Williams Meeting Called to order by the Chairman. The meeting was then ooened with "Prayer" by Rev. Plank. A delegation from Charles Young Post No. 207, Colored American Legion, with James D. Hagin as spokesman, ne×t submitted letter of request for the City to donate the property at Northeast corner of 8th Street and Mulberry Avenue for a site for their Legion Home, which they propose to construct within the ne×t year. After discuss ion, and in view of the property requested at the aforesaid location having been sold by the City on April 28, Commissioner Kadet moved that the City convey to Charles Young Post No. 207, for consideration of $1.00, the property located at Southwest Corner of 7th Street and Jessamine Avenue, described as Lots 4 and 5 Block 9 Tier 19, Seminole Park, for a site for their Legion Home, with reverter clause if the building Is not substantially completed within three years. Seconded by Commissioner Stamper and carried. Engineer Robert M. Angas next submitted the following tabulation of the seal bids opened publicly at lO:00 o'clock A. N. Sullivan, Long and Haggerty reserved the right to refuse any contract unless awarded all contracts. The bid of Bumby & Stimpson, Inc., provid for deduction of 7 if allowed to use seal coated C. After discussion, and in vieW of the sum of the $22,800 from ContraCt No. lowest bids for the nine contracts, plus PorJect A now under construction, engineering and fiscal agents fees, etc., and the amount already expended by the General Fund, being over $200,000.00 in excess of the engineerS' esti- mates and the anticipated amount to be derived from sale of the water and sewer revenue certi- flcateS, Engineeer Angas was authorized and directed to make a further study of the proposed improvements and submit recommendations for making the necessary change orders in the contracts and deleting certain phases of the projects in order to bring the total cost within the funds that will be available for financing the improvements. Action on awarding the contracts was then deferred, pending results of the foregoing revisions to be submitted by Engineer Angas, and sale of the water and sewer revenue certifl- cares on May 12. Seconded by Commissioner Krider and carried. On motions duly carried, the Commission next appointed Karlyle Householder and Alfred W. H Stanley as me,bets of the Zoning and Planning Commission to fill the vacancies crested by Resignations of Ed. F. Lane and F. B. Ashdown. Request next submitted from Dr. H. K. Rin~ for a oarkin~ soace near his office at 122 S Palmetto Avenue, and on recommednstion of Chief of Police, Commissioner Kadet moved t~t he be granted the first sosce West of Palmetto Avenue on North side of 2nd Street, subject to payment of rental for same at such time the City charges a fee for such p~rking privileges. C Henderson for fire damages in sum of $100.00 to their orange trees, in which he advised that the damages was caused by fire set by City firemen, and that they still felt that the City should pay the claim. After considerable discussion CommiSsioner Stemper moved that the City Manager be authorized to settle the claim for sum of $100.00. Seconded by CommiSsioner Kadet and carried. Letter next submitted from Lloyd F. Boyle, Attorney for Charles K. Ellis, with reference to the agreement entered into with the City under date of July 1, 19~9, wherein the City in- stalled fixtures at coat of $690.00 for oroviding two public rest rooms for colored people on Lot 14 Block 4 Tier 1, E. k. Trafford's Map, located at Northwest corner of Sanford Avenue and Third Street in conjunction with a theatre building constructed thereon, and Mr. Ellis agreed to maintain the same for a period of twenty YearS. Attorney Boyle advised that Mr. Ell~ desires to sell this property and would like to secure a release from the City of theaforesaid agreement by paying the sum of $518.00, which reoresentS the prO rated cost of the fixtures furnished by the City. After considerable discussion, and in view of the fact that the arrangement for pro- viding public rest room facilities at the aforesaid location have not been satisfactorY, Com- missioner Krider moved that the agreement be released, provided Mr. Ellis reimburse the City the full amount of $690.00 expended for the fixtures. Seconded by Commissioner Cordell and carried. The request from the Womans Club for a parking space in front of th~ Club Building was next referred to the City Manager and Chief of Police for recommendation. The City Manager next brought up matter of purchasing a rotary type mower attachment at cost of $~50.00 to replace the cyclebar attachment used on Ford Tractor for mowing parkways, etc., which has worn beyond extent of keeping in operation without constant repair. After discussion Commissioner Stemper moved that the City Manager be authorized to con- tact all the dealers and obtain bids on a rotary mower with necessary attachments to fit a Ford Tractor. Seconded by Commissioner Krider and carried. The City Manager next reported that J. T. Pope would not consider accepting the position of Building Inspector except on a permanent basis, which was offered to him on temporary basis while Mr. Gillon is physically unable to make the field inspections due to recent illness, and that he had made temporary arrangements for Quintus Ray and Leslie Thompson, MINUTES City Commission Sanford F or do May lO at 8 P. The Chairman then announced that the Commission would be glad to hear from interested parties in favor of, or against the proposed rezoning of the propertyd escribed in the fore- going notice. Mervyn Ozler of Ozier-Weller,Homes, Inc., owner of Block 6 and a portion of Block 13 of Bel Air Subdivision, the two blocks under consideration to be rezoned, then spoke in favor of the proposed rezoning. He pointed out that due to the property bordering on City limits and abutting a dairy, thet it is not very desirable for residential purposes, except for small homes in the low cost bracket, and that t hey would not be able to sell the larger dwellings required under the existing restrictions because of the cost price. Robert F. May, of 2404 Key Avenue in Wynnewood Subdivision, next voiced his objections against rezoning Block 13, which is located w~thln 300 feet of his residence. He advised that he had purchased hie home at a cost of $11,O00.00 with the understanding that the neighborhood would be protected under the existing zoning restrictions from the construction of undesirable dwellings in that area, and the lowering of such restrictions would reduce the value of hie property.
