Bayer City ;4anager W. E. Knowlee Chief of Police R. ~. Williams Meeting called to order by the Chairman. The first order of business being a Public Hearing to consider amending Ordinance No. 281 regulating the keeping of grazing animals within the City, the proposed Ordinance No. 555, which was prepared from exZraets from model ordinances furnished by the National Institute of Municipal Law Officers, was read in full. The Chairman then announced that the Commission would be glad to hear from interested parties in favor of, or against the proposed ordinance. F. B. Aehdown of ~07 Bummerlin Avenue voiced his objections against the proposed amendment, which would allow the keeping of grazing animals within 100 feet of a residence, stating that he felt it would create a nuisance due to such animals attracting flies. Mr and Mrs F. ;4. Russell then spoke in favor of the amendment, stating that they have been keeping a cow on their premises at 2~32 ~ashington Court for over fifteen years without any complaints from their neighbors, and if the existing ordinance was enforced, which prohil~lte the keeplr~ of grazing animals within ~00 feet of a residence, it would restrict everyone from keeping such animals within the City because there are no areas that can conform to the required distance. Henry H. Collier cf 1325 Summerlin Avenue also spoke in favor of the amendment, ad- vising that he was keeping a pony on his premises without any objections from his neighbors, but was violating the existing ordinance. Arthur Kirchhoff and Robert F. May also spoke in favor of the amendment. Attorney Volie A. Williams, Jr., who prepared the proposed ordinance, then spoke in favor of the amendment and named several cities ~hat allow grazing animals to be kept within ~0 feet of residences. CommisSioner Cordell stated that he felt the existing ordinance is satisfactory since it has been in effect for over fifteen years with a minimum of complaints. Commissioner Xrider concurred with Ocmmissioner Cordell and stated that he felt the existing ordinance should remain in effect since only three citizens had requested that it be amended, and that he was representing all the citizens. After further discussion Commissioner Kadet moved that said Ordinance No. 51~5 be placed on its first reading. Seconded by Commissioner Stamper and ca,tied over the dissenting vote of Commissioners Cordell and Krider. On motion of Co~issioner Stamper, seconded by Commissioner Krider and carried, the parking problem for large transport trucks to unload freight at Btull's Feed Store at 112 W. 2nd Street was next referred to Commissioners Cordell and Kadet, the City Manager and Chief of Police for survey and recommendation. After considerable discussion, and on motion of Commissioner Stamper, seconded by Commissioner Krider and carried, the request for ~Stop# signs at 18th Street and Oak Avenue was next referred to the Traffic Committee. Mervyn Ozier of 0zier-Weller Homes, Inc., next appeared and requested that the $50.00 fee for sewer taps be reduced to $25.00 for tapping on new sewers being constr~cted under the sewer extension program, provided the tap is made while the trench is still open. After discussion and on advice of the City Manager that the cost to that City would not exceed $25.00 each, if made while the trench is still open by the contractor, Com- missioner Kadet moved that the fee be reduced to $25.00 on trial basis. Seconded by Com- missioner Krider and carried. Mr. Ozier next made a further request that they be allowed to install the 10# sanitary sewer from North Street south to 2$th Street on East side of Summerlln Avenue in Bel-Air Subdivision, which is included in the contractors bids on sewer extensions, and be reimbursed for the cost, or the bid amount, ~lchever ia the lessor, in order to expedite their program for constructing dwellings in that area. He also offered to furnish the materials and be reimbursed for cost and the City furnish the labor, which would omit the sewer line from the contractors bids. After discussion mendation. Seconded by Commissioner Kadet and carried. On motion duly adopted the City Manager was next authorized to install an additional poll and lights for the softball diamond. On motion of Commissioner Btemper, seconded by Commissioner Cords11 and carried, minutes of adjourned regular meeting of May 17 and regular meeting of May 215, 19515, next approve~. Commissioner Kadet next introduced Resolution No. 831 and after being read, moved its passage and adoption. Seconded by Commissioner Cordell and carried by the following vote of the Commission: Commissioner Higglnbotham Aye " Cordell Aye ' Xader Aye # Krider Aye ~ Stemper Aye Said Resolution Mo. 831 being in words and figures as follows: A REBOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, UPON THE DEATH OF LLOYD F. BOYLE. WHEREAS, Lloyd F. Boyle hae for many years been outstanding in the civic affairs of the City of Sanford, having served widely in his most recent elective capacity as State Senator from the 3?th Senatorial District and in the earlier posts of Assletant State Attorney and State Attorney, and also having more locally served as a member of the City's Civil Service Board, in which latter function he was active from the inception of the Board until the time of his death; and WHEBEAR, in the services already named and in his further participation in civic, religious, fraternal and military o~ganlzatione and affairs he devoted keen interest and un- tiring labor for the welfare of this community and its surrounding areas, and this City and this area have suffered a great loss in his passing; NOW, THEREFORE, BE IT RESOLVED, That the City Commission of the City of Banford, Florida, both for itself and the people of the City, does hereby express its sincere appre- ciation of the meritorious service rendered by Lloyd F. Boyle, its sadness upon his death, and does hereby extend to his family its deepest sympathy. BE IT FURTHER RESOLVED, That this Resolution be spread on the minutes of the City Commission and that copies thereof be sent to the family of Lloyd F. Boyle and to the local newspapers. The estimated cost of a Slurry Mix In- Jector being approximately $1,500.00, and $600.00 for a powder mix injector. After discussion Commissioner Stemper moved that the City advertise for bids on purchase of a Blurry Mix Lime Injector, payable from available funds after October 1, 1954.
