVISION AS ADDITIONAL THRU STREETS. and same was placed on its first reading and read in full. The City Attorney next submitted a corrected deed to correct the property description in deed dated October 20, 1953, recorded in Deed Book 201 Page $59, conveying the Shell Station property at Southwest corner of French Avenue and Seminole Boulevard, which was sold by the City for sum of $18,606.06, and on motion of Commissioner Cordell, seconded by Commissioner Kadet and carried, the Mayor and Clerk was authorized to execute same on behalf of the City. The City Manager next advised thst Building Insoector John M. Gillon was incapacitated, due to heart attack, and that it probably would be some time before he is physically able to resume his duties. After discussion, Commissioner Cordell moved that the City Manager be authorized to contact J. T. Pope, local building contractor who has acted in the capaCity of Building Xn- snector during Mr. Gillon's absence, and offer him the position on a temporary basis, and if not avsilable to devote full time, to work out a schedule on part time basis, ~ salary comparable with the Building Inspector. Seconded by Commissioner Krlder and carried. On motion duly carried the City Mansger was next authorized to install shades on balance of the doors and windows in the Yacht Club Building.
