062854-Regular SessionMINUTES City Commission, Sanford, Florida, June 28 at 8 P.M. 1954 The City Commission of the City of Sanford, Florida, met in regular session at the City ~ Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. June 28, 1954. Present: Commissioner Earl Hlgginbotham, Mayor " J.D. Cordell " John L. Kadet " John S. Krider " W.H. Stemper City Attorney A. Edwin Shinholaer City Clerk H. N. Sayer City Manager W. E. Knowlee Chief of Police R. G. Williams Meeting called to order by the Chairman. The meeting was then opened with "Prayer" by Rev. L. R. Rushton. John L. Galloway next appeared on behalf of the local Chapter of Veteran of Foreign Wars and requested the City to donate a site from the northeast corner of the well field property on Orlando Highway for their proposed Home, and after discussion Commissioner Krider moved that it be referred to the City Manager for survey and recommendation. Seconded by Commissioner Stamper and carried. 259 The delivered, 8" pipe: following bids next submitted for furnishing one car of vitrified clay sewer pipe consisting of 2000 ft of $" pipe; 100 4" 1/8 bends; 50 ~" 1/4 bends and 1000 ft 0cones Clay Products Company Less 2% discount for payment within 15 days Georgia Vitrivied Brick & Clay Company Less 2% Discount for payment within 10 days W. S. Dickey Clay Mfg Company Less 2% discount for payment within 10 days $ 998.20 1,019.93 1,099.25 After comparison of prices submitted, Commissioner Stemper moved the acceptance of the lowest bid, that of Oconee Clay Products Company. Seconded by Commissioner Kadet and carried. The following recommendations next submitted from the Traffic Committee with reference to the request that "Stop Signs" be placed at 18th Street and Oak Avenue; and "Angle Parking" [be provided in front of the Armory on E First Street: (1) Since no particular parking problems ~exist at the present time on E. First Street in the neighborhood of the National Guard Armory ~it is felt that no change from the parallel parking regulations is necessary. (2) That "Stop !Signs" be placed on 18th Street at Oak Avenue, making Oak Avenue a through street at this Thereupon Commissioner Cordell moved the acceptance of both recommendations of the iCommittee. Seconded by Commissioner Krlder and carried. Letter next submitted from the Zoning and Planning Commission recommending that Paragraph E of Section 15 of the Zoning Ordinance be amended so as to provide that all buildings and lands, the use of which was non-conforming at the time of passage of said ordinance, be Converted into conforming uses within twelve years instead of ten. ~fter considerable discussion Commissioner Kadet moved that the City Attorney be authorize~ iand directed to prepare the necessary ordinance to ameml~the aforesaid section so as to extend the itime for an additional five years for converting such buildings and lands into conforming uses. iSeconded by Commissioner Cordell and carried. After discussion, in w.bich the City Manager recommended certain c~mnges in the soecifi- cations in order to reduce the construction cost, Commissioner Cordell move~ that the nroposed changes be submitted to Engineer Angas for aoproval as to feasibility, with authority to make the change order to lnc]ade other changes recommended by Engineer Angas, and further moved Engineer Angas an5 the Manager negotiate with the lowest bidder and bring back their recommenda- tions to the Commission, with authority to re-advertise for bids if deemed necessary. SeConded by Commissioner Stemper and carried. On motion of Commissioner Stemmer, seconded by Commlssio:~er Cordell and carried, the City Attorney, City Clerk and City Manager were next authorized to apoear before the Board of County Commissioners at their next regular meeting and submit a further request that the oro~erty described as Block ~ of Bel Air Subdivision be conveyed back to the City in accordance with the agreement between the City and County. On motion of Commissioner Krider, seconded by Commissioner Cordell and carried, the Chief of Police was next authorized to employ soecial counsel to prosecute certain cases in Municipal Court on July 2, at a fee not to exceed $25.00 per case. Commissioner Krider ne~t gave a report on status of French Avenue project as result of attending a district meeting of State Road Department ~lth Mayor Higginbotham, in w~ch he advised that Francis P. Whttehair, District Member State Road Board, had assured them that a full staff would be assigned to completing the plans and specifications by July 15, and that the construction bid would be let not later than September 1. On request of the State Road Department, and on motion of Commissioner Stemper, seconded by Commissioner Cordell and carried, the City Attorney was next directed to prepare a resolu- tion authorizing French Avenue to be designated as U. S. Highway 17-92. On motion duly carried, current invoices end payrolls, as evidenced by General Fund Check Vouchers Nos. 5~95 thru 568b, ne~t approved, which included Voucher No. 5633 in sum of $261.00 to C. H. Stafford Tin Shop for additional emergency services after obtaining com- petitive orices; and Voucher No. 5631 iN sum of $226.00 to Southern Chemicals, Inc., represent- ing accumulated purchases of insecticides for soraying alleys. Bill of Goodbody & Comoany, and Sullivan, Nelson & Goss, Inc., in sum of $11,662.50, for services rendered as Fiscal Agents in connection with issuance of $1,175,000.00 Water & Sewer Revenue Certificates as met contract dated February 23,~1953, next submitted for pay- and on motion of Commissioner Cordell, seconded by Commissioner Krider and carried, merit, same was approved. On motion of Commissioner Stemper, seconded by Commissio~er Krider and carried, the Commission next soproved payment of $25,643.10 to E. H. Holcomb, Contractor, for work completed to June 15 on construction of sewers under Project A, as per contract dated February 2b, 195~. There being no further business the meet~n~ adjourned.
